The NATO Defense College is the Alliance's premier academic institution. The College is based on three main pillars: education, research and outreach.

We concentrate on the high-level political-military issues that confront both civilian and military leadership in the Alliance and at the national level. We strive to promote debate, to seek consensus, and to master the skills needed to succeed in a multinational environment. The idea of a NATO Defense College (NDC) originated in 1951 from General Eisenhower, who identified the need for a new international institution with a unique educational mission.

Strengthening the Alliance through a 360-degree approach 🇮🇹

Returning to Rome, home of the NDC, Senior Course 149 concluded its European Field Study with a closer look at Italy’s defence priorities and its approach to NATO and European security. Key insights include:

🛡️ Italy prioritizes military , a 360-degree approach to deterrence and defence, and a stronger European contribution to NATO.

🌐 Through its contributions to NATO and EU operations and international missions, Italy underscores the importance of and international cooperation, with NATO-EU complementarity remaining central to this approach.

🏭 Delivering the required to meet today’s challenges calls for more agile . Italy is closing capability gaps by accelerating procurement processes, fast-tracking prototyping and rapidly integrating successful innovations.

⚙️ European defence-industrial cooperation is a key 🇮🇹 priority, aimed at aligning capability requirements, sharing development costs and expanding capacity, despite the challenges posed by national interests and responsibilities.

🌊 Italy is strengthening the management of irregular migration across the Mediterranean through faster border procedures, a more effective common European system for returns and tailored with non-EU countries.

The delegation received in-depth briefings from senior representatives of the Italian Defence General Staff, the National
Armaments Directorate and the Ministry of Foreign Affairs, as well as the Ministry of the Interior.

🤝 The visit also provided an opportunity for NDC Commandant Lieutenant General Jérôme Goisque to meet with Vice Admiral Giacinto Ottaviani, National Armaments Director, and Vice Admiral Gianfranco Annunziata, Senior Strategic Advisor to the Italian Chief of Defence, who also engaged with the Course Members, drawing on his experience as an Ancien of Senior Course 110.

Preserving the transatlantic bond through a stronger European pillar 🇩🇪 🌐

As part of its first Field Study across Europe, Senior Course 149 made a final stop in Berlin, where Course Members were briefed on Germany’s security priorities and its approach to collective defence and NATO.

Key takeaways:

🇩🇪 No European security without a substantial German contribution, and no German security without European security: Germany’s leadership role in NATO 3.0

⚖️ Burden shifting as a necessity: the US remains essential, but Europe must take over the conventional defence of its own continent, as a strong European pillar is “not an alternative, but a condition for the survival of the transatlantic link”

🗺️ A “one-theatre approach”: with actors, crises and regions increasingly interconnected, the distribution of resources across theatres has become a strategic choice

🇺🇦 Russia as the greatest threat to German, European and transatlantic security, and Germany’s long-standing commitment to

🛰️ Countering hybrid threats at the heart of Germany’s approach, including in space, where critical infrastructure can be attacked kinetically or non-kinetically and deterrence must be credible

The delegation engaged in dynamic discussions with senior officials from the Federal Ministry of Defence and the Bundeswehr, as well as with Mr Roderich Kiesewetter, Member of the Bundestag and of its Committee on Foreign Affairs.

🤝 The visit was also an opportunity for NDC Commandant Lieutenant General Jérôme Goisque to meet Dr Martin Schäfer, Director General for Security and Defence Policy.

Finally, the delegation took part in a wreath-laying ceremony in remembrance of fallen members of the Bundeswehr.

🎯 A stronger Europe in a stronger Alliance: NRCC 36 concludes its Field Study

🧭The NDC’s NATO Regional Cooperation Course 36 conducted its Field Study in Brussels and Athens, visiting NATO Headquarters, Supreme Headquarters Allied Powers Europe (SHAPE), the EUMS and the Hellenic National Defence College.

Key discussions included:

🛡️ NATO 3.0: the Alliance’s renewed focus on deterrence and defence, and a stronger European role within the Alliance.

🤝 Strengthened collective security through partnerships: NATO and the EU moving beyond with partners to strengthen , capabilities and defence-industrial links through reciprocal cooperation.

🇺🇦 Sustained support for remains a priority, with vital lessons from the battlefield informing how Allies can strengthen their own defence and .

🇬🇷 Regional cooperation: Greece prioritizing diplomacy and adherence to international law to navigate the security environment, strengthening military , and advancing active with regional partners in the Eastern Mediterranean & along NATO’s southern flank.

Support the fight, secure the peace 🇬🇧 🇺🇦🤝

Senior Course 149 continued its journey across Europe with a visit to the Foreign, Commonwealth & Development Office (FCDO) in London, exploring the United Kingdom's strategic priorities at a time when European security faces its greatest challenges since the Cold War.

