On 3 September 1995, Giacomo Turra, an Italian student from the University of Padova, entered a restaurant in Cartagena in an evident state of distress. The venue managers called the police, who stopped him and began beating him with incredible brutality. A few hours later, the young man died in hospital.

This article examines the lessons emerging from the Italian hotspot experience in light of the report Implementing the Migration and Asylum Pact: Lessons Learnt from the Hotspot Approach, published by the European Union Agency for Fundamental Rights (FRA). It analyses selected fundamental rights challenges related to fingerprinting procedures, reception conditions, and communication practices, highlighting the risks that such shortcomings may persist under the implementation of the New Pact on Migration and Asylum.
