Professor Joel Obo Eriba, Provost of the Federal College of Education, Odugbo on Tuesday, 11th June, 2024 at the College of Health Sciences, Benue State University, BSU, Makurdi held the audience spell-bound as he delivered his inaugural lecture titled: "Improving Science Enrolment in Nigeria's Institutions of Higher Learning Using the Persuasive Communication Model (PCM).
At the 18th inaugural lecture of the University, Professor Eriba in his characteristic display of adroitness and mastery of his trade, demonstrated copiously with classical examples from research findings, trends and rationale for the declining enrolment of candidates into sciences in Nigeriaโ€™s institutions of higher learning. He noted that the goal for increasing students' enrolment in science had remained unattainable for several decades since the enactment of the policy of 60:40 ratio in favour of science. Drawing reference from Benue State University, Makurdi, the Professor of Chemistry Education buttressed the fact that the institution at commencement in 1992 had zero enrolment into sciences whereas, there was a student enrolment of 380 candidates into courses in the Arts and Social Sciences. In identifying the rationale for the downward trend, Professor Eriba traced the problem to negative attitudes of students towards science. Explaining further, he alluded that students who possessed negative attitudes towards science showed that they had rejected the subject internally and it eventually manifested externally, too. He considered this development as a malady that needed an antidote.
In addressing the malady, Professor Eriba postulated the use of the Persuasive Communication Model (PCM) as a tool for use in positively changing the attitude of students towards Science. According to him, Persuasive Communication Model as applied by other researchers yielded profound results. Correlating the model with the declining enrolment into sciences in institutions of higher learning, Professor Eriba declared that there was nothing more powerful in life than to understand a person's belief system. He opined that the knowledge and understanding of people's beliefs could predict their attitudes towards their actions in particular situations. The Provost concluded that Persuasive Communication Model was found to be effective in changing students' attitudes towards enrolment in science. This was from the outcome of his empirical research carried out using 1840 JS 3 students in 44 secondary schools in Benue State. In his recommendation, Professor Eriba emphasized that science teachers needed to demonstrate positive attitude towards teaching science and the students that they teach so that they could be encouraged to see science as a discipline they could aspire to participate in.
In his oratorically cladded anecdotal delivery laced with wisdom and wealth of experience garnered in the over four decades of teaching in higher institutions of learning, Professor Eriba demystified science in logical, simple terms that eliminated the complexities and technicalities of the jargons of science that may have hindered attention, assimilation and retention of his audience. Nonetheless, it was a richly encapsulated lecture but made it easily comprehensible for everyday application that would be beneficial to society.
In an epic revelation of his early childhood and educational sojourn heralding the commencement of the lecture, the Provost noted that the precariously unfortunate circumstances that stared at him in his formative years almost debarred him from the privilege of accessing Western education but for the benevolence of God that showed forth for him at every junction of his educational pursuit. These made him to start Primary School at the age of 10 years! While he expressed his eternal gratitude to God, he was also quick to shower glowing tribute to the human vessels God positioned at various stages of his educational adventures. This ranged from his parents, family, teachers to employers and other destiny helpers.
In his remarks, the Vice Chancellor of the University, Professor Tor Joe Iorapuu who initially spoke through the Deputy Vice Chancellor Academic, Professor Simon Ubwa, before joining the lecture from another official engagement noted with ecstasy the depth of research and the import for future enrolments into sciences. He appreciated Professor Eriba for the choice of the topic and the critical role attitude plays in our choices in everyday choices of life. Corroborating the position of the lecturer, Professor Iorapuu averred that the role of Persuasive Communication Model in improving science enrolment in institutions of higher learning cannot be overemphasized. The Vice Chancellor who joined the lecture in company of the Vice Chancellor and Principal of Ernest Bai Koroma University of Science and Technology (EBKUST), Sierra Leone, Revd. Professor Edwin Julius Jeblar Momoh challenged other Professors who were yet to do their inaugural lecture to kick-start the process in order to enhance the global reckoning and ranking of the University. The climax of the lecture was the joint presentation of plaque to Professor Eriba by both Professors Iorapuu and Momoh.
Highlights of the event included procession of the Senate members of the University into the lecture venue led by the Registrar and recession led by the Vice Chancellor as the tradition demanded. There was also presentation by Cultural Troupe of the University. Guests were treated to a colourful reception with the family of the Provost led by his wife, Mrs. Christy Eriba entertaining guests with the rendition of a song expressing their gratitude to God for His marvelous works in the life of the lecturer and the family. On ground to grace the occasion were colleagues, friends, family, acquaintances and former students of Professor Joel Eriba. Also on ground were Management and staff of Federal College of Education, Odugbo where Professor Eriba currently serves as the Provost.

