🎓 A new academic year begins at RGSL!

Today, we welcomed our Class of 2029 bachelor’s students as they explored RGSL, met their new classmates and got their first glimpse of student life ahead.

Welcoming words were shared by Dr. Inga Kačevska, Chairwoman of the Board, RGSL, and Elita Moiseja, Director, RGSL, while Katrīna Balode, President of RGSL Student Association, together with fellow Student Association members, introduced our newest students to life at RGSL.

And the welcoming isn’t over yet! This evening, we will welcome our new Master’s students together with Dr. Aleksandrs Fillers, “Business Law and Finance” Masters Programme Director, and Dr. Rūta Liepiņa, “Technology Law” Masters Programme Director.

Here’s to new beginnings, new connections and a successful academic year 2026/2027!

On 27–28 August, the next generation of international students arrives at Riga Graduate School of Law.

29 Erasmus+ students. 15 partner universities across 7 countries. One international campus in the heart of Riga.

This semester, our incoming students join us from the Netherlands, Spain, Italy, Germany, Slovakia, Sweden and Hungary, representing 15 partner universities across Europe.

Upon their arrival, the students were welcomed by RGSL Erasmus Coordinator Ulla Zumente-Steele, Lecturer Waleed Gumaa, representatives of the RGSL Student Association, members of the Study Department, and other members of the RGSL community.

For us, international education is more than mobility. It is about creating a place where perspectives cross borders, ideas are challenged, and students build networks that extend far beyond the classroom.

At RGSL, studying law means being part of an international community shaped by Europe and connected to the world.
For our incoming Erasmus+ students, 27 August is only the beginning.

Ko nozīmē personas datu noplūde no juridiskā viedokļa, un kādas ir Tavas tiesības?

Rīgas Juridiskās augstskolas (RJA) profesore un Eiropas Savienības Tiesas tiesnese prof. Ineta Ziemele Latvijas Televīzijas raidījumā “Rīta Panorāma”, komentējot CSDD datu noplūdi, skaidroja, ka cilvēktiesību aizskārums ir noticis jau tagad – nav jāgaida, kad ar nozagtajiem datiem kāds rīkosies ļaunprātīgi.

“Tiesības uz savu datu aizsardzību ir viena no centrālajām Eiropas Savienības, tostarp Latvijas, vērtībām. Dati ir mūsu identitātes daļa. Tie, kuriem šie dati tiek, ir ieguvuši milzīgu vērtību. Man pat ir bailes iedomāties visu, ko ar to var darīt,” sacīja prof. Ineta Ziemele.

Prof. Ineta Ziemele norādīja, ka iedzīvotājiem ir tiesības saņemt informāciju par nozagtajiem datiem – nevis katram pašam to pieprasīt, bet saņemt. Tāpat ikvienam, kura dati ir noplūduši, ir tiesības prasīt kompensāciju par morālo kaitējumu.
“Mums visiem ir tiesības prasīt kompensāciju par morālo kaitējumu. Nerunājot pagaidām par zaudējumu atlīdzību. Ja mēs vērtējam vārdu, uzvārdu, personas kodu kā savas identitātes elementu, tad mums jau ir nodarīts kaitējums,” teica prof. Ineta Ziemele.

CSDD gadījums parāda, kā Eiropas Savienības tiesības un cilvēktiesības, ko pētām un mācām RJA, tieši skar ikviena cilvēka ikdienu. Personas datu aizsardzība nav tikai kiberdrošības jautājums – tas ir jautājums par mūsu pamattiesībām un valsts atbildību par to aizsardzību.

What should the rules for AI in education look like in Europe?

RGSL experts are contributing to the Council of Europe’s work on developing a legal instrument governing the use of artificial intelligence systems in education.

Dr Mark Leiser, Associate Professor of Digital Regulation and Disruptive Technology at RGSL, is serving as the project’s lead legal expert and principal drafter, carrying out comparative legal analysis and preparing key drafting materials. For RGSL Rector Dr Laura Ratniece, the project reflects an important part of the RGSL work: “RGSL is honoured to contribute to Council of Europe work on regulating AI in Education, and we are committed to delivering results. Participation in this project aligns with RGSL’s strategic goal to share our expertise in education. Over the last few years, we have acquired considerable expertise regarding the use of AI in higher education, and we see a clear need to work on this topic.”

The project looks at some of the most pressing questions around AI in education — from automated assessment and profiling to data governance, discrimination, professional judgement and the protection of learners and educators. It is also an opportunity for RGSL expertise to contribute directly to how Europe approaches the legal challenges created by emerging technologies.

How can we protect human dignity and patients’ rights when the focus of healthcare is no longer on recovery, but on quality of life and dignified care?

This important question in medical law was at the heart of Laura Kadile’s participation in the 30th Annual World Congress for Medical Law, held in Antwerp, Belgium, from 5 to 7 August.

At the Congress, Laura Kadile, Assist. Prof., PhD, presented her research, “Where Death and Life Meet: Ensuring Dignity and Respect in Palliative Care for Vulnerable Patients: The Latvian Example in Comparative Perspective”, focusing on patient autonomy, informed consent, and the protection of human dignity in palliative care.
The research also raises an important question for Latvia: does the current legal framework sufficiently address the needs of particularly vulnerable patients and their ability to express their wishes at the end of life? A comparative perspective allows Latvia’s legal framework to be assessed in the context of international practice and helps identify opportunities for more flexible approaches to informed consent, strengthening patient-centred decision-making.

Participation in international conferences of this level not only brings Latvia’s experience into the global discussion on medical law, but also brings international knowledge and emerging perspectives back to Latvia. We are proud of the work of our faculty, whose international academic engagement enriches the learning experience of our students and contributes to the broader professional and public discourse in Latvia.
