The Department of Political Science proudly celebrates the recent faculty engagement of Asst. Prof. Jefferson M. Delmendo, who served as plenary speaker during the Session 3 of Project QUEST (Quality Enhancement and Scholarly Transformation) of the Commission on Higher Education Regional Office 2 (CHEDRO2) on August 20, 2026.

With more than 150 faculty-researchers from higher education institutions across Region II in attendance, the session focused on “Conducting Policy Research: From Evidence Generation to Policy Impact.” Asst. Prof. Delmendo shared his expertise on policy research, covering policy issue identification, research question formulation, policy research frameworks and methodologies, evidence-based recommendations, and the translation of research into policy-oriented outputs.

His discussion emphasized the importance of moving research beyond knowledge generation and publication toward research utilization and meaningful policy impact, equipping HEI researchers with approaches to produce evidence that can inform institutional and sectoral decision-making.

His latest article, “Designing statutes for implementation: statutory design quality in Philippine sustainable development legislation, 2016–25,” has been published in the 𝗦𝘁𝗮𝘁𝘂𝘁𝗲 𝗟𝗮𝘄 𝗥𝗲𝘃𝗶𝗲𝘄, a journal published by Oxford University Press and indexed in Scopus (Q2) and Clarivate ESCI - Emerging Sources Citation Index (Q2).

𝐔𝐂 𝐚𝐥𝐮𝐦𝐧𝐮𝐬 𝐀𝐭𝐭𝐲. 𝐒𝐚𝐪𝐮𝐢𝐥𝐚𝐛𝐨𝐧 𝐢𝐬 𝐚𝐩𝐩𝐨𝐢𝐧𝐭𝐞𝐝 𝐚𝐬 𝐃𝐎𝐇 𝐔𝐧𝐝𝐞𝐫𝐬𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲

The University of the Cordilleras congratulates Atty. Christian Lel Saquilabon, an alumnus of the university, on his appointment as Undersecretary of the Department of Health.

Atty. Saquilabon earned his AB Political Science degree from UC in 2010. Before his appointment to the DOH’s executive leadership, he served as Assistant Secretary and head of the Health Regulation and Facility Development Cluster in 2025.

UC celebrates Atty. Saquilabon’s achievement and wishes him success as he continues to serve the Filipino people.

Political Science student interns from the University of the Cordilleras organized an initiative, Empowering Barangay Justice and Peacekeepers, equipping our local barangay officials and Barangay Peace and Order Council (BPOC) members with the tools to navigate modern Philippine laws effectively at the Multi-purpose Hall of Barangay Alno, La Trinidad, Benguet.

The heart of the day belonged to our resource speakers, who generously shared their expertise to empower Barangay Alno's local leaders.

Atty. Jennifer C. Aquino delivered a crucial elaboration of the Data Privacy Act of 2012. Her talk on the confidentiality of barangay records reminded us that local officials are not just administrators–they are trusted custodians of their constituents' privacy.

🛡️𝗦𝗮𝗳𝗲 𝗦𝗽𝗮𝗰𝗲𝘀 𝗮𝘁 𝘁𝗵𝗲 𝗚𝗿𝗮𝘀𝘀𝗿𝗼𝗼𝘁𝘀 𝗟𝗲𝘃𝗲𝗹

Atty. Hahn Purnell P. Punay broke down the Safe Spaces Act (Anti-Bastos Law), moving legal theory out of the courtroom and straight to the streets of Barangay Alno. His discussion gave our BPOC members concrete strategies to create safer public spaces for everyone.

Indeed, Political Science is not merely the study of power, but the practice of service.

The Department of Political Science of the College of Arts and Sciences proudly congratulates its faculty member, student researchers, and research advisers for their outstanding performance at the 2026 University Research and Innovation (R&I) Week, held on July 28–31, where they garnered top honors in the Non-AANR Socio-Cultural Studies category.

Leading the department's remarkable achievements is Asst. Prof. Jefferson M. Delmendo, who was named First Place and Regional Qualifier in the Professional Category of the 9th Agency In-House Review for his research, Electoral Inducements and Voter Decision-Making: Patterns and Influences in a Philippine City. This victory marks back-to-back championships for Asst. Prof. Delmendo, underscoring his continued excellence in research and scholarship.

Further demonstrating his research productivity, Asst. Prof. Delmendo also qualified for the regional competition in the Poster Presentation category with his study, Human Rights and Grassroots Governance: Barangay Human Rights Action Centers (BHRACs) in Baguio City, Philippines.

The department also celebrates the success of its student researchers.

Earning Second Place and Regional Qualifier in the Student Category were Kristine P. Ancheta, Kimberly M. Badang, Earl Rheiner M. Concepcion, Datu Laureano T. Dionisio, Micah Grill T. Kindipan, and Kurt Patrick G. Pakilan for their research, "ITONO MI": An Exploratory Study on Public Perceptions of Cordillera Regional Autonomy. The team was advised by Instr. Kyshelle Jude A. Rafael.

Meanwhile, Irsih O. Careloria, Dina Monique C. Meniado, Xynzhia Shalumi L. Pagnas, and Elyn Margareth R. Rafanan secured Third Place and Regional Qualifier in the same category for their research, Intersectionality of Indigenous LGBTQ+ Governance: A Phenomenological Case Study in the Southern Cordillera, Philippines. The team was likewise advised by Instr. Kyshelle Jude A. Rafael.

The department likewise recognizes the following research teams for being named Finalists in the Non-AANR Socio-Cultural Studies (Student Category):

Yna Karyl D. Crisostomo, Zeranee A. Duguiang, Titus S. Ngaseo, Charlyn M. Olani, and Julianne A. Ramos for their research, Election Campaign Strategies of Local Politicians in Baguio City. Their research adviser is Instr. Zara Dyle L. Puguon.

Erica M. Escat, Alana Joyce C. Gabio, Mikke T. Mendoza, Mark Justin G. Sabordo, and Janis P. Yambot for their research, From K-Pop to Politics: Hallyu Exposure and Political Engagement of Students. Their research adviser is Instr. Valerie G. Wallac.

As regional qualifiers, Asst. Prof. Delmendo and the winning student research teams will represent the University of the Cordilleras at the Joint Regional Symposium on Research, Development, and Extension Highlights (RSRDEH) to be held on September 30 to October 2, 2026, at Kalinga State University in Tabuk City, Kalinga.

These achievements reflect the Department's unwavering commitment to fostering a culture of research excellence, critical inquiry, and evidence-based scholarship. The accomplishments of its faculty and students continue to demonstrate the department's dedication to producing high-quality research that contributes to political science, governance, public policy, and social development.

Last June 30, 2026, the Political Science interns of the University of the Cordilleras organized a Psychological First-Aid Training at the Conference Room, Barangay Hall of Barangay Cruz, La Trinidad, Benguet. The event was attended by Barangay Cruz officials, Tanod members, and health workers.

The training was facilitated by Ms. Christine R. Tuazon, RPsy, RPm, LPT from the Baguio-Benguet Psychological Services and Consultancy Center.

As the community’s first responders, the training ensures that they are able to provide immediate and compassionate support to residents during times of crisis and distress. Empowering our first responders today ensures a safer, more compassionate tomorrow for every Barangay resident.
