도시재생협동과정 내 SDGs TF 팀의 일원이 활동하였던 고대앞마을 삼사공기획단!

고대앞마을 삼사공기획단은 고대앞마을 도시재생 활성화지역 내 주민공동이용시설에 대해서, 3층과 4층의 청년 공간을 어떻게 운영할 지 기획해 보는 4월부터 8월까지의 격주 토요일에 진행한 청년 모임이었습니다.

삼사공기획단 활동 후기와 및 향후 주민공동이용시설 운영의 지속가능성, 더 나아가 지속가능한 도시 운영의 가능성을 확인하기 위한 지속가능발전지표(SDGs) 관계성을 탐색해 보았습니다.

앞으로도 이루어질 고대앞마을 삼사공기획단 및 지속가능한 공간 운영을 응원합니다! :)

제1회 고려대학교 도시재생협동과정 지역경제활성화 심포지엄
「일터로서의 지역」
　
한국전쟁 후 서울은 일자리를 찾기 위해 전국에서 상경한 사람들로 붐볐습니다.
1960년부터 10년 단위로 2백만명씩 증가하여 1988년 1천만명을 돌파하였고 지금도 세계에서 가장 높은 인구밀도를 보여주고 있습니다.

2022년인 지금도 지역 청년은 서울로 상경합니다.
지역 청년들은 지역은 일자리도 부족하고 커리어를 쌓을 기회도 적다고 서울 외에 선택지가 없다고 말합니다.

하지만 서울에 올라왔다고 좋은 일자리가 보장된 것도 아닌 것 같습니다.
청년유니온 조사 결과 2020년 3월부터 2021년 2월까지 고용보험 피보험 자격을 상실한 청년(15~29세)은 187만명에 달하지만 실업급여 수급 자격을 인정받은 사람은 24만 6000명에 불과했다고 합니다. 퇴사한 청년 중 실업급여를 받는 사람은 13%정도밖에 되지 않는다는 뜻이죠.

전문가들은 자발적 퇴사 비율이 청년층에서 더 높게 나타나는 이유는 ‘개인의 만족’(68.8%, 복수응답)과 ‘워라밸(Work-Life Balance, 44.1%)’을 중요하게 생각하기 때문이라고 합니다.

그리고 대부분의 청년 일자리가 대졸자 중심인 이유도 큽니다. 고졸일자리보장운동본부 조사에 따르면 코로나19로 모두가 어려운 와중에 지난해 대비 고졸 실업자는 12만7000명이 늘었고, 대졸 이상은 3만6000명이 늘어 고졸 노동자들은 3.5배로 더 심각한 상황임을 보여주었습니다.

대학 진학을 선택하지 않은 청년, 아이를 양육하며 일해야하는 청년, 지역을 떠나고 싶지 않은 청년..
다양한 종류의 청년이 있는데 우리는 여전히 안정적인 일자리로 일컬어지는 공무원, 공공기관, 대기업이 좋은 일자리라고 주입하고 있는 것은 아닐까요?

이에 고려대 도시재생협동과정은 절대 다수와는 조금 다른 선택을 하며 지역에서 살면서 일하는 로컬 크리에이터분들을 모셔 심포지엄을 개최하게 되었습니다👏👏

[도시재생사례(영문)] Urban Regeneration Case Study 4 - Old Gunsan Customs Office: Cultural Heritage Regeneration

Welcome to Korea University 'Urban Regeneration Case Study Corner'.

This time, we will introduce the Old Gunsan Customs Office: Cultural Heritage Regeneration to you. The Old Gunsan Customs office is a historic site No. 545 in Gunsan Port which was opened on May 1, 1899 (Gwangmu 3). With the opening of the port, the Treaty of Concession was signed, and the port opening site was established, and customs was established as well. During the period of opening port, the customs also played a role in customs duties, preventing smuggling, and monitoring the entry and exit of ships.

There is an old customs warehouse opposite the Old Gunsan Customs Office. The old warehouse was used to store customs clearance items from 1908, and after The Old Gunsan Customs office was decommissioned, it was not well used. In December 2018, with permission from Gunsan Customs Office, the right to use the space here was re-assigned. In the renovation of the building space, it was transformed into a ‘Humanities Warehouse’. The Humanities Warehouse has two main roles, one is the Gunsan souvenir shop, and the other is the coffee shop. There are books and souvenirs about history here, and you can immerse yourself in the literary atmosphere while enjoying a cup of coffee.

The renovation project has brought a new look to the original disused space, allowing the culture of the original customs warehouse to be preserved. People come here to "travel through time" and learn about the stories that happened here in the past. In addition, books, souvenirs, and cafes give people the opportunity to create creative cultural spaces, attracting the interest of young people, and promoting local youth employment and economic development.

This urban regeneration case, we researched and analyzed the Tongyeong Dockyard case. As one of the major ports in Korea, Tongyeong City has witnessed the development of Korea's import and export and shipbuilding trade in modern times. With the development of the times, the shipyard has become dilapidated, and how to reuse it has become a hot topic. Is it to be demolished? Or to reuse it? This is also a choice faced by many urban regeneration projects.

The second urban regeneration case, we learn and analyze Mokpo 1879 Modern Port Culture Street, an urban regeneration project in Mokpo City in the name of modern history, culture, and industry. As a modern development port in Korea, it has witnessed the development and changes of Korea in modern times. Of course, history also left a lot of memories here.
