第338回HSPセミナー「塀の内側からの声：フィリピン刑務所教育の基盤と将来」

概要：本セッションでは、フィリピンの代表的なノンフォーマル教育制度であるALS（Alternative Learning System）のもとで学ぶ受刑者たちの語りに光を当て、その調査結果を報告します。舞台となるのは、フィリピン国内最大の刑務所施設であり、世界でも特に過密な矯正施設の一つとされるニュー・ビリビッド刑務所の中警備区域です。こうした厳しい環境のなかで、刑務所教育は単なる学びにとどまらず、希望と成長、そして社会復帰へとつながる扉となっています。
本セッションでは、受刑者たち自身の内省や実体験に触れることを通じて、刑務所における教育がいかに人を変え、尊厳を回復し、収監後の人生への希望を育みうるのかを、参加者の皆さまと共に考えます。あわせて、更生や贖い、再統合といった主題を軸に、フィリピンにおける刑務所教育の成り立ちと今後の展望についても考察します。そして、新たな生きる目的、より確かな自己認識、持続的な変化へとつながる道筋を切り開くうえで、刑務所教育が果たしつつある役割の広がりを示します。

Descriptions:
This session highlights the inspiring stories of learners under the Alternative Learning System (ALS), the Philippines’ flagship non-formal education program, who are Persons Deprived of Liberty (PDL) in the Medium Security Compound of New Bilibid Prison, the largest prison facility in the country and one of the most overcrowded correctional institutions in the world. Within this challenging environment, education becomes more than learning—it becomes a gateway to hope, growth, and reintegration.
Through personal reflections and lived experiences, participants will see how education in prison can ignite transformation, restore dignity, and foster hope for life beyond incarceration. Centered on the themes of reformation, redemption, and reintegration, the session also explores the foundations and future directions of Philippine prison education, highlighting its evolving role in creating pathways toward renewed purpose, strengthened identity, and lasting change.
