KENYATAAN MEDIA MENTERI DI JABATAN PERDANA MENTERI (HAL EHWAL AGAMA)
PENANGGUHAN SEMUA AKTIVITI KEAGAMAAN DI MASJID DAN SURAU SERTA PANDUAN PENGURUSAN JENAZAH MANGSA COVID-19
Setelah mendapat titah perkenan Ke Bawah Duli Yang Maha Mulia Seri Paduka Baginda Yang di-Pertuan Agong, Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah Ibni Almarhum Sultan Haji Ahmad Shah Al-Musta’in Billah, maka saya mengumumkan bahawa:
Berdasarkan kepada taklimat yang disampaikan oleh Kementerian Kesihatan Malaysia dan perbincangan ahli-ahli Mesyuarat Jawatankuasa Muzakarah Khas Majlis Kebangsaan Bagi Hal Ehwal Ugama Islam Malaysia yang telah bersidang pada 15 Mac 2020 di Hotel Pulse Grande, Putrajaya, mesyuarat telah mengambil ketetapan berikut:
a. Semua aktiviti di masjid dan surau termasuk solat Jumaat dan solat berjemaah ditangguhkan bermula 17- 26 Mac 2020. Jawatankuasa masjid dan surau disarankan untuk membuat operasi pembersihan dan penyahkuman sebagai langkah keselamatan mengelakkan jangkitan. Tempoh sepuluh (10) hari berkenaan adalah tertakluk kepada nasihat dan pandangan Kementerian Kesihatan Malaysia (KKM).
b. Sekiranya berlaku kematian akibat COVID-19, pengurusan jenazah hendaklah dilaksanakan mengikut keputusan Muzakarah Jawatankuasa Fatwa MKI kali ke-107 yang bersidang pada 10-11 Februari 2015 mengenai hukum Pengurusan Jenazah Orang Islam yang Disyaki atau Disahkan Dijangkiti Virus Ebola (Ebola Virus Disease: EVD) di Malaysia. Kelonggaran diberikan sekiranya ada kemungkinan wujud kemudaratan kepada nyawa manusia yang menguruskan jenazah. Jenazah boleh diuruskan melalui prosedur tayammum di atas permukaan beg jenazah atau pembalut plastik yang membalut jenazah tersebut.
c. Bagi pelaksanaan perihal (a) dan (b), Muzakarah menyerahkan kepada pertimbangan pihak berkuasa agama di setiap negeri.
Dengan titah perkenan Ke Bawah Duli Yang Maha Mulia Tuanku, pelaksanaan perihal (a) dan (b) juga adalah terpakai di Wilayah-Wilayah Persekutuan. Sekian.

RESTRAIN ON RELIGIOUS ACTIVITIES AT THE MOSQUES AND SURAU AND GUIDELINES ON THE HANDLING OF THE DEAD BODY DUE TO COVID-19
After obtaining approval from His Majesty Seri Paduka Baginda The Yang di-Pertuan Agong, Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah Ibni Almarhum Sultan Haji Ahmad Shah Al-Musta’in Billah, I then elucidate that:
Based on the report by the Ministry of Health and discussion of the special meeting of the Muzakarah Committee of the National Council for Islamic Affairs Malaysia on 15th March 2020 at Pulse Grande Hotel, Putrajaya, the resolutions are as follow:
All activities at the mosques and surau including Jumaat prayer and daily congregational prayers shall be postponed starting 17-26th March 2020. The managing committee of the mosques and surau are encouraged to conduct cleaning and sanitising operations to avoid the spread of COVID-19. The 10 days closing period was made as per advice of the Ministry of Health.
In the event of death due to COVID-19, the body must be handled according to the guidelines provided by the 107th Muzakarah of Committee of Fatwa of the National Council for Islamic Affairs Malaysia which conferred on 10-11th February 2015 regarding religious opinion on the Handling of the Muslim Dead Body of Suspected or Confirmed Ebola Virus (Ebola Virus Disease: EVD) in Malaysia. However, there is an exception given in case of presence of harm to those who handle the body. Thus, it can be handled by performing tayammum on the surface of the body bag or plastic cover which secures the body.
In implementing items (a) and (b), the Muzakarah committee relays its trust to the respective state Islamic authorities to determine the best mechanism.
With the approval of His Majesty Seri Paduka Baginda The Yang di-Pertuan Agong, the implementation of the above items (a) and (b) are applied in Federal Territories. Thank you.
