RSU VC Charges Permanent Secretaries in Rivers State to Become Architects of Transformational Service Delivery

The Vice-Chancellor of Rivers State University (RSU), Prof. Isaac Zeb-Obipi has charged Permanent Secretaries in the Rivers State Public Service to become strategic institutional leaders, digital governance stewards and architects of transformational service delivery capable of connecting political priorities, administrative capacity and citizen-centred service delivery.

Prof. Zeb-Obipi gave the charge while delivering a keynote address at a three-day capacity-building programme for all Permanent Secretaries in the Rivers State Public Service, held at the Justice Mary Odili Judicial Institute Building, Port Harcourt, on Wednesday 9th September, 2026.

The Vice-Chancellor spoke on the topic, "The Modern Permanent Secretary: Strategic Leadership, Digital Governance and Transformational Public Service Delivery".

The programme was designed to strengthen the leadership and institutional capacity of Permanent Secretaries and equip them with the knowledge and competencies required to respond effectively to the changing demands of modern public administration.

The Vice-Chancellor noted that Permanent Secretaries have historically served as the institutional bridge between political authority and administrative ex*****on, ensuring continuity in government, providing professional advice to political office holders and managing departmental resources and programmes.

However, he stressed that the role must evolve in response to the increasingly complex nature of governance. According to him, the modern Permanent Secretary can no longer rely solely on conventional budgeting, established procedures and regulatory compliance, but must demonstrate strategic leadership, innovation, adaptability and a clear understanding of emerging technologies.

Prof. Zeb-Obipi identified five strategic capabilities that Permanent Secretaries must develop and apply in practice: strategic foresight, strategic alignment, adaptive leadership, evidence-informed decision-making and public value leadership.

He explained that these capabilities collectively define strategic leadership for modern Permanent Secretaries, adding that each dimension reinforces the others to form a holistic framework for effective contemporary governance.

The Vice-Chancellor further noted that strategic capabilities could not be exercised in isolation from the rapidly changing technological environment. He therefore described digital governance as a core leadership competency rather than a peripheral technical function to be left exclusively to information technology professionals.

Prof. Zeb-Obipi said Permanent Secretaries, as architects of transformational change in public service delivery, should make digital strategic literacy, data governance, digital public infrastructure, responsible artificial intelligence, digital inclusion, service redesign, simplified administrative processes, outcome measurement and citizen-centred design central to their leadership approach.

He explained that digital transformation should go beyond the mere acquisition of technology, stressing the need for public institutions to rethink how services are designed, delivered, evaluated and improved. He urged the Permanent Secretaries to ensure that technology is deployed in ways that improve efficiency, transparency, accessibility, accountability and the overall experience of citizens.

The Vice-Chancellor also encouraged the Permanent Secretaries to develop the capacity to navigate competing pressures across administrative, political and technological environments. He stressed that effective public administration requires leaders who can balance institutional continuity with the need for innovation and reform.

According to him, the modern Permanent Secretary must combine enduring public service values: impartiality, accountability, professionalism and continuity; with strategic foresight, digital literacy, adaptive leadership and a strong commitment to public value.

He further emphasised the importance of evidence in public-sector decision-making, urging the Permanent Secretaries to make greater use of reliable data, measurable outcomes and citizen feedback in developing and implementing government policies and programmes.

Prof. Zeb-Obipi noted that public institutions must increasingly measure their success by the quality and impact of the services they provide to citizens, rather than merely by the completion of administrative processes or the utilisation of allocated resources.

He therefore challenged the Permanent Secretaries to see themselves not simply as administrators of existing systems but as institutional leaders with the responsibility to identify opportunities for reform, strengthen public-sector capacity and build institutions capable of delivering sustainable results.

In his concluding remarks, Prof. Zeb-Obipi said successful modernisation depends not merely on adopting new technologies, but on transforming the way public institutions think, operate, make decisions and respond to citizens.

He urged the Permanent Secretaries to embrace their evolving responsibilities and provide the strategic leadership required to build a more responsive, innovative, efficient and citizen-focused Rivers State Public Service.

RSU Celebrates Dr Emmanuel Ovundah Nyeche’s Selection for 2026 World Heart Federation Emerging Leaders Programme

Rivers State University (RSU) has celebrated the selection of Dr Emmanuel Ovundah Nyeche, Consultant Physician and Cardiologist at the Rivers State University Teaching Hospital (RSUTH) and Lecturer in the College of Medical Sciences, as one of 25 emerging cardiovascular leaders selected globally for the 2026 World Heart Federation (WHF) Salim Yusuf Emerging Leaders Programme.