The Provost of the Federal College of Education, Odugbo, Professor Joel Obo Eriba buried his mother, Mama Christiana Ohiama Obo aged 86 on Friday, 4th August, 2023 at Pa Eriba Obo's family compound in Ichakobe, Ibilla of Oju Local Government Area of Benue State.
The matriarch of the family died on the 22nd of July, 2023 while receiving treatment in hospital after taking ill. According to one of her sons, Evangelist (Sir) Sunday Ogbudu Eriba who reeled off the biography of Mama Christiana observed that she had suffered from haemorrhage in May 1973 following medical treatments which defied solution for several years going until by divine providence, she was healed of this ailment that could not be medically diagnosed at the time. Evangelist Eriba stated that the miracle of her healing further strengthened her faith in God and made the home of Mama Eriba the destination of others suffering from minor health challenges considered not to be for the hospital. He added that the protracted health condition of the Eriba matriarch almost deterred Professor Eriba from proceeding for secondary education because of the needed presence of a caregiver.
While explaining further, Evangelist Eriba noted that Mama Christiana was struck with partial paralysis that almost claimed her life in 2015 but for God's intervention, she was restored to full health. He declared that Mama throughout her life time was a devout Christian who exemplified the tenets of christianity both in words and indeed. The Evangelists who spoke glowingly of the virtues of his mother pointed out that she exhibited her devotion to God very early in her growing years as she associated with the Methodist Church, Nigeria. The Octogenarian sustained her dedication to God through active participation in the Methodist Church at local Circuit and Diocesan levels. Until her demise, Mama was a born again Christian and was in a functional relationship with God through prayers of faith that yielded results.
Similarly, the Archbishop of the Methodist Diocese of Igede, His Grace Most Revd Dr Michael Icha Testimony Simeon in his homily extolled the virtues of Mama Christiana as a noble woman who was selfless in her service to God and the church of Christ. He was full of gratitude to God for the longevity of life despite the health challenges she pulled through to attain the graceful age of octogenarians. The Archbishop acknowledged that Mama did not just live as a Christian but nurtured and imbued in her children the Christian values which have become the emblem of the family. He enjoined sympathisers at the funeral to be conscious of the ephemeralness of life as every man or woman shall be accountable for every of his or her actions while on earth. His Grace Most Revd Dr Simeon called on those present that death was not a respecter of persons since it does not segregate between the rich and poor, young or old or even the public standing of persons but the consideration is how people live their lives. The Clergy in his analogy took his scriptural reference from the book of Luke 16:19-31 which centred around the rich man and the poor man named Lazarus. He therefore called on the gathering to imbibe the virtues of the noble woman and be Christlike in conduct with the determination to bring up godly children in the fear and reverence of God. According to him, if every family took up the challenge of building a godly home, the rampant cases of social vices bedeviling Igede land, Benue, Nigeria and the world at large would reduce drastically. He however regretted the recent altercation in Oju Local that snowballed into wanton destruction of lives and property.
In the same vein, the Och'Idoma, Agabaidu John Elaigwu Odugbo Obagaji who eulogised the late matriarch thanked God for a life well lived. The Och'Idoma who was represented at the funeral by Dr Patrick Eche encouraged the family to take solace in the fact that Mama did not just enjoy long years but lived a worthy life and brought up children who are ambassadors of Christ.
Also, Most Revd Ngbede' Yusuf Joshua, Hon. Blessed Emmanuel, Member Representing Oju 1 in the Benue State House of Assembly, Barr. Ochi Ikape and Professor Hyacinth Oluma, former Board Member of the Federal College of Education, Odugbo took turns to eulogise the deceased as a blessing to the body of Christ.
Though the deceased was referred to as mother of all, she was survived by five children among whom is Professor Joel Obo Eriba, grandchildren and great grandchildren.
