Perhaps this greeting comes a little late, but some things are worth saying regardless of when they are said. Your years of service, dedication, and commitment to the student body have left a meaningful mark on the Office and the University. More than the work we accomplished, however, what we built together in the Officeโ€”the friendship, the camaraderie, and the love we sharedโ€”will always remain as intact as they were from the very beginning.

We stood together through uncertainty, carried responsibilities that were often unseen, and remained standing even in moments when nobody seemed to understand us anymore. Behind every policy, program, and project that came to life were countless hours of hard work and silent laborโ€”drafting, reviewing, refining, navigating complexities, and making sure that every initiative was feasible, properly grounded, and legally binding. Through all of it, you stood there.

To all the chaos and challenges, you have been thereโ€”and more. You witnessed the long nights, the difficult conversations, the pressure behind every decision, and the countless moments that never made it into the spotlight. Yet, through every challenge, you continued to show up and do the work. Your dedication became part of the foundation upon which the Office continued to grow.

May this achievement serve as a reminder of the hard work, perseverance, and sacrifices that brought you here. As you move forward to a new chapter, may you carry with you the values of leadership, service, and excellence that have shaped your journey, as well as the memories and lessons from the people and experiences that made this chapter meaningful.

And perhaps, a goodbye was never meant to be the final wave of life. Rather, it is something we ought to bring with usโ€”to carry forward the lessons, the memories, and the love we have gathered, and to give them back to the lives and hearts we continue to choose and touch.

The OSR family celebrates this milestone with you and wishes you continued success in all your future endeavors. Wherever life takes you, may you continue to lead with purpose, serve with heart, and leave meaningful footprints wherever you go.

Congratulations, Chief, and thank you for your invaluable service to the student body. Thank you for standing with us when the work was difficult, for helping build something from barely nothing, and for being part of the story that we will always carry with us.

And after everythingโ€”the policies, programs, projects, chaos, challenges, and countless memoriesโ€”there is one thing that will never change:

The University Student Council (USC) and the Office of the Student Regent (OSR) through the USC President and Student Regent, requested the shift of classes to an online asynchronous modality on September 28, 2026, to give way to the Universityโ€™s scheduled Search and Destroy Activity and help ensure the safety, health, and welfare of all stakeholders.

Likewise, the USC and OSR requested the shift to online asynchronous classes for the Don Honorio Ventura (Bacolor) and Lubao Campuses on September 29, 2026, in lieu of the scheduled power interruption. This will also provide students with time to prepare for their upcoming midterm examinations.

Students are encouraged to remain updated through the official announcements of the University, colleges, and respective faculty members, and to responsibly accomplish their academic requirements during the asynchronous period.

The USC and OSR remain committed to bringing forward the concerns of the student body and coordinating with the appropriate University offices to support measures that promote the safety, welfare, and academic needs of our students.

We hear you, and we will continue to be here for you.

The declaration marked the beginning of a consequential period that profoundly shaped the country and the lives of many Filipinos. Martial Law remains a significant part of our historyโ€”one remembered through different experiences, perspectives, and narratives.

According to Amnesty International, from 1972 to 1981, some 70,000 people were imprisoned, 34,000 were tortured, and over 3,200 people were killed during the Martial Law period. These figures form part of the documented human rights violations that occurred during those years.

As students and members of the Honorian community, may we continue to engage with our history with open minds and a commitment to understanding. Let us listen to the stories of those who lived through this period, examine the different perspectives surrounding it, and learn from the lessons it carries.

Remembering is an important part of understanding. May we continue to uphold the values of democracy, human rights, freedom, and responsible citizenship as we carry the lessons of the past toward the future.

May history guide us, may knowledge empower us, and may our collective memory strengthen our commitment to justice and unity.

Dear Honorians,

Graduation season has already knocked on your doors.

It may be overwhelming to look into it and embrace everything that you are about to open. But please, bear in mind that this knock is also a symbol of all the things you have endured throughout the last few years of your student life.

You have experienced almost every challenge there isโ€”setbacks, disappointments, uncertainties, and moments that tested your faith, your strength, and your belief in yourselves. And here we are, nearing the end of being an Honorian as a student.

Soon, you will walk into universities, workplaces, and new environments with a different perspective. You will meet people of different experiences, backgrounds, and qualities. You may encounter things that challenge what you already know and what you have always believed in.

Always remember that it is okay to be afraid. It is okay to be confused. It is okay not to have everything figured out. And it is okay to unlearn things that are no longer necessary for the direction or path you have chosen.

You do not have to know everything right away. Sometimes, the next step only becomes clear once you have the courage to take it.

To the parents, loved ones, families, friends, teachers, mentors, and every person who became a part of your journeyโ€”your presence and support have helped make this moment possible. Your sacrifices, encouragement, patience, and belief have become part of this achievement.

But today, we also celebrate those who walked through this journey feeling alone.

To those who had no one to wait for them after a difficult day, no one to celebrate their small victories with, or no one they could easily call when things became too heavyโ€”we see you.

To those who had to quietly congratulate themselves, wipe their own tears, keep themselves going, and show up even when no one knew how difficult it was, this celebration belongs to you, too.

You may have felt alone, but you were never any less deserving of being proud.

The journey was always uncertain. The challenges were always present. But your willingness, commitment, and perseverance brought you here. And now, you are here.

To all the achievements we once dreamed of, they are now waiting for us to receive them. To the awards we worked hard for, to the tasks we poured our hearts into, to the sleepless nights, the quiet sacrifices, the moments we almost gave up, and the battles that no one else knew about, we celebrate all of them.

