2. Resource Constraints:
Many LGUs face budgetary and resource limitations, making it challenging to prioritize or implement additional programs like the MRP.

3. Political Priorities:
Local leaders often focus on immediate political and economic challenges, sidelining long-term ethical programs that may not yield quick results.

4. Lack of Training and Capacity Building:
Without proper training and support, LGUs may struggle to understand how to implement the MRP effectively, resulting in neglect or misunderstanding of its objectives.

5. Cynicism Toward Government Initiatives:
A general distrust in government initiatives can lead local officials and citizens to overlook programs like the MRP, viewing them as ineffective or insincere.
