Kontraktor Kecil Batu Pahat Peroleh Suntikan Semangat Baharu Melalui Program Bertemu YB dan Forum Daya Saing

BATU PAHAT, 24 Oktober โ€” Dalam usaha memperkukuh daya saing kontraktor kecil serta mempererat hubungan antara industri dan institusi akademik, satu program berimpak tinggi telah berlangsung di Big Stage, Aras 2, PTTA, Universiti Tun Hussein Onn Malaysia (UTHM). Program bertajuk Bertemu YB, Tandatangan LOI dan Forum Daya Saing Kontraktor Kecil Batu Pahat ini telah dirasmikan oleh YB Hj Onn Bin Abu Bakar, Ahli Parlimen Batu Pahat, dan berjaya menghimpunkan pelbagai pihak berkepentingan dalam bidang pembinaan dan pengurusan hartanah.
Program ini bukan sekadar medan pertemuan, tetapi menjadi platform strategik yang menyatukan pemimpin, akademia, dan pemain industri. Antara acara utama ialah sesi menandatangani Surat Niat (LOI) antara Persatuan Kontraktor Kelas F (G1 & G2) Batu Pahat dan ACEAKL(South) Property Consultant, yang disaksikan oleh Dekan Fakulti Pengurusan Teknologi dan Perniagaan (FPTP), UTHM. Perjanjian ini dilihat sebagai pemangkin kepada kerjasama masa depan dalam bidang hartanah dan pembinaan, sekali gus membuka peluang kepada kontraktor kecil untuk menembusi pasaran yang lebih luas dan kompetitif.
Sesi Temu YB bersama pelajar UTHM p**a membuka ruang dialog yang konstruktif mengenai potensi kerjaya sebagai kontraktor. YB Hj Onn menekankan bahawa bidang pembinaan bukan sahaja menjanjikan p**angan ekonomi, malah mampu membina komuniti yang lebih mapan dan berdaya tahan. Pelajar didorong untuk melihat kerjaya kontraktor sebagai satu pilihan profesional yang bernilai, selari dengan aspirasi pembangunan negara.
Kemuncak program ini adalah Forum Daya Saing Kontraktor Kecil yang dikendalikan oleh Profesor Ts. Dr. Narimah Kasim sebagai moderator. Forum ini menampilkan panel berpengalaman seperti En Mohamad Afzan Bin Mohd Superi dari Akademi Binaan Malaysia (Wilayah Selatan), CIDB dan Tn Hj. Sh. Mohd Najib Bin Sh. Ali dari Persatuan Kontraktor Kecil Batu Pahat. Perbincangan forum merungkai isu-isu kritikal seperti proses perolehan tender, keperluan latihan berterusan, dan strategi meningkatkan kompetensi kontraktor kecil agar lebih bersedia menghadapi cabaran industri.
Program ini dianjurkan bersama oleh Centre of Project, Property and Facilities Management Services (PROFMs), FPTP UTHM dan Yayasan UTHM, dengan penajaan penuh daripada Parlimen Batu Pahat. Inisiatif ini membuktikan bahawa sinergi antara kerajaan, akademia dan industri mampu menghasilkan impak positif yang berpanjangan.
Sebagai penutup, program ini bukan sahaja memperkukuh jaringan kerjasama, malah menjadi titik tolak kepada transformasi sektor pembinaan di peringkat akar umbi. Ia menyerlahkan komitmen semua pihak dalam memperkasakan kontraktor kecil agar lebih berdaya saing, profesional dan relevan dalam landskap ekonomi semasa. Dengan sokongan berterusan dan strategi yang tepat, kontraktor kecil Batu Pahat diyakini mampu melonjak ke tahap yang lebih tinggi dalam industri pembinaan negara.

Urban Renewal Act (URA): The Future of Sustainable Strata Property Management in Malaysia

The Malaysian government is set to introduce the Urban Renewal Act (URA) in an effort to strengthen the management of affordable strata housing in major urban areas. This initiative aims to tackle issues related to abandoned properties, enhance property values, and ensure urban development aligns with the needs of city dwellers.
In Malaysia, homes are not just places of shelter; they are long-term investment assets for owners. Every homeowner seeks optimal returns in the real estate market, making efficient strata property management a crucial factor in preserving property value. The URA is expected to serve as a catalyst for redevelopment, ensuring that residential areas do not fall into neglect while simultaneously improving the well-being of urban communities.
Addressing the Need for Urban Renewal
Malaysia currently has an urbanization rate exceeding 75%, with an increasing number of abandoned and deteriorating housing projects. According to the Ministry of Housing and Local Government (KPKT), more than 5,000 housing projects remain abandoned, while over 30% of strata housing areas are in poor condition. Key challenges identified include: Infrastructure deterioration impacting property values; Growing safety concerns due to aging structures and Inefficient strata management systems leading to prolonged maintenance problems.
Currently, Section 57 of the Strata Titles Act 1985 requires 100% homeowner approval for redevelopment, which often poses a significant barrier to urban renewal efforts. The URA seeks to reduce this threshold to between 51% and 80%, depending on the buildingโ€™s age and condition: 80% approval required for buildings aged 30 years, 75% approval for buildings older than 30 years and 51% approval for abandoned and severely deteriorated buildings
Benefits for Strata Property Owners
The URA is expected to provide key advantages to strata property owners, including:
1. Increase in Property Value
Redevelopment will boost property values, making them more attractive to investors and buyers. Modern, eco-friendly designs and smart technology adoption will further strengthen the competitiveness of urban housing units.
2. Enhanced Infrastructure
Improvements in infrastructure such as public transport accessibility, road networks, and community facilities will enhance residents' quality of life. Modernized public amenities will also benefit housing areas.
3. Stronger Building Safety Regulations
Aging buildings often face risks of structural deterioration. The URA mandates safety evaluations by certified engineers, ensuring all redevelopment projects comply with the latest safety standards.
4. Fair Compensation and Relocation Assistance
Original property owners will have the option to acquire newly developed units of equal or greater value. Additionally, rental subsidies and loan assistance will be provided to those required to relocate temporarily during the renewal process.
Challenges and Safeguards
While the URA promises significant improvements, several concerns must be addressed to ensure fair implementation:
1. Potential Increase in Property Taxes
Higher property values post-redevelopment may lead to increased taxes and maintenance costs, which could burden original owners. The government may explore tax subsidies and controlled tax adjustments to prevent financial displacement.
2. Impact on Existing Communities
Gentrification risks displacing original residents to other locations. To mitigate this, the government may implement rental subsidies, affordable housing programs, and resale quotas for previous homeowners.
3. Transparency in Implementation
Some critics worry that the act may disproportionately benefit developers over homeowners. To safeguard property owners' rights, the government may consider establishing a special regulatory agency and a transparent consultation system.
Malaysia's Vision for Urban Renewal
With proper ex*****on, the URA has the potential to position Malaysia as a regional leader in sustainable urban development. To ensure fairness, authorities must guarantee homeowners receive adequate compensation and protection throughout the renewal process.
For urban renewal efforts to strike a balance between physical development and community welfare, regulatory bodies must require every project to undergo a Regulatory Impact Analysis (RIA). A transparent evaluation process will help secure long-term benefits for homeowners and local residents.
