2025年8月5日、朝日新聞の記事「SNSで『差別反対』発信、市議に自粛要請決議 埼玉県鶴ケ島市議会」に対する市原麻衣子教授（法学研究科）のコメントが公開されました。同記事は、埼玉県鶴ケ島市議会が4日、SNS上で「外国人差別反対」などと発信している無所属の福島恵美市議に対し、市議の肩書を用いた発信の「自粛」を求める決議を賛成多数で可決したことを報じています。市原教授は、たとえ議会の手続きに沿った決議であっても、人権や自由を制約する内容であれば民主主義の理念に反すると指摘しています。本決議は市に寄せられている爆破予告などの根本にあるヘイトを加速する危険性があることを認識し、即時撤回されるべきだと述べました。

On August 5, 2025, a comment on the Asahi Shimbun article “Tsurugashima City Council Urges Councilor to Refrain from Posting Anti‑Discrimination Messages on Social Media.” by Professor Maiko Ichihara (Graduate School of Law) was published. The article reported that on August 4, the Tsurugashima City Council in Saitama Prefecture, by majority vote, passed a resolution requesting Councilor Emi Fukushima (44, independent), who has been posting messages such as “Opposition to discrimination against foreigners” on social media, to refrain from making such statements while using her councilor title. Professor Ichihara pointed out that even if a resolution follows proper parliamentary procedures, if its content restricts human rights or freedoms, it runs counter to the principles of democracy. She further stated that this resolution risks accelerating hate and therefore should be withdrawn immediately.

On November 6, 2025, comment on EU MAG “The Practical Significance of the WPS Agenda Revealed by the Invasion of Ukraine—The EU’s Legal and Policy Responses” by Professor Yumiko Nakanishi (Graduate School of Law) was published. This article attached “25 Years of WPS: The EU’s Steadfast Progress in Addressing the Nexus Between Gender and Security.” The “Women, Peace and Security (WPS)” agenda positions women not only as victims to be protected but also as active agents in conflict prevention and long-term peacebuilding. In the comment, Professor Nakanishi explained the EU’s concrete initiatives related to the WPS agenda in the context of support for Ukraine, as well as the legal foundations underpinning these efforts.

2024年12月31日、朝日新聞の記事「駅周辺でスケボーNG、4月から改正条例施行　練習場整備求める声も」に対する市原麻衣子教授（法学研究科）のコメントが公開されました。本記事は、JR甲府駅北口周辺でのスケートボードなどの禁止を明記した甲府市の条例改正案の施行について報じています。市原教授は、日本はリスク回避型の文化をもち、苦情に弱く、排除の論理が働きがちな場面が多い点を指摘しました。そのうえで、スケートボードの規制はスケートボード場の整備とともに進めるべきではないかと主張しました。

On December 31, 2024, a comment on the Asahi Shimbun article “Kofu City to Clarify Skateboarding Ban around the station in Revised Ordinance: Calls for Developing Practice Areas Also Growing” by Professor Maiko Ichihara (Graduate school of law) was published. The article reports on the enforcement of a revised Kofu City ordinance that explicitly bans skateboarding and similar activities around the north exit of JR Kofu Station. Professor Ichihara pointed out that Japan tends to have a risk-averse culture, is highly responsive to complaints, and often defaults to exclusionary measures. She further argued that any regulation of skateboarding should be accompanied by the development of designated skateboarding facilities.

2025年10月、中西優美子教授（法学研究科）が執筆した「西サハラ領域からの農産品の輸入にかかわる共通通商政策と消費者保護」が、『自治研究』（第101巻第10号）に掲載されました。本稿は、西サハラ領域で収穫された農産品をめぐり、EU構成国による一方的な禁輸措置や、原産地表示における国と領域の解釈が争点となった事案について検討しています。中西教授は、この判決について、モロッコによる西サハラ支配という状況を踏まえつつ、EUの国際法遵守への貢献を重視する欧州司法裁判所の姿勢がうかがえると評価しています。

In October 2025, Professor Yumiko Nakanishi (Graduate School of Law) published an article titled “Case note: Case C-399/22 Confédération paysanne, Judgment of 4 October 2024, ECLI:EU:C:2024:839” in Jichi Kenkyu (Vol. 101, No. 10, Daiichi Hoki). This paper examines cases concerning agricultural products harvested in the Western Sahara, focusing on unilateral embargo measures imposed by EU member states and disputes over the interpretation of “country” and “territory” in rules of origin labeling. Professor Nakanishi evaluates the judgment, noting that, in light of Morocco’s control over Western Sahara, the European Court of Justice demonstrates an approach that emphasizes the EU’s contribution to compliance with international law.

