𝐌𝐈𝐋𝐄𝐒𝐓𝐎𝐍𝐄 𝐑𝐄𝐏𝐎𝐑𝐓 | From the time he assumed office in 2019 as the fifth President of the Cotabato Foundation College of Science and Technology (CFCST), Dr. Ali K. Dilangalen, CE, has carried with him a clear vision: to transform the institution, not merely its façade, facilities, and physical landscape, but, more importantly, its people, culture, and collective direction.

From the very beginning, he recognized that meaningful transformation could not be achieved by one person or one office alone. Thus, he called for unity and collaboration to address the long-standing divisions among offices and sectors of the academic community.

Alongside this effort to unite the people, he pursued the development of new infrastructures and facilities that would provide the students, faculty, and personnel with an environment conducive to learning, teaching, research, and innovation. He invested not only in buildings and physical improvements, but also in the systems and programs necessary to move the institution forward.

Now on his second and final term, Pres. Ali remains steadfast in sustaining the initiatives and continuing the good work he has started for the institution. His leadership has been marked by significant accomplishments and milestones that reflect CFCST’s continuing pursuit of excellence, innovation, and service.

Here are the highlights of the various milestones achieved under his administration. Scan the QR code to access the digital copy of the Milestone Report, or click the link provided below.

𝐑𝐎𝐎𝐓𝐄𝐃 𝐈𝐍 𝐌𝐈𝐍𝐃𝐀𝐍𝐀𝐎, 𝐑𝐈𝐒𝐈𝐍𝐆 𝐅𝐎𝐑 𝐓𝐇𝐄 𝐅𝐔𝐓𝐔𝐑𝐄 | “Under the Bagong Pilipinas, we are working towards an education system that gives every Filipino learner a stronger foundation and a fair opportunity to succeed. Where education can open doors, where communities are strengthened by the people they educate, and where every Filipino can contribute to the country in their own way, this is the kind of legacy we are carrying forward.”

These words from Hon. Edgardo Angara, Secretary of the Department of Education (DepEd), delivered through his representative, Dr. Franz Joseph Libao, Director for Information and Communication Technology Services, affirmed the continuing relevance of education in creating opportunities, strengthening communities, and contributing to national development.

Speaking during the 59th Foundation Anniversary of the Cotabato Foundation College of Science and Technology (CFCST) on August 17, 2026, at the BHFMP Gymnasium, Dr. Libao cited the legacy of its founder Bai Hadja Fatima Matabay Plang, fondly known as Mother Bai. He emphasized how her vision laid the foundation of the institution and helped open doors of opportunity for young people in Mindanao. “For 59 years, CFCST has carried that vision forward, remaining deeply rooted in the culture, values, and aspirations of Mindanao while nurturing generations of learners and preparing them to serve their communities.”

One of the highlights of the program was the Milestone Report delivered by College President Dr. Ali Dilangalen, who showcased the significant achievements and accomplishments of the institution under his leadership over the past seven years. The address provided a glimpse of how CFCST has continued to grow in its academic programs, infrastructure projects, institutional initiatives, partnerships, and service to its stakeholders.

𝐂𝐅𝐂𝐒𝐓@𝟓𝟗 | Hon. Edgardo “Sonny” Angara, currently the Secretary of the Department of Education (DepEd), has played a significant role in advancing the infrastructure development of the Cotabato Foundation College of Science and Technology (CFCST), providing valuable support that has contributed to the improvement and expansion of institutional facilities.

Through then-Senator Angara, CFCST was granted funding for the construction of the P20 million, two-storey, eight-classroom Junior High School (JHS) building in 2021. He likewise supported the construction of Phases 1–3 of the CFCST Administration Building, with a total project cost of ₱45 million, and completed just last year.

This year, Sec. Angara will join us in celebrating the 59th Foundation Anniversary of the institution, through the able representation of Dr. Franz Joseph Libao, Director IV of the Information and Communications Technology Service (ICTS).

Tomorrow, let us all gather as one academic community to celebrate the 59th Foundation Anniversary of CFCST—united by one heart, one purpose, and one vision!

Long before CFCST became the institution we know today, its story began with a mission of service, care, and education. Its roots can be traced to the Children’s Educational Foundation Village (CEFV), established through Republic Act No. 3801 in 1963 and later opened in 1967 to provide education, care, and a safe home for orphaned and vulnerable children.

Through the years, the institution continued to evolve. Guided by the vision of Bai Hadja Fatima Matabay Plang, it eventually became the Cotabato Foundation College of Science and Technology (CFCST) in 1983.

From a foundation rooted in compassion and service, CFCST has grown into an institution that continues to educate, empower, and create opportunities for its communities.