Dr Nyeche’s selection into the prestigious international programme, which brings together promising cardiovascular leaders from around the world, was formally recognised by the University on Friday, September 11, 2026, when he was received by the Vice-Chancellor, Professor Isaac Zeb-Obipi.

Receiving Dr Nyeche, the Vice-Chancellor congratulated him on the achievement, noting that the accomplishments of professionals working within the University’s teaching hospital also reflect positively on the institution and its commitment to excellence.

Professor Zeb-Obipi commended Dr Nyeche for making the University, the Teaching Hospital and the wider academic and medical community proud. He described the recognition as a testament to the quality of mentorship, dedication and professional development within the institution.

The Vice-Chancellor also reaffirmed the University’s commitment to creating an enabling environment for staff to excel professionally. He disclosed that steps were being taken to ensure that doctors whose pay points are domiciled in the University receive the appropriate academic salaries and allowances alongside their clinical allowances. He added that efforts were also underway to improve the payment process through a one-stop software system.

Professor Zeb-Obipi emphasised that individual accomplishments should be celebrated as institutional achievements, noting that recognising such successes would inspire other members of the University community to strive for excellence.

He particularly commended the Chief Medical Director of RSUTH and the Provost of the College of Medical Sciences for their roles in mentoring Dr Nyeche, from his days as a medical student through his development as a Consultant and Lecturer.

In his remarks, the Chief Medical Director of RSUTH, Professor Chizindu Alikor, congratulated Dr Nyeche, noting that the recognition represents an important milestone in his professional career while also bringing international visibility to the University and the Teaching Hospital.

Also speaking, the Provost of the College of Medical Sciences, Professor Kenneth Ordu, described the honour as a product of the strong academic and clinical collaboration between the College of Medical Sciences and the Teaching Hospital.

The World Heart Federation Salim Yusuf Emerging Leaders Programme was established in 2014 by renowned cardiologist and former WHF President, Professor Salim Yusuf, with the objective of developing a global network of cardiovascular experts committed to reducing premature deaths from cardiovascular diseases.

The programme is designed to equip emerging leaders with advanced knowledge and skills in cardiovascular health policy, health systems strengthening, implementation science, research, advocacy and professional leadership. It also provides opportunities for mentorship, international networking, collaborative research, and engagement with policymakers and other key stakeholders.

Selection into the programme is highly competitive, with only 25 emerging cardiovascular leaders chosen each year from applicants worldwide. Candidates are assessed on the basis of their academic and professional accomplishments, leadership potential, creativity, commitment to cardiovascular health, and demonstrated capacity to make long-term contributions to the prevention and control of cardiovascular disease.

The 2026 programme is scheduled to take place in Florence, Italy, from November 30 to December 3, 2026, in collaboration with the Menarini Foundation. It will focus on the theme, “Integrated Care of Cardiovascular Disease and Multiple Long-Term Conditions.”

The 2026 cohort comprises 25 emerging cardiovascular leaders from 16 countries across all six World Health Organization regions.

Since its establishment, the programme has contributed to the development of professionals working on major cardiovascular health priorities, including hypertension, secondary prevention of cardiovascular disease, to***co prevention and control, access to essential cardiovascular medicines, stroke and heart failure.

Dr Emmanuel Ovundah Nyeche, one of the two Nigerians selected for the 2026 World Heart Federation Salim Yusuf Emerging Leaders Programme, is a Fellow of the West African College of Physicians in Cardiology. He is actively involved in clinical cardiology, cardiovascular education, research, and health advocacy. His professional interests include preventive, sports and interventional cardiology, while his work also extends to mentorship, medical education and the strengthening of cardiovascular services.

Vice-Chancellor of Rivers State University Honoured as “Global Diplomat”

The Vice-Chancellor of Rivers State University (RSU), Professor Isaac Zeb-Obipi, has been honoured with the title of “Global Diplomat” and presented with an Award for Diplomatic Outstanding Performance by the United World Congress of Diplomats in recognition of his exemplary contributions to education, leadership and humanity.

The prestigious honour was presented by the African Regional President of the Global Young Diplomats Forum (GYDF), Amb. Dr Ifeanyi Pius Nwaefuna, during a special ceremony held at the Vice-Chancellor’s Office on Thursday 10th September, 2026.

The event was attended by university officials, staff and members of the diplomatic community.

Speaking at the ceremony, Amb. Dr. Nwaefuna said the recognition was part of the United World Congress of Diplomats’ efforts to identify and honour African leaders whose dedication, leadership and service have contributed significantly to the advancement of their institutions and communities.

“The Vice-Chancellor’s dedication and commitment to his responsibilities as the head of Rivers State University cannot go unnoticed. Today, RSU is on the global map because of visionary leadership, academic excellence and service to humanity,” Amb. Dr. Nwaefuna stated.

