Central European Initiative - CEI

Central European Initiative - CEI Intergovernmental forum promoting regional cooperation for European integration since 1989.

The CEI, established in Budapest in 1989, is the largest and oldest forum of regional cooperation in Central, Eastern and South Eastern Europe. It is currently composed of 17 Member States:

• 9 EU members: Bulgaria, Croatia, Czech Republic, Hungary, Italy, Poland, Romania, Slovakia, Slovenia
• 8 non-EU members: Albania, Belarus, Bosnia and Herzegovina, Moldova, Montenegro, North Macedonia, Serbia, Ukraine

🎓 60 Ukrainians. 3 countries. 9 months of training. And a shared vision for the future.

Last week, our Deputy Secretary General Yurii Mushka joined the certificate ceremony of UA NEXT in Prague - a programme empowering Ukrainian community members across Poland, Czech Republic and Bulgaria to become active voices in local dialogue and integration.

Diplomas were handed to graduates by a distinguished panel:
DSG Mushka, Ukraine's Ambassador to the Czech Republic Zvarych, and Mariya Boguslav of Pro Futuro Foundation, Coordinator of the Ukrainian EduHubs Network - with activities in Bulgaria and Poland still ongoing and wrapping up in the coming months.

As DSG Mushka put it: "Such initiatives become not just educational projects, but real platforms for solidarity, mutual understanding and a common future."

This is what the CEI does - turning regional cooperation into concrete support for people on the ground, as part of our sustained commitment to Ukraine since the very beginning of the war.

The report offers a comprehensive overview of the projects and activities supported by the Fund throughout the year, covering both assignments and (KEP) projects - two key instruments through which the CEI, with the support of Italy, drives reform, capacity building and regional cooperation across Central Eastern and Southeastern Europe.

Established in 1992, the CEI Fund at the EBRD was created to assist these countries in their economic and social transformation process. More than three decades on, it remains a vital channel for translating CEI priorities into concrete results on the ground.

Italy has committed €3 million to support activities in 2026, reaffirming its strategic investment in the region's development and .

Today at the CEI, we were pleased to welcome David Piegazki Secretary General at the Western Balkans 6 Chamber Investment Forum.

The CEI and WB6 CIF share a common objective: supporting the economic integration of the region as an important contribution to the broader European integration process. While the CEI provides a platform for political and policy dialogue, and supports regional projects and activities, WB6 CIF brings together the business community (Chambers of Commerce and Industry) of the Western Balkans and promotes trade, investment and economic cooperation across the region. Together, these efforts help advance a more connected and integrated region.

We also explored possible areas for future cooperation and joint initiatives.

The CEI strongly believes in working with regional partners that share the same vision and commitment to European integration, connectivity and regional cooperation.

CEI Parliamentary Committee meeting held in Bucharest

🏛️ Opened by Rozália-Ibolya Biró, President of the CEI Parliamentary Dimension, together with the President of the Senate of Romania Mircea Abrudean, Romanian State Secretary for European Affairs, Clara Staicu, and CEI Secretary General Franco Dal Mas.

🌍 Focus: infrastructure, digital connectivity, youth and the role of local authorities in fostering a more connected and inclusive Europe.

🎓 The meeting also featured the active participation of university students, who joined the debate with questions and reflections.

🤝 The discussions reaffirmed the importance of regional cooperation and the European integration process for stability, prosperity and peace across the continent.

🤝 From Brčko District to Puglia: the BRIDGE project brought together institutions from Bosnia and Herzegovina and Italy for a week of peer learning and capacity building in EU project management.

Funded through our Know-How Exchange Programme and the CEI Fund at the EBRD, the initiative is helping Brčko District build the skills it needs to access and manage EU-funded projects. 🌍