The delegation gained insights into:

🤝 " First": the UK's role in Alliance leadership as Europe steps up, and its commitment to the transatlantic relationship

🇺🇦 Unwavering support to : fighting now through the Ukraine Defence Contact Group and NSATU and securing the peace through the Coalition of the Willing

🛡️ Regenerating capabilities through increased defence investment and building national & societal resilience

🏭 An agile, adaptive and resilient defence industry, with secure supply chains, innovation and partnerships across NATO and the EU

☢️ A credible and operationally independent nuclear deterrent, integrated in 's nuclear policy and planning, and reinforced by cooperation with France through the Northwood Declaration

🔭 Force design connecting near-term delivery with future challenges, from geopolitical competition to technology and climate change

The delegation engaged in dynamic discussions with senior speakers from the FCDO and the UK Ministry of Defence Following an Office Call with NDC Commandant Lieutenant General Jérôme Goisque, the UK Chief of the Defence Staff, Air Chief Marshal Sir Richard Knighton, delivered an inspiring address to Course Members.

A fruitful exchange at l'Ecole Militaire 🇫🇷 ⚔️

The NDC Commandant Lieutenant General Jérôme Goisque met with France's Chief of Defence Staff, General Fabien Mandon in Paris. General Mandon also addressed the NDC delegation and engaged with Senior Course 149 Course Members. 🤝

- NATO first: Europe stepping up within a stronger Alliance⚔️

🛡️ 🇫🇷 As part of their first Field Study, Senior Course 149 travelled to Paris to explore France's defence posture and its approach to .

The Director of the Directorate General for International Relations and Strategy (DGRIS), Mr Guillaume Ollagnier, opened the visit with an overview of France's defence priorities and how country has aligned with NATO's strategic imperatives since the Ankara Summit.

Hearing from high-level officials from the DGRIS, the French Armed Forces and the Senate, the delegation gained insights into:

🇫🇷 France as a driver of a stronger European pillar within NATO and a reliable Ally, fully aligned with NATO 3.0: "a stronger Europe in a stronger NATO".

🤝 Burden shifting, with NATO as the bedrock of collective and preserving the transatlantic link as a priority.

🎯 France’s security priorities shaped by Russia's full-scale invasion of : ramping up European defence, supporting Ukraine and strengthening Alliance .

☢️ An independent nuclear deterrent, backed by full-spectrum conventional forces and extended through its forward deterrence alongside European partners.

Course Members were also briefed on France's contribution to operations around the globe, and on the role of Parliament in shaping and overseeing defence policy.

🧭 From an Alliance-wide perspective to a national one: 🇬🇷 Defence and Foreign Policy in focus.

During the final stop of their Field Study in Athens, NDC’s NATO Regional Cooperation Course 36 examined Greece’sregional security environment. At the Hellenic National Defence College, the cohort heard from representatives of the Ministries of Defence and Foreign Affairs, and the Joint Academic Education Command (JAEC). Discussions delved into:

🎓 Greece's effort to advance military through greater academic , common and closer links between national and international defence education institutions, with JAEC providing the central framework.

⚖️ How 🇬🇷 foreign policy places emphasis on and international law, and their importance of addressing the security situation in the Eastern Mediterranean and the challenges facing Europe’s outer borders & ’s flank.

🌍 The added value of international and military with neighbouring and regional , particularly in the domain, on security and migration challenges.

The visit also provided an opportunity for NDC Dean Dr Suzanne Nielsen to meet with Rear Admiral Konstantinos Pitykakis, Commander of the Hellenic National Defence College. Their exchange covered developments in military education and areas of mutual interest between the two institutions. NDC leadership also met with Lieutenant General Anastasios Polychronos, Commander of the JAEC. 🤝

🇨🇴 Today, the NATO Defense College welcomed back a delegation from the Colombian War College.

🌎 Colombia is NATO’s first global partner from Latin America. The visit to the College enhanced the delegation’s strategic understanding of NATO’s role in the global security environment and how the NDC develops NATO’s future leaders.

The NDC Director Academic Plans, Policy & Engagement, Brigadier General Catherine Bourdès, welcomed the delegation and briefed the participants on the College’s mission within the Alliance and its various education, engagement and research initiatives.

🇪🇺 At their final stop in Belgium, Senior Course 149 and NRCC 36 visited the European Union Military Staff (EUMS), to gain deeper insights into the European Union’s commitment to a stronger and more resilient Europe. 🛡️

Discussions delved into the EU’s strategic priorities:

🤝 NATO-EU : maintaining distinct roles, deepening and increased practical in areas of common interest and EU missions, with continued coordination between NATO’s IMS and the EUMS.

🧩 Streamlining Europe’s instruments of power: making better use of the EU’s economic, industrial and military instruments to address critical capability gaps and build greater , including through closer integration of and defence capabilities. 🛰️

🛡️ Building Member State : the EU helps Member States address capability shortfalls by aligning with NATO’s Defence Planning Process, leveraging and common to accelerate solutions.

🏭 Scaling European defence: by enabling to deliver at scale and speed by reducing the physical, regulatory and administrative obstacles.

🇺🇦 Sustaining support for regional partners, with a clear focus on : expanding support from financial assistance, training and joint procurement to deeper defence industry cooperation, delivering critical capabilities that strengthen both Ukraine and the EU.
