The final day of SWING – School on Internet Governance 2026 brought our programme to a close with two final lectures and the presentation of the groupwork activities.

The morning sessions featured:

After lunch, participants presented their Multistakeholder Agreement in Internet Governance as part of Groupwork 4, followed by the official closing session.

A warm thank you to all speakers, participants, moderators, and organisers who contributed to making this week such a rich and engaging experience.

The fourth day of SWING - School on Internet Governance 2026 was devoted to the many dimensions of digital sovereignty, moving across infrastructures, geopolitics, and rights.

We started with Kavé Salamatian’s lecture on “Digital Sovereignty and Undersea Cables”, exploring the strategic role of submarine cable infrastructures in shaping global connectivity and power relations.

Berna Akçalı Gür then guided us through “Digital Sovereignty and LEOs”, focusing on low Earth orbit satellite constellations and their implications for internet governance, access, and control.

In the afternoon, the roundtable on “The Geopolitics of Digital Sovereignty” brought together Ksenia Ermoshina and Grace X. Yang, moderated by Mauro Santaniello, for a rich discussion on the political, regulatory, and geopolitical tensions surrounding digital sovereignty today.

The day concluded with Claudia Padovani’s lecture on “Indigenous Data Sovereignty”, which opened an important reflection on data governance, collective rights, and the need to rethink sovereignty from plural and situated perspectives.

A full and inspiring day of discussions, followed by a well-deserved cocktail party to continue the conversation in a more informal setting.

Some of our participants joined the guided tour of the beautiful city of Bruges, host of the second edition of our School on Internet Governance, organised in collaboration with the United Nations University Institute on Comparative Regional Integration Studies (UNU-CRIS).

Day 3 of our School on Internet Governance brought another inspiring and thought-provoking programme.

The morning opened with Marianne Franklin’s session on digital sovereignty and fundamental rights, followed by Orsolya Gulyas’ discussion of digital sovereignty and competitiveness.

After lunch, Linda Monsees explored the strategic role of semiconductors, offering valuable insights into one of the most pressing issues in today’s digital landscape.

The day continued with Groupwork 3, where participants worked on drafting the Multistakeholder Agreement, turning ideas into concrete proposals through collaboration and exchange.

We ended this wonderful day with a reception at City Hall, a beautiful setting that made the evening even more memorable.

Day 2 of our School on Internet Governance comes to a close after a rich and thought-provoking programme on digital sovereignty.

From the opening session on the concept itself, to reflections on its impact on the future of the Internet, and the discussion on EuroStack and European digital sovereignty, the day offered many valuable insights and exchanges.

The groupwork session on negotiating a multistakeholder agreement in Internet governance, followed by a guided tour of Bruges, was the perfect way to end a day of learning and discussion.

ICANN

ICANN was formed in 1998. It is a not-for-profit partnership of people from all over the world dedicated to keeping the Internet secure, stable and interoperable. It promotes competition and develops policy on the Internet’s unique identifiers.
In more technical terms, the Internet Corporation for Assigned Names and Numbers (ICANN) helps coordinate the Internet Assigned Numbers Authority (IANA) functions, which are key technical services critical to the continued operations of the Internet's underlying address book, the Domain Name System (DNS). The IANA functions include: (1) the coordination of the assignment of technical protocol parameters including the management of the address and routing parameter area (ARPA) top-level domain; (2) the administration of certain responsibilities associated with Internet DNS root zone management such as generic (gTLD) and country code (ccTLD) Top-Level Domains; (3) the allocation of Internet numbering resources; and (4) other services.