2025年8月、竹村仁美教授（法学研究科）執筆した、「【判例研究】国際司法裁判所 ジェノサイドの防止および処罰に関する条約の適用事件（クロアチア対セルビア）(本案判決・2015年2月3日）」が、『国際法外交雑誌』（第124巻第2号）に掲載されました。本稿は、ジェノサイド条約9条の紛争解決条項に基づき、クロアチアがユーゴスラビア連邦共和国（FRY）を国際司法裁判所（ICJ）に提訴した事件を検討しています。竹村教授は、①FRYが条約当事国となる以前の行為の責任がセルビアに承継されるか、②ジェノサイドの認定、③ジェノサイド条約におけるICJの紛争解決機能、の三点について解説を行っています。

In August 2025, Professor Hitomi Takemura (the Graduate School of Law) published an article titled “Case Study: Application of the Convention on the Prevention and Punishment of the Crime of Genocide before the International Court of Justice (Croatia v. Serbia) (Judgment on the Merits, February 3, 2015)”(Vol. 124, No.2) in the Journal of International Law and Diplomacy. The paper examines the case brought by Croatia against the Federal Republic of Yugoslavia (FRY) before the International Court of Justice (ICJ), based on the dispute settlement clause in Article 9 of the Genocide Convention. Professor Takemura discusses three key issues: (1) whether responsibility for acts committed before FRY became a party to the Convention could be inherited by Serbia; (2) the determination of genocide; and (3) the dispute settlement function of the ICJ under the Genocide Convention.

米日財団のウェブサイトに、記事「一橋大学から自由の最前線へ」が公開されました。この記事は、2025年1月に市原麻衣子教授（法学研究科）が率いるプログラム「アジアにおけるリスクに直面する民主主義擁護者（DAR）支援に向けた日米協力」が、米日財団の助成金を受賞したことを報じています。DARプログラムは、アジア各地で活動し、迫害の危機に瀕している人権活動家、ジャーナリスト、野党関係者らが、アジアに留まりながら安全を確保し、活動を続けられるよう支援する点に特色があります。市原教授はこのプログラムについて、決して容易な仕事ではないが、支援を受ける人々のほうがはるかに厳しい状況に置かれていることを常に忘れないようにしていると語りました。また受賞について、米日財団からの初期支援のおかげで、ビジョンが理論にとどまらず、命を救う取り組みとなったと謝辞を述べました。

An article titled “From Hitotsubashi to the Frontlines of Freedom” was published on the website of the United States–Japan Foundation. The article reports that in January 2025, the project “US-Japan Cooperation to Support Asian Democracy Advocates at Risk (DARs),” led by Professor Maiko Ichihara (Graduate school of law) was awarded a grant from the Foundation. DAR program is distinctive in its mission to support human rights activists, journalists, and opposition figures across Asia who face the threat of persecution, enabling them to remain in the region while ensuring their safety and the continuation of their work. Regarding the program, Professor Ichihara stated that although the work is by no means easy, she strives never to forget that the people receiving support are in far more difficult circumstances. She also expressed gratitude for the award, noting that the initial support from the United States–Japan Foundation allowed their vision to move beyond theory and become an effort that saves lives.

