概要：本シンポジウムは、国連平和活動局の委託を受けた独立研究『平和維持活動の未来、新しいモデル、および関連する能力』（原題：The Future of Peacekeeping, New Models, and Related Capabilities）の執筆者、エル・ガッシム・ワン氏、ポール・D・ウィリアムズ教授、キハラハント愛教授、そして日本国内の専門家・実務家をお招きし、独立研究の成果や、2026年の平和活動の包括的レビューを含む、国連平和活動をめぐる動向、平和活動・平和介入の未来について議論します。

Descriptions:
This symposium brings together the three members of the 2024 Independent Study team commissioned by the UN Department of Peace Operations (DPO), who authored The Future of Peacekeeping, New Models, and Related Capabilities—Mr. El-Ghassim Wane, Prof. Paul D. Williams, and Prof. Ai Kihara-Hunt—together with leading experts and practitioners from Japan. Drawing on the findings of the Independent Study and subsequent developments in UN peace operations, including the 2026 comprehensive review of peace operations, as well as participants’ diverse perspectives, we will explore the future of peace operations and peace interventions.

JICA緒方研究所・東京大学HSP共催シンポジウム「『今日の人間の安全保障』第3号発刊記念 人間の安全保障をはかる――データを集める、くらべる、考える」

概要：JICA緒方貞子平和開発研究所は、人間の安全保障の今日的意義を多角的に捉え直すことを目的として、フラグシップ・レポート『今日の人間の安全保障』を2022年より定期刊行しています。2026年3月に発刊された第3号では、「人間の安全保障をはかる」を特集テーマに掲げ、人々が直面する多様な脅威や生き方の幅を、どのように捉え、可視化し、共有することができるのかについて、さまざまな角度から分析しています。本シンポジウムでは、『今日の人間の安全保障』第3号に掲載された寄稿論文を踏まえ、阪本拓人東京大学教授、後藤玲子一橋大学名誉教授／帝京大学教授による講演を行います。続くディスカッションでは、多様な専門性をもつ研究者を迎え、数値指標や統計に加え、人々の経験や認識、社会的背景に関する多様なデータを集め、くらべ、そこから考えることで、人間の安全保障をどのように「はかる」ことが可能なのかを探ります。そして、こうした「はかる」試みが、研究や実践、政策にどのような意味を持ち、人びとの命、生活、尊厳が守られるより良い社会の実現にどのようにつながり得るのかについて、議論を深めます。

第338回HSPセミナー「塀の内側からの声：フィリピン刑務所教育の基盤と将来」

概要：本セッションでは、フィリピンの代表的なノンフォーマル教育制度であるALS（Alternative Learning System）のもとで学ぶ受刑者たちの語りに光を当て、その調査結果を報告します。舞台となるのは、フィリピン国内最大の刑務所施設であり、世界でも特に過密な矯正施設の一つとされるニュー・ビリビッド刑務所の中警備区域です。こうした厳しい環境のなかで、刑務所教育は単なる学びにとどまらず、希望と成長、そして社会復帰へとつながる扉となっています。
本セッションでは、受刑者たち自身の内省や実体験に触れることを通じて、刑務所における教育がいかに人を変え、尊厳を回復し、収監後の人生への希望を育みうるのかを、参加者の皆さまと共に考えます。あわせて、更生や贖い、再統合といった主題を軸に、フィリピンにおける刑務所教育の成り立ちと今後の展望についても考察します。そして、新たな生きる目的、より確かな自己認識、持続的な変化へとつながる道筋を切り開くうえで、刑務所教育が果たしつつある役割の広がりを示します。

Descriptions:
This session highlights the inspiring stories of learners under the Alternative Learning System (ALS), the Philippines’ flagship non-formal education program, who are Persons Deprived of Liberty (PDL) in the Medium Security Compound of New Bilibid Prison, the largest prison facility in the country and one of the most overcrowded correctional institutions in the world. Within this challenging environment, education becomes more than learning—it becomes a gateway to hope, growth, and reintegration.
Through personal reflections and lived experiences, participants will see how education in prison can ignite transformation, restore dignity, and foster hope for life beyond incarceration. Centered on the themes of reformation, redemption, and reintegration, the session also explores the foundations and future directions of Philippine prison education, highlighting its evolving role in creating pathways toward renewed purpose, strengthened identity, and lasting change.
