Johns Hopkins SAIS Europe The European campus of the Johns Hopkins University School of Advanced International Studies (SAIS).

The Bologna Institute for Policy Research promotes problem-centered, interdisciplinary research in international policy, drawing upon the global network of scholars of the School of Advanced International Studies (SAIS) and the comparative advantage of SAIS Europe as a transatlantic institution for research and teaching with more than fifty years of experience in Europe. Resident Faculty Fellows lead research programs in six areas of international policy. Each research program is enriched by visiting scholars, seminars, conferences and publications. The institute conducts independent research supported by the Johns Hopkins University and SAIS Europe through contributions from alumni, friends, foundations and academic grant-making programs. The work of the Institute for Policy Research at SAIS Europe is made available to the public with the goal of providing a pivotal forum for thought and debate in international public policy. The institute is directed by Erik Jones, Director of European and Eurasian Studies.

Bridging academic expertise and defense policy.
The University of Bologna co-hosted the annual NATO Allied Command Transformation Academic Outreach conference at Centro Universitario di Bertinoro (Ce.U.B), together with Istituto Affari Internazionali (IAI).

This year’s edition brought together around 40 leading scholars, think tank experts, and NATO ACT staff from Europe and the US to analyze ‘Strategic Cultures and International Security: Russia, China, and NATO.’
Key sessions featured Prof. Francesco Moro (UNIBO / SAIS Europe) chairing a panel on strategic culture and long-term transformation, with Prof. Andrew Winner (SAIS Europe) joining as panelist, alongside collaborative working groups across all three days.

Christiana Parreira, Assistant Professor in the Department of International Relations and Political Science at the Graduate Institute, joined us for the latest SAIS Seminar Series talk.

She presented her upcoming book, The Art of Not Governing: Local Politics and Democratic Decline in Lebanon.
Drawing on the Lebanese case, she showed how municipal institutions and local elections can end up enabling exploitative forms of state-building.

Her work sheds light on who holds power at the local level in countries emerging from conflict, especially across the Middle East and North Africa.
Our thanks to Professor Parreira for sharing her research and sparking such a stimulating discussion and to Doctor Sarah Parkinson for facilitating the exchange with our students community.

What happens to democracy when the state chooses not to govern?

A MAIR student walks into the Europaeum seminar in Munich with one argument. He leaves with completely different questions. 🎓 Elekziel Chisom’s journey to “Decolonising Europe’s Past” shows us how scholarship comes alive when you step outside the archive into museums, dinner conversations, and cities that challenge what you thought you already knew.

The course on Global Security and Order Transformation, led by Professor Nathalie Tocci, was delighted to host Amitav Acharya, Distinguished Professor at American University, Washington DC.
He presented the Italian edition of his book The Once and Future World Order.
The conversation explored the political architecture of today’s world order, Western dominance, and the future prospects of non-Western nations.
Our thanks to Professor Tocci for bringing such an insightful discussion to our campus, and to Professor Acharya for sharing his expertise with our community.
What does the world order look like beyond the West?

we are proud to share that Ilaria Capua Senior Fellow of Global Health at Johns Hopkins SAIS Europe inspired the vision for Coop 2026, an educational project developed with Geopop and Giunti Scuola.
Starting from the four elements (earth, water, air and fire), it uses games, quizzes and challenges to help students understand how everything is connected and to move from “buy, use, throw away” to circular thinking.
Small actions today, big change tomorrow.
