Kolej Matrikulasi Pulau Pinang terbina di atas kawasan seluas 85 ekar di Pongsu Seribu, Kepala Batas dalam daerah Seberang Perai Utara. Ia merupakan antara 5 buah Kolej Matrikulasi terawal yang didirikan oleh Kementerian Pendidikan Malaysia bagi menyediakan para pelajar untuk melanjutkan pelajaran ke mana-mana IPTA tempatan dan luar negara. Kolej ini mula beroperasi pada 1 Januari 2000 dan mampu menampung sehingga 3000 orang pelajar. Kolej ini terletak berhampiran dengan pusat pentadbiran bandar Kepala Batas yang sedang pesat membangun dan dikelilingi oleh bandar-bandar besar seperti Sungai Petani dan Butterworth
