The University of Baguio Supreme Student Council (UB SSC) will present KARAPATAN on October 9, 2026.

KARAPATAN is the UB SSC's research and consultation initiative on student rights. It will examine existing policies that safeguard students, the grievance systems they can access, and the safeguards, procedures, and institutional mechanisms available when students raise concerns.

Through research, student input, and legal and policy review, the UB SSC intends to develop evidence-based policy proposals, including a proposed Magna Carta for Students and a proposed Anti-Retaliation and Anti-Reprisal Mechanism. These proposals will undergo consultation, review, and consideration through the appropriate University processes. Any adoption or implementation will remain subject to the necessary University approvals.

Because students should have a say in the rules that affect them, KARAPATAN will engage student bodies and relevant University offices in developing its recommendations. Student experiences and perspectives will help identify concerns, assess existing processes, and inform proposals for stronger institutional safeguards.

KARAPATAN seeks to bring the University of Baguio's Vision, Mission, and Objectives (VMO) into student life. It reflects UB's pursuit of balanced quality education grounded in ethical values, its aim of forming empowered professionals, and its objectives of producing graduates who uphold rightful and just conduct and undertake scientific and significant research.

Guided by Competence, Integrity, and Service, the initiative will emphasize sound research, fair processes, and care for the students affected.

The project also seeks to contribute to the Sustainable Development Goals (SDGs):
• SDG 4 – Quality Education
• SDG 10 – Reduced Inequalities
• SDG 16 – Peace, Justice and Strong Institutions
• SDG 17 – Partnerships for the Goals

KARAPATAN will emphasize stakeholder participation, accountable leadership, and decisions grounded in evidence, reflecting principles associated with the Philippine Quality Award (PQA).

In line with the innovation focus of the World University Rankings for Innovation (WURI), KARAPATAN will study how other universities address student rights and explore how relevant practices may be adapted to Philippine law and UB policy.

Student rights become meaningful when students understand them and have clear, fair ways to raise concerns.

KARAPATAN is the UB SSC's step toward stronger student safeguards and a campus where every student can speak up and be heard.

In times of hardship, let us stand together as one UB community and extend our 𝙢𝙖𝙡𝙖𝙨𝙖𝙠𝙞𝙩 𝙖𝙩 𝙗𝙖𝙮𝙖𝙣𝙞𝙝𝙖𝙣 to a fellow UBian in need.

The 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗼𝗳 𝗕𝗮𝗴𝘂𝗶𝗼 𝗦𝘂𝗽𝗿𝗲𝗺𝗲 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗖𝗼𝘂𝗻𝗰𝗶𝗹, calls on the entire UB community to extend support to a 𝗳𝗶𝗿𝘀𝘁-𝘆𝗲𝗮𝗿 𝗕𝗮𝗰𝗵𝗲𝗹𝗼𝗿 𝗼𝗳 𝗦𝗰𝗶𝗲𝗻𝗰𝗲 𝗶𝗻 𝗜𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 𝘀𝘁𝘂𝗱𝗲𝗻𝘁, and the student’s family, whose home in Bangued, Abra, was recently 𝗱𝗲𝘀𝘁𝗿𝗼𝘆𝗲𝗱 𝗯𝘆 𝗳𝗶𝗿𝗲. Two adult family members also sustained severe burns and are currently receiving medical treatment.

As the family faces the difficult road to recovery, we humbly encourage everyone to share what they can through cash or in-kind donations.

A recent fire in New Lucban, Baguio City has displaced families and left many in need of basic necessities. As they begin to recover from the incident, we are opening an urgent donation drive to help provide immediate support.

At the heart of 𝐁𝐎𝐒𝐈𝐒 𝟐𝟎𝟐𝟔 is the 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫𝐬’ 𝐌𝐞𝐞𝐭𝐢𝐧𝐠, bringing together governors and representatives of student bodies across the University to introduce their organizations, present the services and opportunities they can offer, and identify areas where student leaders can work together to better respond to student needs.
The meeting also recognizes the important role of program-based and university-wide organizations in student governance. These organizations serve as vital channels of representation, bringing forward the experiences, concerns, interests, and aspirations of the students and communities they represent. Their participation helps ensure that student governance is not limited to a single perspective, but is informed by the diverse realities of students across programs, schools, sectors, and areas of interest.
Student organizations are not simply organizers of events; they can serve as 𝐛𝐫𝐢𝐝𝐠𝐞𝐬 between students, their programs, other student bodies, and the University.

This direction is firmly aligned with the 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 𝐨𝐟 𝐁𝐚𝐠𝐮𝐢𝐨’𝐬 𝐕𝐢𝐬𝐢𝐨𝐧, 𝐌𝐢𝐬𝐬𝐢𝐨𝐧, 𝐚𝐧𝐝 𝐎𝐛𝐣𝐞𝐜𝐭𝐢𝐯𝐞𝐬 (𝐕𝐌𝐎), particularly its commitment to developing competent, values-driven, service-oriented, and socially responsive individuals. In relation to the 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞 𝐐𝐮𝐚𝐥𝐢𝐭𝐲 𝐀𝐰𝐚𝐫𝐝𝐬 (𝐏𝐐𝐀), 𝐁𝐎𝐒𝐈𝐒 𝟐𝟎𝟐𝟔 reflects the principles of stakeholder engagement, leadership, strategic alignment, process improvement, responsiveness, and results-oriented service. The Governors’ Meeting creates a structured space for organizations to understand one another, identify shared priorities, exchange effective practices, and develop coordinated responses to student concerns.

The program also supports the innovation and real-world impact orientation of the 𝐖𝐨𝐫𝐥𝐝 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 𝐑𝐚𝐧𝐤𝐢𝐧𝐠𝐬 𝐟𝐨𝐫 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 (𝐖𝐔𝐑𝐈). By encouraging student organizations to collaborate, share resources, develop practical solutions, and address emerging concerns, 𝐁𝐎𝐒𝐈𝐒 𝟐𝟎𝟐𝟔 promotes innovation that is grounded in community needs. It highlights the capacity of students to become active contributors and demonstrates how student-led initiatives can create meaningful social, educational, and organizational impact.
At its core, 𝐁𝐎𝐒𝐈𝐒 𝟐𝟎𝟐𝟔 recognizes that 𝐫𝐞𝐩𝐫𝐞𝐬𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐜𝐚𝐫𝐫𝐢𝐞𝐬 𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐲. Student leaders and organizations are entrusted with listening to the people they represent, bringing their voices to the table, and working with others to turn those voices into meaningful programs, services, and solutions. Through this process, student governance becomes more 𝐨𝐩𝐞𝐧, 𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐯𝐞, 𝐜𝐨𝐥𝐥𝐚𝐛𝐨𝐫𝐚𝐭𝐢𝐯𝐞, 𝐚𝐧𝐝 𝐚𝐜𝐜𝐨𝐮𝐧𝐭𝐚𝐛𝐥𝐞.