He noted that, at a time when the international community increasingly requires bridge-builders and advocates of dialogue, Professor Zeb-Obipi had demonstrated values consistent with the principles of diplomacy, particularly dialogue, service, leadership and nation-building.

As part of the recognition, the Vice-Chancellor received an award and certificate in appreciation of his contributions to education and humanity. He was also presented with an International Diplomatic Passport, described by the organisers as a symbol of international recognition and intended to facilitate his participation in diplomatic and academic engagements.

In a further gesture of affiliation with the Forum, Professor Zeb-Obipi was decorated with the official GYDF muffler. He also received a green pen, described as a traditional instrument associated with the signing of diplomatic instruments, as well as a diplomatic vehicle plate number symbolising his recognition as a Global Diplomat under the Forum.

Amb. Dr. Nwaefuna explained that the items presented were not merely ceremonial but were intended to symbolise trust, responsibility and the expectation that the Vice-Chancellor would continue to promote peace, development and international cooperation through education.

The occasion also provided an opportunity for Amb. Dr. Nwaefuna to formally invite the Vice-Chancellor to serve as a keynote speaker at the forthcoming programme with the theme “African Achievers of the World.”

“This platform will bring together trailblazers across the continent who are redefining leadership. Your voice, your story and your leadership at RSU will inspire the next generation of African achievers,” he said.

In another significant development, the African Regional President recommended that Professor Zeb-Obipi be integrated into the African School of Diplomats, with the aim of strengthening the development of future diplomats, policymakers and leaders.

“We recommend that the Vice-Chancellor should be part of the African School of Diplomats so as to train students who would be part of decision-making in the world and contribute meaningfully to society,” Amb. Nwaefuna stated.

According to him, collaboration with universities such as Rivers State University would contribute to the development of young diplomats, policymakers and leaders equipped with the knowledge and skills required to represent Africa effectively on international platforms. He added that the School places emphasis on mentorship, negotiation, international relations and leadership ethics.

Responding to the honour, the Vice-Chancellor, Professor Isaac Zeb-Obipi, expressed appreciation to the Global Young Diplomats Forum and the United World Congress of Diplomats for the recognition.

He described the honour as both a recognition of past achievements and a call to greater service, noting that it would further strengthen the University’s commitment to academic excellence, global engagement and leadership development.

“This award is not for me alone. It is for the entire Rivers State University community: our staff, students and stakeholders; who work tirelessly every day. We will continue to build bridges, promote scholarship and raise leaders who will serve humanity,” he said.

RSU Hosts 13th All-Nigeria Universities Debating Championship, Commissioner Urges Youth to Choose Reason Over Aggression

Rivers State University (RSU), Nkpolu-Oroworukwo, Port Harcourt, has hosted the opening ceremony of the 13th All-Nigeria Universities Debating Championship (ANUDC 2026), with the Rivers State Government urging young Nigerians to embrace reason, evidence and constructive dialogue rather than aggression in addressing disagreements and national challenges.

Speaking at the ceremony, held on Monday 7th September, 2026, the Honourable Commissioner for Education, Dr Peters Nwagor, described the championship's theme, “Reason Over Anarchy: Raising a Generation That Wins with Words,” as timely, particularly in a society where differences can sometimes degenerate into conflict.

The Commissioner said university debating equips young people with logical reasoning, evidence-based argument, effective communication and the composure to engage opposing views respectfully.

He stressed that Nigeria needs a generation capable of using argument rather than aggression and persuasion rather than destruction to resolve differences and confront the country's challenges.

According to him, the skills acquired through debating extend beyond academic competition, as they prepare young people for responsible citizenship, leadership and meaningful participation in society.

The Commissioner commended Rivers State University and its Vice-Chancellor, Professor Isaac Zeb-Obipi, for hosting the championship and reaffirmed the State Government's commitment to quality education and the development of young people with strong intellectual and leadership capacity.

Declaring the championship open, the Vice-Chancellor of Rivers State University, Professor Isaac Zeb-Obipi, welcomed participants and delegates from universities across Nigeria and urged the debaters to deploy reason, evidence and critical thinking in navigating disagreements and contributing positively to society.

Professor Zeb-Obipi stressed that true strength lies not in force, intimidation or noise, but in the ability to think clearly, listen to opposing views and communicate ideas with courage and civility.

He encouraged the debaters to see the championship as more than a contest for trophies, describing it as an opportunity to build intellectual capacity, leadership skills and the ability to resolve differences through constructive dialogue.

As a gesture of support, the Vice-Chancellor announced financial assistance from Rivers State University to two participating debaters from one of the Universities, who had reportedly funded their journey to the championship.

