𝗙𝗔𝗖𝗨𝗟𝗧𝗬 𝗘𝗡𝗚𝗔𝗚𝗘𝗠𝗘𝗡𝗧 | 𝗟𝗮𝘄𝗮𝗻, 𝗗𝗲𝗹𝗺𝗲𝗻𝗱𝗼 𝗝𝗼𝗶𝗻 𝗔𝗦𝗘𝗔𝗡 𝗣𝗲𝗮𝗰𝗲 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗛𝗶𝗴𝗵-𝗟𝗲𝘃𝗲𝗹 𝗖𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲

Two faculty members from the University of the Cordilleras (UC) participated in the ASEAN Peace Education High-Level Conference, held at the Crowne Plaza Manila Galleria in Quezon City from September 21 to 24, 2026.

Dr. Ferdinand D. Lawan and Asst. Prof. Jefferson M. Delmendo joined educators, policymakers, youth representatives, civil society organizations, development partners, and other stakeholders from across the region in discussions on the role of peace education in advancing sustainable peace, resilience, and regional cooperation in Southeast Asia.

Convened under the Philippines’ ASEAN Chairship theme, “Navigating Our Future, Together,” the conference carried the theme “Peace Education for Shared Futures and Enduring Cooperation.” It served as a regional platform for exchanging good practices and strengthening collaborative approaches to integrating peace education across formal, non-formal, and community-based learning systems.

The conference featured a series of plenary talks and round-table discussions addressing key dimensions of peace education and regional cooperation. These included “Navigating Our Future, Together: Peace Education and ASEAN Community Vision 2045,” “Peace Education Across Various ASEAN Member States: Advancing Shared Priorities for Regional Cooperation,” and “Building Peace from the Ground Up: Integrating Peace Education into Foundational Learning.”

Other sessions focused on intercultural and interfaith dialogue, traditional and Indigenous conflict-resolution practices, violent extremism, cybersecurity threats, social polarization, and youth participation in peace education. The discussions highlighted the importance of peace education not only within educational institutions but also within communities and broader regional initiatives.

𝘿𝙧. 𝙇𝙖𝙬𝙖𝙣 𝙚𝙣𝙜𝙖𝙜𝙚𝙨 𝙞𝙣 𝙘𝙞𝙫𝙞𝙘 𝙚𝙙𝙪𝙘𝙖𝙩𝙞𝙤𝙣 𝙖𝙣𝙙 𝙙𝙞𝙜𝙞𝙩𝙖𝙡 𝙥𝙚𝙖𝙘𝙚𝙗𝙪𝙞𝙡𝙙𝙞𝙣𝙜

Dr. Lawan participated in side events that explored the intersection of peace education, civic participation, and emerging challenges in the digital environment.

Among these was the “Bangsamoro Junior Parliamentarian Program: Institutionalizing Voter and Civic Education in a Political Transition,” which examined approaches to strengthening civic and voter education in the context of political transition.

He also joined “Strengthening Digital Safety, Resilience and Peacebuilding: Advancing Peace Education in Online Spaces,” which addressed the growing importance of digital safety, resilience, and peacebuilding in contemporary learning and communication environments.

𝘼𝙨𝙨𝙩. 𝙋𝙧𝙤𝙛. 𝘿𝙚𝙡𝙢𝙚𝙣𝙙𝙤 𝙚𝙭𝙥𝙡𝙤𝙧𝙚𝙨 𝙘𝙤𝙢𝙢𝙪𝙣𝙞𝙘𝙖𝙩𝙞𝙤𝙣 𝙖𝙣𝙙 𝙡𝙤𝙘𝙖𝙡 𝙞𝙣𝙣𝙤𝙫𝙖𝙩𝙞𝙤𝙣𝙨 𝙞𝙣 𝙥𝙚𝙖𝙘𝙚 𝙚𝙙𝙪𝙘𝙖𝙩𝙞𝙤𝙣

Asst. Prof. Delmendo, meanwhile, participated in side events focusing on strategic communication and locally developed approaches to peace education.