The funeral witnessed the presence of guests from near and far among whom were former Board Member of the Federal College of Education, Odugbo, Professor Chinwe Anthonia Modumogu, Professor Jerry Omenka, Head of Department, Science and Mathematics Education, Benue State University, Makurdi and Professor Emmanuel Eriba Otor. Others present were the Registrar, Federal College of Education, Odugbo, Barr. Ehi Naomi Omojor-Onjefu, Bursar, Federal College of Education, Odugbo, Mrs Helen Ushukon Obadiah, College Librarian, Federal College of Education, Odugbo, Dr Shehu Mabera, Director of Planning, Dr Ruth Samuel Iwanger, Deans, Heads of Department, staff and students of the College.

The Federal College of Education, Odugbo held its maiden matriculation ceremony on Thursday, 18th May, 2023 at the College premises.
The ceremony which marked the official admission of students into the College was full of pomp and pageantry with the presence of vehicular and human traffic heralding the ambience of the matriculation ceremony. It was a good sight of reassurance to behold with the conviviality that rented the atmosphere of the College and Odugbo at large. Itinerant traders flocked around making brisk businesses; prominent among them were photographers who graced the occasion to relive the moment for matriculating students, parents, guardians, friends, members of staff of the College and invited guests. In fact, the ceremony drawned the palpable fear that gripped some guests who were put on notice prior to the event following security reports of sporadic attacks on neighbouring communities. This is however not to forget the concerted effort of security personnel in ensuring that absolute peace was guaranteed. The College was agog with the assemblage of guests cutting across the religious and traditional institutions, the academia, technocrats and leaders of repute. To complement the ceremony was the presence of the Boys' Brigade band that played during the procession to and from the venue of the matriculation.
The Provost of the College, Professor Joel O. Eriba was full of appreciation for the special privilege the maiden matriculation ceremony offered the College community for dignitaries that graced the occasion in validating the status of the pioneer students of the College. According to Professor Eriba, the presence of guests from near and far to witness the matriculation ceremony gladdened his heart.
In his address, the Provost specially thanked the benefactor of the College, President Muhammadu Buhari for giving approval for the establishment of FCE, Odugbo among other Colleges of Education in the six geo-political zones of the country in November, 2019. He also used the occasion to appreciate the Honourable Minister of Education, Mallam Adamu Adamu for making sure that the establishment of the College became a reality. In his words, "Mallam Adamu Adamu personally signed the appointment letters of the Principal Officers on 16th March, 2021 and inaugurated the Governing Council of the College on 18th January, 2022 on behalf of the President."
In the same vein, Professor Eriba appreciated Arc Sonny T. Echono, the then Permanent Secretary, Federal Ministry of Education and currently the Executive Secretary, TETFUND for personally donating his houses for use as take-off site for the College free of charge. The Provost noted that in his characteristic gesture of magnanimity, Arc Echono facilitated the award of scholarships to over 100 indigent students mainly of Odugbo extraction through the Linda Ene Echono Foundation.
Furthermore, the Professor Eriba expressed heartfelt thanks to the host community for not only donating their land for the siting of the College but for generously providing a clement atmosphere for staff and students in the community.
Similarly, the helmsman of Federal College of Education, Odugbo specially acknowledged the efforts of TETFUND in providing funds towards the infrastructural development of the College through various interventions. He also thanked the National Commission for Colleges of Education ably led by Professor Paulinus Chijioke Okwelle for the regulatory orientation, guide and provision of needed materials for adherence and cohesion. The Provost also appreciated the Registrar of JAMB, Professor Ishaq Oloyede for showing unprecedented passion for the Colleges of Education, especially the new six.
Expatiating on the rationale for the College, the Provost observed that the presence of the College would among other things, enhance, promote and encourage teacher education in Nigeria with a view to ameliorating the challenges that many Nigerians face in accessing quality teacher education. He opined that the quality of teacher education has nosedived in the last few decades due mainly to some causative factors such as negative attitudes of society towards teachers, very poor remuneration of teachers, lack of motivation of teachers by their employers and teachers' poor image in society among others. Worried by the abysmal importance attached to teacher education, Professor Eriba in reiterating the cliche captured in the National Policy on Education posited that, "no nation can rise above the quality of her teachers." He however pointed out that in order to reinvigorate and reposition the teaching profession, the Federal Government had announced some welfare packages for teachers. Professor Eriba outlined the packages as follows:
* Payment of teaching practice allowance to education undergraduates by TETFUND. The implementation has been ongoing.
* Introduction of a special salary scale.
* Increase in retirement age from 60 to 65 years.
*Increase in years of service from 35 to 40 years.
* Payment of rural allowance for teachers posted to rural communities.