2025年6月、一般財団法人国際経済連携推進センターより、ソコル デ ラ オサ・ダヴィド ウリエル氏（一橋大学社会科学高等研究院　特任講師）、羽深宏樹氏（京都大学大学院法学研究科付属法政策共同研究センター）、高橋圭氏（京都大学、弁護士）らによる報告書「AIシステム認証に関する比較法的研究：法域間における現状と今後の課題」が出版されました。本報告書は、AIシステムの認証制度に焦点を当てています。AI技術の高度化に伴い認証制度の整備が求められる一方、その複雑性や予測困難性が制度設計を難しくしています。本レポートは、AIシステム認証に関する法的枠組みを司法制度間で比較し、共通する制度構造や、領域横断的かつ国際的に検討すべき課題を抽出しています。さらに、日本のAIライセンシングアプローチへの示唆や、国際協力の可能性について考察することを目的とします。

In June 2025, the Center for International Economic Collaboration (CFIEC) published a joint report co-authored by SOCOL DE LA OSA David Uriel (Assistant Prof., Hitotsubashi University, Graduate School of Law), HAKUBA Hiroki (Kyoto University Graduate School of Law Center for Interdisciplinary Studies of Law and Policy, Research Professor), and TAKAHASHI Kei (PhD Candidate at Kyoto University, Attorney at Law) titled ”Comparative Legal Study on AI System Certification: Current Status and Future Challenges Across Jurisdictions”. This report examines the certification of AI systems. While rapid advances in AI have heightened expectations for the development of certification mechanisms, the complexity and unpredictability of AI systems pose significant challenges to designing effective schemes. The report conducts a cross‑jurisdictional comparison of legal frameworks for AI system certification, identifies common institutional structures and issues requiring discussion across sectors and countries, and offers insights into Japan’s AI licensing approach and the prospects for international cooperation in this area.

2025年8月4日、市原麻衣子教授（法学研究科）がインタビューを受けた日本経済新聞の記事「『外国人』に不安なあなたへ」が出版されました。本記事は、日本経済新聞社とテレビ東京が7月に実施した世論調査の結果を起点に、近年の日本における外国人観光客や外国人労働者の増加の背景や、人々の不安、そして今後求められる対応について論じています。今回の参院選で「外国人問題」が争点となり海外メディアでも報じられたことから、日本社会が排外的に受け取られかねないとの懸念が示されています。これに対し市原教授は、外国人を受け入れることで、ポジティブな日本社会を築いていくというメッセージを発信することが必要だと提言しました。

On August 4, 2025, Professor Maiko Ichihara (Graduate School of Law) was interviewed for an Nikkei article titled “If You Feel Uneasy About Foreigners.” The article, drawing on the results of a public opinion survey conducted in July by Nikkei Inc. and TV Tokyo, discusses the recent increase in foreign tourists and foreign workers in Japan, the background to this trend, the anxieties felt by the public, and the measures required going forward. The article notes concerns that, since the issue of “foreigners” became a point of contention in the recent House of Councillors election and was reported by overseas media, Japanese society may be perceived as exclusionary. In response, Professor Ichihara emphasized the importance of sending a message that by welcoming foreigners, Japan seeks to build a positive and forward-looking society.

2026年3月10日、一橋大学とグローバル・ガバナンス研究センター（GGR）は、「外国による情報操作・干渉（FIMI）に対する社会的レジリエンス　―学術・研究機関ネットワークの役割」をテーマとした国際シンポジウムを開催しました。開会にあたり、一橋大学副学長である屋敷二郎教授が開会の挨拶に立ちました。本イベントには、5つの大学から修士・博士課程学生、研究者、実務家など約20名が参加しました。このシンポジウムは、一橋大学が採択された大学院教育の改革を支援する文部科学省「未来を先導する世界トップレベル大学院教育拠点創出事業（FLAGs）」の助成のもと開催され、博士課程学生が複数のセッションにおいて発表を行いました。

On March 10, 2026, Hitotsubashi University and the Institute for Global Governance Research (GGR) hosted an international symposium on the theme of “Societal Resilience Against Foreign Information Manipulation and Interference: The Role of the Academia and Research Institution Networks.” The event was opened with a welcome address by Professor Albertus Jiro Rei Yashiki (Vice President, Hitotsubashi University), and brought together about 20 participants from five universities including master’s students, doctoral students, researchers and practitioners. This symposium was organized in part with the support of the Ministry of Education, Culture, Sports, Science and Technology (MEXT) through its “Future-Leading and Advanced Graduate-schools (FLAGs)” program, under which Hitotsubashi University was selected to promotes reform in graduate education, and doctoral students served as presenters across multiple sessions.
