The Memorandum on child poverty in Italy, published on the 23rd of July 2026 by the Council of Europe’s Commissioner for Human Rights, Michael O'Flaherty, provides an analysis of child poverty in Italy following his official visit in January 2026. The document emphasizes that child poverty represents a critical human rights challenge that perpetuates intergenerationally, noting that over 1.28 million minors in Italy (13.8% of all children) live in absolute poverty. Minors and young adults remain disproportionately affected compared to older age groups. Furthermore, absolute poverty is strongly concentrated in the southern regions, urban peripheries, single-parent families, households with three or more children, and foreign-national households.

On the 22nd of April 2026 the Independent Expert on human rights and international solidarity Cecilia M. Bailliet published a report on “Peace and international solidarity” in which she highlights the fact that the world must fundamentally shift its priorities away from militarization and division, and instead embrace peace through solidarity, inclusion, and peaceful dispute resolution. The report paints a sobering picture of a world increasingly threatened by unprecedented levels of militarization, the resurgence of nuclear arms testing, deepening inequalities both within and between States, the rise of transnational organized crime, and the dangerous spread of disinformation and polarization. Strengthening these threats is the visible weakening of multilateral institutions and the erosion of foundational Charter principles, including sovereignty equality, peaceful dispute resolution, and the prohibition of the use of force against territorial integrity.

The Report of the United Nations High Commissioner for Human Rights on Human Rights and New and Emerging Digital Technologies, published on 18 June 2026, presents a comprehensive analytical study clarifying States' obligations under international human rights law throughout the full lifecycle of artificial intelligence systems. Building on previous OHCHR mapping work and the broader UN human rights system's extensive engagement with digital technologies, the report centers human rights due diligence as the foundational concept for shaping a rights-advancing digital environment, emphasizing that the obligations of States to respect, protect, and fulfil human rights in AI contexts have received comparatively limited attention and urgently require clarification.

On June 15, 2026, the United Nations Institute for Disarmament Research (UNIDIR) published a compendium of scenarios dedicated to the analysis of lethal autonomous weapons systems (LAWS)—that is, military systems capable of selecting and attacking targets without direct human intervention. The publication focuses on a central issue for the protection of human rights in armed conflicts: how international humanitarian law (IHL) can and should regulate the use of such systems, ensuring that the use of force remains subject to legal accountability and human oversight.
