Over the span of just over two years, the Apta-Mod Project has conducted comparative law studies and high-profile research activities in the field of the administrative prevention of corruption, with a specific focus on Albania, Montenegro, North Macedonia and Serbia.

Thanks to all the researchers involved and to the in-loco experts who helped the project team with the study and analysis activities.

The Project was co-funded by the EU Hercule III Programme.

Researchers at the Department of Political Sciences - University of Perugia are working on the final Apta-Mod publications. The single groups are making the latest revisions to their papers.
By the end of the month, two publications are expected in the framework of the Project.

𝗖𝗼𝗿𝗿𝘂𝗽𝘁𝗶𝗼𝗻 𝗽𝗲𝗿𝗰𝗲𝗽𝘁𝗶𝗼𝗻𝘀 𝗶𝗻𝗱𝗲𝘅 𝟮𝟬𝟮𝟭.

Most Southeastern and Central European countries made little or no progress in the Global Corruption Perceptions Index for 2021, recently published by Transparency International.
This was part of a global trend, with many countries experiencing stagnant corruption levels amid democratic decline and rising authoritarianism, which has "contributed to even higher levels of corruption," the report explained.

La maggior parte dei paesi del sud-est e dell'Europa centrale ha compiuto pochi o nessun progresso nell'indice di percezione della corruzione globale per il 2021 pubblicato recentemente da Transparency International.
Questo faceva parte di una tendenza globale, con molti paesi che hanno fatto scarsi progressi o che hanno sperimentato una stagnazione dei livelli di corruzione tra il declino democratico e l'aumento dell'autoritarismo, che ha "contribuito a livelli di corruzione ancora più elevati", spiega il rapporto.

CORRUPTION FLOURISHED UNDER COVID: The coronavirus pandemic has served as a perfect shield — and sometimes as an unexpected business boon — for corrupt politicians across the EU, Transparency International says in a new report out today. “Europe continues to use the crisis as an excuse for stagnating anti-corruption efforts and troubling decisions. Accountability and transparency measures are also being neglected or rolled back,” the report says.

LA CORRUZIONE HA PROLIFERATO DURANTE IL COVID: la pandemia ha funzionato da scudo - e qualche volta come una inaspettata occasione - per i politici corrotti in Europa, scrive Transparency International in un report pubblicato oggi. L'Europa continua ad usare la crisi come una scusa per non affrontare gli sforzi contro la corruzione e rendere più complicati i processi decisionali. Anche le misure per la trasparenza e l'accountability sono state trascurate o addirittura depotenziate.

With an average score of 66 out of 100, the Western Europe and European Union region still tops the CPI, but progress there has stagnated.

Corruption in the Western Balkans continues to be widespread - this is a conclusion found in the European Commission's Enlargement Package 2021.
With progress in some areas and a clear slowdown in others, the success of the enlargement countries in the fight against corruption varies. Countries that have not even begun their accession negotiations have performed better in this area than those that are considered at the forefront of the enlargement process. However, corruption throughout the region remains an issue of concern that affects many spheres of daily life.

La corruzione nei Balcani occidentali continua ad essere diffusa - questa è la conclusione del Pacchetto allargamento 2021 della Commissione europea. Con progressi in alcune aree e un chiaro rallentamento in altre, il grado di successo dei paesi dell'allargamento nella lotta contro la corruzione è variegato. I paesi che non hanno nemmeno iniziato il loro negoziato di adesione hanno ottenuto risultati migliori in questo campo rispetto a quelli che si collocano in stadi più avanzati del processo di adesione. Tuttavia, la corruzione in tutta la regione rimane motivo di preoccupazione e influenza molte sfere della vita quotidiana.

𝐵𝑒𝑦𝑜𝑛𝑑 𝐸𝑢𝑟𝑜𝑝𝑒: 𝑈𝑛𝑖𝑡𝑒𝑑 𝑆𝑡𝑎𝑡𝑒𝑠 𝑠𝑡𝑟𝑎𝑡𝑒𝑔𝑦 𝑜𝑛 𝑐𝑜𝑢𝑛𝑡𝑒𝑟𝑖𝑛𝑔 𝑐𝑜𝑟𝑟𝑢𝑝𝑡𝑖𝑜𝑛.

To curb corruption and its deleterious effects, the U.S. government has prepared a strategy, which will organize its efforts around five mutually reinforcing pillars of work: modernizing, coordinating, and resourcing U.S. government efforts to combat corruption; curbing illicit finance; holding corrupt actors accountable; preserving and strengthening the multilateral anti-corruption architecture; and, enhancing diplomatic engagement and leveraging foreign assistance resources to advance policy objectives.

Per frenare la corruzione e i suoi effetti deleteri, il governo degli Stati Uniti ha predisposto una strategia, che organizzerà i suoi sforzi intorno a cinque pilastri di lavoro che si rafforzano a vicenda: modernizzare, coordinare e fornire risorse agli sforzi del governo degli Stati Uniti per combattere la corruzione; arginare la finanza illecita; ritenere gli attori corrotti responsabili; preservare e rafforzare l'architettura multilaterale anti-corruzione; e, migliorare l'impegno diplomatico e far leva sulle risorse di assistenza estera per promuovere obiettivi politici.

For two weeks, the Western Balkans have been at the centre of the EU agenda, first because of European Commission President Ursula von der Leyen's regional tour and then because of the EU-WB summit in Brdo, Slovenia.
President von der Leyen reiterated the importance of the future of these countries being in the EU and the recent Brdo Declaration included the word 'enlargement', which was absent in the two previous Declarations.

Per due settimane, i Balcani occidentali sono stati al centro dell'agenda dell'UE, prima con il tour regionale della presidente della Commissione europea Ursula von der Leyen e poi a causa del vertice UE-BM a Brdo, in Slovenia.
La presidente von der Leyen ha ribadito l’importanza che il futuro di questi paesi sia nell'UE e la recente Dichiarazione di Brdo ha incluso la parola "allargamento", che era assente nelle due precedenti Dichiarazioni.