* Increase in science allowance, peculiar allowance, automatic admission and tuition-free for kids of teachers at their places of work.
* Automatic recruitment of B.Ed graduating students and payment of stipends to Bachelor of Education students or education special allowance.
* Education students in Colleges and Universities are also to enjoy special bursary awards.
* Enhanced entry for graduating students into service and introduction of special teachers' pension.
The Provost promised that as an institution of learning, Federal College of Education, Odugbo was poised to realising the lofty goals of the Federal Government. He therefore enjoined the students to reciprocate the laudable gesture of government by committing themselves to the letters of matriculation oath administered on them. Professor Eriba stressed that about 500 students were being matriculated into eighteen (18) NCE Programmes of the College. According to him, the selection of candidates for admission was strictly based on the National minimum requirements for admission into Nigeria Certificate in Education programme as enunciated in the minimum standards of the National Commission for Colleges of Education (NCCE).
Earlier, the Registrar of the College, Barr Ehi Naomi Omojor-Onjefu administered the matriculation oath on the students. Barr Omojor-Onjefu called on the students to fill the matriculation forms, append their signatures and submit to the Registry Department of the College signifying their commitment to abide by the letters of the oath taken.
In a goodwill message, the Executive Secretary, NCCE, Professor Paulinus Chijioke Okwelle represented by Dr (Barr) Mainasara Umar expressed profound gratitude to the management and staff led by the Provost for their dedication to duty as exemplified in the milestones achieved by the College. He noted that though the College was new, it was considered one of the best in all standards. Dr Mainasara Umar called on the students to be hardworking and dedicated to studies.
Professor Hyacinth Oluma who delivered the goodwill message of the Chairman of Council, Senator Salisu Matori expressed his profound joy for being part of the maiden matriculation of the College. He assured management of the continued support and partnership of Council towards the overall growth of the College.
In the same manner, the President General Odugbo National Forum, Mr Abu Garba Omale in his goodwill message showered encomiums on Arc Sonny Echono for his contributions to the College and the entire Community. He assured management that he was committed to attracting developmental projects to the community that would boost economic activities in the locality.
Delivering the vote of thanks, the College Librarian, Dr Shehu Umar Mabera appreciated guests for taking time out of their crowded schedules to be at the matriculation. He prayed for the safe return of guests to their respective destinations.
Also present at the occasion were the Bursar of the College, Mrs Helen Ushukon Obadiah, Deans of Schools, wife of the Provost and Deputy Registrar in the College, Mrs Christy Ajuma Eriba, the Director Academic Planning, Dr Iwanger Ruth Samuel, Heads of Departments, teaching and non-teaching staff.

The State Coordinator, National Health Insurance Authority in Benue State, Mr Yakubu Oklobia on Monday, 19th December, 2022 was at the Federal College of Education, Odugbo for interaction with management of the College, clinical staff and prospective Health Maintenance Organisations (HMOs) to the College.
During the interactive session, Mr Oklobia stated that, he and his team members had come to assist the College in assessing the capacity, capabilities and potentialities of prospective HMOs in the management of the health issues of the College.
In his remarks, the Provost of the College, Professor Joel Obo Eriba appreciated the NHIA team for honouring the invitation to be at the College for the interaction. As a precursor, the Provost used the occasion to inform the gathering that the College commenced operation with the appointment of management staff comprising the Provost, Registrar, Bursar and the Librarian to the College on the 21st of March, 2021. He however stated that the recruitment of other members of staff did not take effect immediately until approval was received for the absorption of 150 take-off staff. According to Professor Eriba, the composition of members of staff cut across 22 states of the country which is 75% representation of spread in the federation. The Provost also stressed that the full compliment of staff in the College underscored the critical nature of managing the health issues of the College. He emphasised that being a nascent institution with Corporate Social Responsibilities, health management should not just be for staff of the College but the host community as well in times of eventuality. In his view, this was one of the considerations for extending the invitation to HMOs after careful scrutiny and compliance with pre-qualification criteria.
Following presidential assent to the National Health Insurance Authority (NHIA) Act, the hitherto subsisting National Health Insurance Scheme Act, Cap. N42, LFN, 2004 has been repealed. The current Act which replaces the NHIS Act seeks to promote, regulate and integrate health insurance schemes and establish universal health coverage for all Nigerians. In view of the limitations in scope and functionality of HMOs, the new Act takes into cognisance all categories of persons in society including those referred to as "vulnerable group" in the Act.
