As part of the initiative to address the effects of rising heat index on campus, the University Student Council (USC) of Pampanga State University (PampangaStateU), in coordination with the Ground Improvement Maintenance Office (GIMU) under the Office of Physical Plant and Facilities (OPPF), has successfully installed 157 ceiling fans across the universityโs colleges as of July 1.
In an interview with The Industrialist, USC President and Student Regent Missy Ruela Cortez shared that concerns over lack of ceiling fans in classrooms were already raised even before their current term.
โBack in 2024, when we assume the positions here at USC, prior to that, nagkakaroon na ng concerns raised na kulang โyung ceiling and wall fans. โYung request na โyon, nagmula pa siya roon sa dating term bago kami. And then, ang naging plan doon dapat is shoulder ng council โyung sa pangbayad or payment. โYung president that time is nag-request ng number of fans to be installed across colleges, campuses, and departments. However, hindi siya natuloy during that time," she shared.
Following the transition to the new USC administration, the proposal was revisited and revised in response to the increasing number of complaints highlighting the lack of ventilation and comfort in learning spaces.
Cortez said the council continued to push for installation after receiving multiple reported cases of students experiencing nosebleeds, dizziness, and difficulty functioning because of the extreme classroom heat.
โKasi maraming reported cases na rin na may mga nag-nosebleed, may mga nahihilo, at may mga hindi rin nag-fu-function nang maayos dahil sobrang init na rin daw,โ Cortez explained.
She added that improving classroom ventilation is also intended to provide a more conducive learning environment, saying poor classroom conditions could affect studentsโ motivation to learn.
โThen kung makikita natin โyung mga classroom, kung hindi kasi conducive โyung learning environment, hindi rin sila ma-mo-motivate na matuto pa. โYun โyung isa sa pinakamabibigat na reasons kung bakit until now, for three years, constantly โyung pag-follow-up natin sa request about ceiling fans,โ Cortez further emphasized.
While no specific completion date or target number of installations per college has been announced, Cortez urged Local Student Councils (LSC) to coordinate with their heads, principals, college deans, and campus directors for updates on their respective requests to the OPPF.
As of this moment, Cortez shared that the council, in coordination with the university administration, continues to study long-term interventions to address heat-related concerns on campus.
Among the measures currently being explored are the procurement of water purification systems, preparations for the implementation of the newly approved Honorian Affirmative Clothing provision, and strengthened hydration practices in coordination with the Occupational Safety and Health Office (OSHO) of the university.

The USC President emphasized that the council seeks to pursue proactive, long-term solutions, stressing that addressing heat-related concerns requires anticipating future challenges rather than relying on temporary responses.
