Upsilon Phi Sigma in Action: Serving Our Coastal Communities

The Pontevedra Municipal Executive Council, led by its Chairman, Brod Joesephl V. Capistrano, actively participated in the Coastal Clean-Up Activity held on August 20, 2026, along the shoreline of Brgy. Miranda, Pontevedra, Negros Occidental.

The activity was conducted in partnership with the Philippine Coast Guard – Marine Environmental Protection Unit, Southern Negros Occidental (MEPU-SNOC), as part of the observance of IMO World Maritime Day, the anniversary celebration of the Coast Guard District Southern Visayas, and the 125th Founding Anniversary of the Philippine Coast Guard.

Supporting the initiative were fellow Upsilonian organizations—the PulValBaSan Joint Executive Council, the La Carlota City Executive Council, and the Phi Mu Chi Chapter – LCCC—coming together in the spirit of brotherhood, leadership, and service.

More than a simple clean-up, the activity demonstrated the commitment of Upsilon Phi Sigma to environmental stewardship and community service. By joining hands to protect the shoreline and marine environment, the participating councils and chapter showed that the values of brotherhood extend beyond the fraternity—they are expressed through meaningful action for communities and future generations.

Under the leadership of Brod Joesephl V. Capistrano, the Pontevedra Municipal Executive Council continues to demonstrate that an Upsilonian leader is not only called to lead, but also to serve, inspire, and take action.

The shoreline may have been the place of service, but the greater impact lies in the message left behind:

When brothers unite, service becomes stronger.
When leaders take action, communities are inspired.
And when Upsilon Phi Sigma serves, brotherhood becomes a force for good.

Vice Mayor Nicor of La Castellana Elected as the Chairperson of AGPTD

Vice Mayor Alme Rhummyla G. Nicor has been elected as the Chairperson of the Advisory Group for Police Transformation and Development (AGPTD) of the PNTI–NIR Training Center.

The election marks a significant recognition of Vice Mayor Nicor's leadership and commitment to supporting initiatives aimed at strengthening police transformation, professional development, and community-oriented public service.

As Chairperson of the AGPTD, Vice Mayor Nicor is expected to work closely with the PNTI–NIR Training Center and its stakeholders in advancing programs that promote continuous learning, leadership development, and the improvement of police services.

The new leadership role also highlights the importance of strong collaboration among local government leaders, law enforcement agencies, and other partners in building a more responsive, professional, and service-oriented police organization.

Congratulations to Vice Mayor Mhai-Mhai on this well-deserved achievement. May this new responsibility bring greater opportunities to contribute to police transformation and development and to further strengthen partnership between the police and the community.

With heavy hearts, we mourn the passing of our beloved Brod. Joel Jardio, a proud product of Upsilon Phi Sigma – Visayan Maritime Academy ’78.

This morning, Brod. Joel has taken his final rest, leaving behind a legacy of brotherhood, loyalty, friendship, and service that will forever remain in the hearts of those who had the privilege of knowing him.

Since his initiation into the brotherhood, Brod. Joel remained active and steadfast in his commitment to Upsilon Phi Sigma. Through the years, he continued to embody the true spirit of our fraternity—always present, always supportive, and always a brother.

His journey with Upsilon Phi Sigma was not simply a membership; it was a lifelong commitment to Brotherhood & Sisterhood. His presence, memories, and contributions will continue to inspire the generations of brothers and sisters who follow.
