A Charter establishing the AVU as an Intergovernmental Organization has up to now been signed by nineteen (19) African Governments: Kenya, Senegal, Mauritania, Mali, Cote d'Ivoire, Tanzania, Mozambique, the Democratic Republic of Congo, Benin, Ghana, Guinea, Burkina Faso, Niger, South Sudan, Sudan, The Gambia, Guinea-Bissau, Cape Verde, and Nigeria.
