*LEGACY REPORT OF THE 15TH EXECUTIVE COUNCIL*
*Association of Students with Special Needs (ASSN)*
*University of Nigeria, Nsukka (UNN) & University of Nigeria, Enugu Campus (UNEC)*
*2025/2026 Academic Session*
*PART A: LEGACIES BUILT BY THE 15TH ADMINISTRATION*
*1. OFFICIAL INDUCTION OF NEW MEMBERS*
The President and his Executive inducted 30 new members - 10 from UNEC and 20 from UNN into the Association. This joint induction is the first of its kind in recent history and it has strengthened unity between UNN and UNEC members.
*2. HISTORIC REFORM IN ACCOMMODATION ARRANGEMENT*
The administration established that all accommodation fees from UNN and UNEC members will now be paid together into one same Association Account, not into separate accounts. Every money will be gathered and paid into the same account for transparency and accountability. The administration also secured that Room Helper / Room Assistant and Association Helpers, especially those Association Members in UNEC Campus who assist special needs students, will no longer pay any accommodation fee.
*3. TEMPORARY APPROVAL FOR USE OF GAS COOKER*
The administration secured temporary approval for persons with special needs to use gas cooker in the hostels. The approval was granted by the University Student Director of Accommodation.
*4. DESIGNATION OF SHUTTLE PARK BEHIND MALE HOSTEL*
The administration secured the designation of a shuttle park behind the Male Hostel, before Second Gate, for easy accessibility of persons with disabilities.
*5. UNPRECEDENTED SCHOLARSHIP BREAKTHROUGH - ALL MEMBERS COVERAGE*
The administration recorded an unprecedented scholarship breakthrough where all members benefited. This has never happened before in the history of the Association.
a) *Bethesda Scholarship - 11 Persons from First Year:* Since Bethesda started supporting students from UNN, they have never reached the number screened and sponsored in this administration. The sponsorship covers school fees, Fifty Thousand Naira (₦50,000) monthly allowance till graduation, hostel/lodge fee and reading items.
b) *Vice-Chancellor Scholarship - For Second Year and Third Year Students:* The administration secured Vice-Chancellor Scholarship after the Awareness Program for second year and third year students.
c) *MTN Scholarship - For Few Merited Students:* The administration secured MTN Scholarship for few merited students in the Association.
d) *Red Foundation Scholarship:* Red Foundation Scholarship was secured for few students in the Association.
e) *Better Stigma Fraternity Support:* Better Stigma Fraternity Support was secured for the Association members. All active members benefited from the food items shared and as well the money that will be released soon to active members.
f) *General Scholarship for All Members - Before End of November:* The last scholarship details were collected and it will be disbursed before the ending of November as expected to every member of the Association's account, making it that all members of the Association will enjoy scholarship benefit.
In summary, this administration has ensured that all members benefited from one scholarship or the other, which is a historic record.
*6. HISTORIC AWARENESS PROGRAM*
After over 4 years without any awareness program, this administration revived and successfully organized the ASSN Awareness Program, which drew the attention of University authorities.
*7. ESTABLISHMENT OF POLICY COMMITTEE FOR PERSONS LIVING WITH DISABILITY*
The University set up a Policy Committee for Persons Living with Disability. The policy has been drafted and is awaiting final approval, a historic first.
*8. WAIVER OF COMPULSORY HARD COPY MATERIAL*
The Vice-Chancellor approved a waiver so that special needs students will not suffer from compulsory purchase of hard copy materials.
*9. INSTALLATION OF SOLAR POWER IN SPECIAL NEEDS LIBRARY SECTION*
Installed Solar Power / Solar Light to enable members to read and charge phones even when there is no general power supply.
*10. RESOLUTION OF YADI CRISIS AND ACCEPTANCE OF YADI*
Resolved the crisis between two associations and accepted YADI, enabling Hope Inspiring Foundation to offer huge support through its YADI project.
*11. PERSONAL INTERVENTION ON INDIVIDUAL CASES*
Personally intervened and resolved every individual issue concerning persons with disabilities - clearance, examination, hostel and other personal matters.
*12. EXTENSION OF EXAMINATION PERMIT TO ALL PERSONS WITH DISABILITIES*
In 2023 permit only covered visually impaired. In 2026, secured approval from University Registrar extending permit to cover all persons with disabilities irrespective of type, to enter hall with any assistive aid.
*13. RENEWAL OF ASSOCIATION MEMBERSHIP IN STUDENT AFFAIRS*
For over 4 years the Association was out of date due to old debts. Cleared all debts and renewed membership to current status.
*14. APPROVAL OF DEDICATED SECRETARIAT IN UNN LIBRARY*
Secured approval from University Librarian for Special Students Office / Secretariat in UNN Library. What is left is follow-up and allocation.
*15. CIRCULATION OF AWARENESS AND INCLUSION LETTERS TO ALL FACULTIES*
Circulated letters to all faculties in UNN including UNEC, requesting inclusion, accommodation and accessibility.