And perhaps, years from now, you will look back at this chapter and realize that it was never only about the grades, awards, titles, or recognition. It was also about the people you met, the friendships you built, the mistakes you learned from, the laughter you shared, and the ordinary days that eventually became memories worth keeping.

One day, you may find yourself remembering the familiar hallways, the rush to class, the deadlines, the conversations, the laughter, and even the difficult days you once wished would end.

You will miss these moments. Maybe not today, because right now, you are still living them. But someday, you will.

And when that day comes, we hope you remember that you were once hereโ€”an Honorian, a student, a dreamer, and someone who kept going.

As you step into what comes next, do not be afraid to become someone new. Take the lessons with you, leave behind what no longer serves you, and continue to grow into the person you are meant to be.

Wherever life takes you, carry the Honorian spirit with you. Carry the memories. Carry the lessons. And carry the courage that brought you this far.

For everything you have survived, everything you have achieved, and everything you have yet to become; this chapter is worth remembering.

The University Student Council (USC) and the Office of the Student Regent (OSR) respectfully sought the consideration and approval of the University Management for the implementation of necessary uniform adjustments and the adoption of the University-prescribed Dress Code across all campuses within the month of September 2026.

This request was raised in consideration of the recent typhoon and Southwest Monsoon (Habagat), which have affected many Honorians and, in some instances, resulted in prescribed uniforms being damaged, rendered unusable, or difficult to immediately replace due to financial and logistical circumstances.

The proposed arrangement provides students with a reasonable transition period to repair, replace, or otherwise make the necessary adjustments to their uniforms, while ensuring institutional consistency, proper decorum, and adherence to the Universityโ€™s prescribed standards.

Beginning with the Midterm Examinations and continuing until the end of the semester, students shall be required to properly and completely wear the prescribed University uniform. The implementation of the University-prescribed Dress Code, however, shall remain subject to appropriate adjustments when warranted by prevailing weather conditions, periods of high heat index, or other circumstances affecting the health, safety, and welfare of students.

When applicable and necessary, the wearing of the prescribed University uniform shall likewise be permitted and accommodated in accordance with the official undertakings and requirements of the respective colleges, campuses, departments, or academic units, particularly for activities that require proper and complete University uniform. This includes, but is not limited to, pinning ceremonies, capping ceremonies, recognition ceremonies, and other official academic undertakings where the wearing of the prescribed uniform is an established requirement.

For security and identification purposes, Honorians are highly encouraged to wear the official USC-endorsed ID lanyard, which may be acquired through the University Multipurpose Cooperative Store. This is encouraged alongside the proper display of a valid University identification card, particularly when entering or staying within University premises.

The USC and OSR recognizes that institutional standards and student welfare must move together. The measure seeks to uphold proper decorum and uniformity across all campuses while allowing Honorians sufficient time to recover, repair, or replace their uniforms and make the necessary adjustments without compromising their access to education.

The USC and OSR extends its appreciation to the University Management and the concerned offices for their consideration and action on this student welfare concern.

The Offices likewise continues to encourage all Honorians to observe the prescribed standards while remaining mindful of the circumstances affecting fellow students.

Compliance and compassion can, and should, go hand in hand.

The University Student Council (USC) and the Office of the Student Regent (OSR) inform the Honorian student body that the request to shift classes across ALL CAMPUSES to online synchronous modality on September 7โ€“8, 2026 has been approved.

This adjustment is made in consideration of the prevailing circumstances and, foremost, the safety, security, and welfare of the University community. It also provides students who are currently staying in dormitories, bedspaces, apartments, and other residences away from their families an opportunity to remain safe and, whenever possible, travel home and be with their families.

Students who are unable to attend their online synchronous classes due to circumstances beyond their control are hereby excused from attendance. They are advised to coordinate directly with their respective instructors regarding appropriate arrangements, including any necessary make-up activities, alternative requirements, or other academic considerations.

The USC and OSR are likewise continuing coordination with the Faculty Association regarding possible considerations on the deadlines of academic activities, undertakings, requirements, and other academic-related matters that may be affected by the prevailing circumstances.

Such considerations remain subject to the prerogative and appropriate determination of the respective instructors, taking into account the circumstances of their classes and students. Students are therefore encouraged to communicate with their instructors regarding concerns involving deadlines, submissions, activities, examinations, and other academic requirements.

The USC and OSR also wish to clarify that the request concerning Uniform Leniency and Adjustments remains pending for signing and approval.

The request was raised in response to the circumstances experienced by members of the student body, particularly those whose uniforms may have been affected by the recent typhoons, flooding, and other related conditions, including uniforms that may have been lost, damaged, require repair, or are otherwise temporarily unavailable.

Further updates will be issued once the request has been acted upon through the appropriate University channels.

The USC and OSR likewise remind everyone that while University offices and units may continue to operate, safety should remain the foremost consideration. Students are encouraged to avoid unnecessary travel and exposure to potentially unsafe conditions, particularly when there is no urgent or essential matter requiring physical presence at the University.

The USC and OSR remain committed to bringing forward the concerns and needs of the student body through proper channels and coordinating with the appropriate offices and stakeholders for reasonable measures that address the circumstances of our students.

The USC and OSR appreciate the University Management for approving the shift to online synchronous classes and for taking into consideration the safety and welfare of the University community.

We hear you, and we will continue to be here for you.