In his remarks, the President and Chairman of the All-Nigeria Universities Debating Council, Prof. A. A. Owoade, described the championship as an important platform for developing critical thinking, creativity, analytical ability, communication skills and confidence among young Nigerians.

Prof. Owoade noted that the competition had, over the years, produced graduates who have excelled in law, academia, entrepreneurship, research, public service and other professions within and outside Nigeria.

He commended Rivers State University for its commitment and preparations towards hosting the 2026 edition, expressing optimism that the partnership between ANUDC and the University would continue beyond the championship.

Also speaking, the Dean of Student Affairs, Professor Bright Opara, warmly welcomed participants to Rivers State University and assured them of the University's commitment to their welfare, safety, security and comfort throughout the championship.

Professor Opara urged the participants to take advantage of the opportunity to build friendships and professional networks with fellow students from universities across the country, noting that such relationships could become lasting benefits of the competition.

He described university debating as a training ground for responsible citizenship, leadership, critical thinking, effective communication and democratic participation.

The opening ceremony, held at the University's Senate Chamber, attracted Principal Officers, the Permanent Secretary of the Ministry of Education, Dr Mina Tele-Ikuru, representatives of universities, members of the ANUDC, the Local Organising Committee, academics, coaches, adjudicators, resource persons and student debaters from across Nigeria.

RSU Inaugurates Open and Distance Learning Governing Board to Expand Access to Higher Education

Rivers State University has taken a significant step towards expanding access to higher education with the inauguration of the Governing Board of its Centre for Open and Distance Learning (CODL).

Speaking during the inauguration, the Vice-Chancellor, Professor Isaac Zeb-Obipi, described Open and Distance Learning as an indispensable pathway for addressing the growing demand for higher education in Nigeria.

The Vice-Chancellor noted that the physical infrastructure and facilities available in conventional universities are insufficient to accommodate the increasing number of people seeking admission into higher education institutions.

He referred to discussions at a recent Vice-Chancellors' Conference in Ilorin, where a presentation highlighted the widening gap between available university infrastructure and the rapidly growing demand for higher education, largely driven by Nigeria's increasing population.

According to him, Open and Distance Learning provides an important bridge for closing this gap by enabling more people to access quality university education without necessarily being physically present on campus.

Professor Zeb-Obipi further emphasized the critical role of technology in modern education, noting that online learning platforms have made it possible for students to participate in academic programmes and undertake examinations remotely.

He cited examples of successful online course delivery and remote examinations, including programmes where students outside Nigeria have participated effectively through technology-enabled learning systems.

The Vice-Chancellor commended the leadership and members of the ODL Centre for their commitment towards establishing the Centre, particularly in developing the necessary policies and securing Senate approval.

He also acknowledged the contributions of the Deputy Vice-Chancellor (Administration), Professor Blessing Jaja, the Director of the Centre, Professor Boma Dambo, the Deputy Director and other members of the implementation team for their dedication towards bringing the initiative to fruition.

Professor Zeb-Obipi formally inaugurated the Governing Board and charged members to provide the strategic direction required to ensure the successful implementation and sustainability of Open and Distance Learning at Rivers State University.

Earlier, the Director, Centre for Open and Distance Learning, Professor Boma Dambo, expressed appreciation to the University Management and other stakeholders for their support towards establishing the Centre.

Professor Dambo disclosed that the necessary policies for the operation of the Centre had been developed and approved, adding that the institution had entered the critical stage of building the capacity of personnel who would drive the programme.

She explained that the Centre was currently training course writers, facilitators, e-tutors and other personnel required for the effective implementation of Open and Distance Learning programmes.

Professor Dambo expressed confidence that, with the continued support of the Vice-Chancellor, principal officers and the University's Management team, the Centre would achieve its objectives and contribute significantly to expanding access to higher education.

In his acceptance speech on behalf of members of the Governing Board, the Chairman, Professor Blessing Jaja, expressed gratitude to the Vice-Chancellor for finding them worthy to serve in the pioneering governing body of the new Centre.

Professor Jaja described the establishment of the Open and Distance Learning Centre as a major milestone and strategic intervention by Rivers State University to address the challenges confronting higher education in Nigeria.

He assured the University Management that members of the Board would work diligently to ensure that the vision and objectives of the Centre are achieved and where possible, exceeded.

The Board Chairman also appealed for continued institutional support, stressing that the success of the initiative would depend on sustained commitment and the provision of necessary resources.

He expressed confidence in the Vice-Chancellor's commitment to the project and pledged the Board's readiness to work assiduously towards making the Rivers State University Open and Distance Learning Centre a success.