*16. FOLLOW-UP FOR ORAL TEST AS REPLACEMENT FOR WORKBOOK*
Followed up for oral test as replacement of workbook, especially in CDR, ensuring maintenance of approval letter from Vice-Chancellor.
*17. REDUCTION OF CHARGES FOR WORKBOOKS AND MATERIALS*
Where waiver was not possible, ensured cost was reduced for persons with disabilities.
*18. REVOLUTION IN PUBLICITY - WHATSAPP CHANNEL AND FACEBOOK PAGE*
Created WhatsApp Channel for UNN and UNEC and revived abandoned page.
*19. FINANCIAL STABILITY AND RECOVERY OF DEBTS*
Resolved financial issues and recovered debts. Association now has over One Hundred Thousand Naira (over ₦100,000) in its account, far more than handed over by former executive.
*20. INTERVENTION ON BAD ELECTRICAL INSTALLATION IN MALE HOSTEL*
Intervened on bad electrical installation that caused burning of chargers and shocks. Advocated and ensured faulty system was corrected.
*21. PROMISE OF DESIGNATION OF DISABILITY DESK OFFICE AT GROUND FLOOR OF STUDENT AFFAIRS*
Secured commitment from Dean of Student Affairs to designate Disability Desk Office at Ground Floor for accommodation and welfare of students with disabilities to be treated appropriately and equally.
*22. PROCESSING OF IDENTIFICATION CARDS FOR ALL MEMBERS*
For over four years, no ID Cards were processed. Broke this record and secured processing of official ID Cards for every member in UNN and UNEC for official identification.
*23. PURCHASING OF WATER HOSE FOR SPECIAL NEEDS LIBRARY RESTROOM*
Purchased water hose pipe to channel water from tank outside library to inside restroom to ensure regular water supply all day. Hose purchased, what is left is release and connection.
*24. RECONNECTION AND BUILDING OF RELATIONSHIP WITH CHRIST CHURCH CHAPEL*
The 15th Administration reconnected and rebuilt relationship with Christ Church Chapel. In early days, Christ Church Chapel used to come to the hostels to fellowship with students, offering spiritual support, encouragement, and supporting them in their welfare and academic endeavors. This administration has restored that relationship for the spiritual growth, welfare and academic encouragement of persons with special needs.
*25. REGISTRATION / INTERVENTION ON GS COURSES*
The President and other Executives assisted the members to register their GS courses peacefully without any stress or following any long protocol. The intervention reduced discomfort and ensured members registered their courses with lesser stress and without going through unnecessary protocols.
*26. COLLECTION OF FREE WORKBOOKS FOR SPECIAL STUDENTS*
For some courses, the special needs students are offered free workbooks. The Executive took it upon themselves to collect the free workbooks and distribute them to the concerned members peacefully, without stressing them to go and collect it one after the other.
*PART B: FEW SIGNIFICANT POINTS OF THE 15TH ADMINISTRATION*
*1. FIRST NSUKKA INDIGENOUS PRESIDENT IN HISTORY OF ASSN, UNN:*
President Ata Festus Chukwudi is the first Nsukka Indigenous President of the Association since its history in UNN. A historic landmark.
*2. UNPRECEDENTED NETWORK AND CONNECTIONS:*
Secured connections from different organizations, administrations and individuals able to offer support financially and otherwise to persons with special needs. A solid foundation for future administrations.
*3. HIGHEST NUMBER OF ACHIEVEMENTS IN HISTORY OF ASSN:*
There has never been a President that fought the kind of fight fought within this administration and achieved the whole lot achieved than this 15th Administration. In terms of number of achievements, this administration recorded far higher than any other administration.
*PART C: MAJOR CHALLENGES ENCOUNTERED*
*1. MISCONDUCTS AND NON-COOPERATION FROM SOME EXECUTIVE OFFICERS*
Suffered setbacks due to misconducts from some executive officers including the Secretary, Financial Secretary, Public Relations Officer (PRO) and the Assistant UNEC Coordinator. Their negligence and refusal to comply set administration backward. Many key programs could not be executed.
*2. POOR COOPERATION, INSULTS AND ATTACKS FROM SOME MEMBERS*
Some members fought, insulted and attacked executive personalities, calling derogatory names and mocking their weaknesses. This poor relationship limited ex*****on and why legacies were limited to 26 points instead of higher number planned.
*3. CHANGE OF UNIVERSITY AUTHORITIES AND MANAGEMENTS*
Witnessed change of leadership - new Vice-Chancellor, new Director of Accommodation and new officers. Had to start building new relationships from scratch with new procedures and protocols.
*4. LACK OF FUNDS / FINANCIAL CONSTRAINT*
Most agendas were not carried out because of financial problems. If there was enough money, Executive would have done far greater.
*5. DIFFICULTY IN GETTING ACCOMMODATION RECEIPTS*
It was quite difficult and challenging for this administration to secure the accommodation receipts because of the delay from the Office of the Director of Accommodation due to the new protocol they are working on to build on how the special needs students will be making payment successfully.
*CONCLUSION*
All these 26 legacies were built by collective effort of the 15th Executive Council.