He joined “A Workshop on Communicating Peace in ASEAN Community Vision 2045: Settings, Strategies, Success Indicators, and Strongholds,” which provided a venue for examining how peace education and the ASEAN Community Vision 2045 can be communicated across different contexts and audiences.

He also participated in “From Local Innovation to Regional Impact: Lessons from Project SENANG for Peace Education in ASEAN,” highlighting the potential of community-level innovations to contribute to broader regional peace education initiatives.

𝘼𝙙𝙫𝙖𝙣𝙘𝙞𝙣𝙜 𝙥𝙚𝙖𝙘𝙚 𝙚𝙙𝙪𝙘𝙖𝙩𝙞𝙤𝙣 𝙩𝙝𝙧𝙤𝙪𝙜𝙝 𝙧𝙚𝙜𝙞𝙤𝙣𝙖𝙡 𝙘𝙤𝙤𝙥𝙚𝙧𝙖𝙩𝙞𝙤𝙣

The conference sought to advance peace education as a foundational component of a resilient, innovative, dynamic, and people-centered ASEAN Community. Among its objectives were the exchange of knowledge and good practices among ASEAN Member States and partner countries, the mainstreaming of peace education across curricula and teacher development, and the mobilization of partnerships for research, curriculum development, innovation, and capacity-building.

The participation of Dr. Lawan and Asst. Prof. Delmendo reflects UC’s continuing engagement in regional academic and policy conversations on peace, governance, education, and community development. Their participation also provides opportunities to bring regional perspectives and emerging practices in peace education into academic discussions and institutional initiatives at the University of the Cordilleras.

We are proud to highlight the faculty engagement of Dr. Ferdinand D. Lawan, Assistant Professor and Program Chairperson of Political Science, during the Cordillera Policy Research Forum, held on September 9, 2026, at Benguet State University, La Trinidad, Benguet.

Dr. Lawan served as one of the presenters in Session 3: “Labor Market Governance and Future-Proofing Labor Market Governance,” contributing scholarly insights to discussions on labor market governance and the policies needed to respond to emerging challenges and opportunities in the world of work.

His presentation, “Influence of Social and Human Capital on Farmers' Compliance and Sustainability with Philippine National Standards for Organic Agriculture in Benguet, Philippines”, reflects the important role of political science and interdisciplinary research in informing policy conversations and advancing sustainable development in the Cordillera.

The Department of Political Science proudly celebrates the recent faculty engagement of Asst. Prof. Jefferson M. Delmendo, who served as plenary speaker during the Session 3 of Project QUEST (Quality Enhancement and Scholarly Transformation) of the Commission on Higher Education Regional Office 2 (CHEDRO2) on August 20, 2026.

With more than 150 faculty-researchers from higher education institutions across Region II in attendance, the session focused on “Conducting Policy Research: From Evidence Generation to Policy Impact.” Asst. Prof. Delmendo shared his expertise on policy research, covering policy issue identification, research question formulation, policy research frameworks and methodologies, evidence-based recommendations, and the translation of research into policy-oriented outputs.

His discussion emphasized the importance of moving research beyond knowledge generation and publication toward research utilization and meaningful policy impact, equipping HEI researchers with approaches to produce evidence that can inform institutional and sectoral decision-making.

𝐔𝐂 𝐚𝐥𝐮𝐦𝐧𝐮𝐬 𝐀𝐭𝐭𝐲. 𝐒𝐚𝐪𝐮𝐢𝐥𝐚𝐛𝐨𝐧 𝐢𝐬 𝐚𝐩𝐩𝐨𝐢𝐧𝐭𝐞𝐝 𝐚𝐬 𝐃𝐎𝐇 𝐔𝐧𝐝𝐞𝐫𝐬𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲

The University of the Cordilleras congratulates Atty. Christian Lel Saquilabon, an alumnus of the university, on his appointment as Undersecretary of the Department of Health.

Atty. Saquilabon earned his AB Political Science degree from UC in 2010. Before his appointment to the DOH’s executive leadership, he served as Assistant Secretary and head of the Health Regulation and Facility Development Cluster in 2025.

UC celebrates Atty. Saquilabon’s achievement and wishes him success as he continues to serve the Filipino people.
