LETTERA APERTA ALLA CITTÀ
L’ordinanza di sgombero è dunque arrivata.
Ed in questo momento è l’unica certezza in una vicenda complessa e articolata, che abbiamo il dovere di spiegare alle tante persone che in questi giorni ci hanno manifestato la loro solidarietà.
Come chi ci ha seguiti sa, siamo una comunità di oltre 40 lavoratrici e lavoratori consolidata e riconosciuta fra le più attive nell’economia collaborativa e nella rigenerazione urbana dal basso a Roma e non solo. Negli anni abbiamo interloquito e fatto rete con dipartimenti universitari, enti di ricerca, fondazioni, associazioni, scuole e società civile in particolare nel nostro quartiere, Casalbertone.
È a partire da questo che abbiamo iniziato a cercare una soluzione per la nostra vicenda: mettere a valore un’idea di lavoro e di città che partisse dalle esigenze di chi il lavoro lo svolge e la città la vive.
Così ci siamo presentati oltre un anno fa al Comune di Roma ed al Municipio IV, richiedendo la pubblica utilità per il progetto, cioè non un’eccezione per noi, ma un’opportunità per tutta la zona nel quadro delle competenze degli enti a cui ci eravamo rivolti.
La risposta è stata negativa, perché politicamente intervenire su un terreno privato non era ritenuto possibile. Il Municipio da allora ha persino rifiutato di incontrarci ulteriormente.
Poco dopo si è manifestato l’interesse sull’area di Bnl/Bnp Paribas, banca multinazionale che ha spostato a due passi da qui il suo quartier generale, gettando le basi per un gigantesco piano di trasformazione urbana, benedetto da tutta la politica locale e nazionale e destinato a coinvolgere oltre 100mila metri quadri di suolo tra Pietralata e, appunto, Casalbertone. E nessuno sa ancora, almeno formalmente, quante e quali cubature verranno generate.
La stessa Bnl, che comprerà l’area per una cifra pari a 2 milioni di euro (ma di fatto li restituirà a se stessa, essendo il principale creditore del fallimento), ha chiesto di incontrarci, dicendo di voler salvaguardare il progetto ma nel quadro della loro operazione sulle ex officine Rsi.
Nel corso degli appuntamenti è apparso chiaro che non fosse una trattativa ma una semplice concessione (3-400mq coperti all’interno dell’area come rappresentanza e lo spostamento della parte lavorativa in un capannone molto lontano, a ridosso del raccordo).
Abbiamo perciò preteso che il coinvolgimento delle parti pubbliche, fino ad allora prevalentemente progettuale, dovesse concretizzarsi in una forma di mediazione diretta in questa vertenza, partire dalla Regione, unico ente con cui avevamo ancora un dialogo aperto e a cui dobbiamo riconoscere di essersi assunta delle responsabilità politiche.
Proprio in questo frangente, con la banca fortemente contrariata dal coinvolgimento del pubblico e noi ancora rispettosi del silenzio imposto dalla (non) trattativa, è maturata la decisione dell’ordinanza di sgombero del tribunale di Lecco.
Chi l’abbia sollecitata non è dato sapere, ma è facile immaginarlo.
Come Oz Officine Zero, ci preme innanzi tutto che ci sia un tavolo vero sulle sorti delle Officine, che negli ultimi giorni è stato semplicemente profilato da Regione e Comune, in cui si possa verificare senza ulteriori sotterfugi quali siano delle soluzioni congrue per il progetto di Oz ed accettabili sotto il profilo urbanistico, che mettano nero su bianco che non ci sarà speculazione edilizia su quest’area e che vi sia un’apertura verificabile al quartiere.
Lo sgombero di Oz, infatti, non è altro che uno dei tanti tasselli di un domino destinato a travolgere questo quadrante e le realtà in esso attive, che con il loro operato sostituiscono pezzi di welfare non più garantiti alla cittadinanza.
Chiamiamo a raccolta gli spazi sociali, gli enti, le associazioni e la cittadinanza che in questi anni e negli ultimi mesi ci hanno seguito e sostenuto, con le quali abbiamo intrapreso attività di collaborazione su vari piani, per discutere insieme di quanto è avvenuto e sta avvenendo, non solo nell’area delle ex-Rsi ma in tutto il quadrante della cittá, nel corso di un incontro pubblico che avrà luogo mercoledì 27 giugno alle ore 18.30 presso Oz Officine Zero, in via Umberto Partini 20.

The eviction of Officine Zero is now official.
This is the only certainty we have in this extremely complex phase, which we feel we have to explain to the many people who showed us their support and solidarity.
We are recognised as one of the strongest and most active communities in the collaborative economy and bottom-up urban regeneration process operating in Rome and other nearby territories, composed by more than 40 professionals, artisans and workers in general.
During the latest years we collaborated and strengthened our relationships with university departments, research programmes, foundations, associations, schools and the civil society, especially in our neighbourhood: Casalbertone.
Our main aim is to get recognised the value of a different working pattern and system that develops from the real needs of those who actually work and live the city spaces.
That is why more than a year ago we requested to the Rome City Hall and the Municipio IV to be acknowledged as a project of public interest, hence to be recognised as an opportunity and a service for the interested area.
We saw negated any kind of support from the institutions and in the meanwhile BNL/BNP Paribas, a multinational bank corporation which recently moved their headquarters next to our neighbourhood, begun to show interest on the propriety hosting Officine Zero and the surrounding area.
BNL/BNP Paribas is like so initiating a huge urban redevelopment plan which will involve more than one hundred thousand sqM. An urban plan which will surely drive to a deep transformation of the social, economical and architectural system of the area and the city. An urban plan which has already been approved by local and national politics.
BNL, who is going to buy the ex-RSI area (hosting Officine Zero since 5 years) for 2 millions, invited us for a negotiation. They expressed their willing to protect the Officine Zero project, but within their plan of redevelopment. During the meetings it was clear they were not trying to fairly deal with us when we found out all they were able to offer was a little concession of 400sqm as a rappresentative space in the neighbourhood and to move us all in a warehouse outside the city.
At this point we strongly insisted for the institution to take part to this negotiation and mediate with BNL to protect Officine Zero and its incredible social value within this huge plan of urban redevelopment. In the middle of this process, with BNL extremely disappointed by this attempt to involve the public authorities, we received our definitive eviction from the court of Lecco. We cannot know for sure who pushed for this eviction, but it is easy to imagine.
Officine Zero wants a proper encounter with the public authorities and institutions to discuss the future of the project and any possible solutions to guarantee its survival and further development within the urban landscape. An encounter to clarify what are the real plans for the neighbourhood and the city. An encounter to identify possible solutions to the side effects of this redevelopment plan such as potential property speculations, gentrification and privatisation.
Oz’s eviction is just the beginning of an unstoppable process which will involve and destroy all the social realities and activities operating in the area to guarantee the welfare citizens should be provided with.
We want to invite all communities, associations, institutions and citizens which supported us and interacted with us, to a public meeting to discuss together the events concerning not only Oz and the ex-RSI, but also and especially the neighbourhood and the city of Rome.
The public meeting will be held at Oz Officine Zero (Via Umberto Pertini 20) the 27th of June at 18.30
