POSAS Resolution No. 3 officially recognizes Atty. Mark Gil Ramolete, Faculty Member of the Department of Political And Social Sciences, as the new Faculty Adviser for Political Science Academic Society for the Academic Year 2026-2027.

Recognizing the vital role of the Faculty Adviser in providing guidance, ensuring organizational continuity, and supporting the Society in achieving its objectives, the Executive Committee affirms that Atty. Ramolete possesses the qualifications necessary to effectively fulfill the responsibilities of the position.

TCR is an internationally refereed journal published by UP Baguio through its research arm, the Cordillera Studies Center.

His study contributes to Baguioโ€™s historiography by examining the Baguio Public Cemetery as one of the city's enduring historical institutions. It traces the cemetery's development, spatial configuration, notable figures interred, and the historical narratives embedded in its landscape, shaped by indigenous, colonial, multi-ethnic, and transnational influences. It further argues its significance as a cultural heritage site and repository of the city's collective memory.

Every August 21, the Philippines commemorates the assassination of Benigno โ€œNinoyโ€ Aquino Jr. in 1983. A senator, journalist, and prominent critic of the Marcos dictatorship, Ninoy spent years imprisoned for opposing an increasingly authoritarian political order. His assassination transformed him into a symbol of resistance and intensified opposition to the regime, eventually contributing to the political momentum that culminated in the 1986 EDSA People Power Revolution.

But remembering Ninoy should mean more than remembering a man who died for democracy. His death forces us to ask a more fundamental political question:

๐–๐ก๐ฒ ๐๐ข๐ ๐ญ๐ก๐ž ๐ฌ๐ฒ๐ฌ๐ญ๐ž๐ฆ ๐ก๐š๐ฏ๐ž ๐ญ๐จ ๐Ÿ๐š๐ข๐ฅ ๐ฌ๐จ ๐œ๐š๐ญ๐š๐ฌ๐ญ๐ซ๐จ๐ฉ๐ก๐ข๐œ๐š๐ฅ๐ฅ๐ฒ ๐›๐ž๐Ÿ๐จ๐ซ๐ž ๐ฆ๐ž๐š๐ง๐ข๐ง๐ ๐Ÿ๐ฎ๐ฅ ๐œ๐ก๐š๐ง๐ ๐ž ๐›๐ž๐œ๐š๐ฆ๐ž ๐ฉ๐จ๐ฌ๐ฌ๐ข๐›๐ฅ๐ž?

Martial law, censorship, political repression, imprisonment, and human rights violations had already existed for years. Ninoy Aquinoโ€™s death became what political sociology calls a focusing event: a dramatic occurrence that concentrates public attention on problems that have long existed beneath the surface. The tragedy did not create the problem. It exposed the extent to which political institutions had already failed.

This distinction matters because it is easy to place the burden on ordinary citizens. We might ask why Filipinos tolerated authoritarianism for so long, why people accepted corruption as normal, or why society only becomes politically mobilized after a catastrophe. But this lazy line of questioning risks blaming the people for problems they often lack the institutional power to solve.

From the perspective of conflict theory, political institutions do not operate alone. Society is structured by unequal distributions of power and resources, and those who benefit from existing arrangements often possess greater capacity to preserve them. This helps explain why structural problems can persist even when their existence is widely known. Corruption becomes normalized, political dynasties remain, educational inequality is not addressed, inadequate healthcare becomes an โ€œunfortunate reality,โ€ and flooding becomes something communities are simply expected to endure in the guise of โ€œFilipino resiliency.โ€

The question, therefore, should not simply be โ€œWhy do people tolerate these problems?โ€ It should be: ๐–๐ก๐จ ๐ก๐š๐ฌ ๐ญ๐ก๐ž ๐ฉ๐จ๐ฐ๐ž๐ซ ๐ญ๐จ ๐œ๐ก๐š๐ง๐ ๐ž ๐ญ๐ก๐ž๐ฆ, ๐š๐ง๐ ๐ฐ๐ก๐ฒ ๐ก๐š๐ฏ๐ž ๐ญ๐ก๐ž๐ฒ ๐Ÿ๐š๐ข๐ฅ๐ž๐ ๐ญ๐จ ๐๐จ ๐ฌ๐จ?

This shifts the discussion from individual level of analysis to institutional accountability. A citizen may know that a river is dangerously polluted, but the citizen does not control environmental regulation. A community may know that its drainage system is inadequte, but it does not control infrastructure budgets. Students may recognize deficiencies in education, but they do not determine national education policy. When institutions repeatedly fail to respond, citizens can eventually develop political resignation: the belief that dysfunction is inevitable and that demanding change will accomplish little. The result is a society that becomes accustomed to problems it should never have accepted.
There is also a structural benefits for governments to respond to crises rather than prevent them. A politician who arrives after a flood can distribute relief, announce assistance, and make visible promises. Preventing the flood years earlier through proper infrastructure produces no dramatic gestures. Likewise, a healthcare crisis generates immediate political attention, while years of investment that prevent such a crisis may go largely unnoticed. This can be understood through rational choice theory: political actors respond to what they can get, and immediate crises often generate greater political pressure than long-term prevention.

This is why Ninoy's death should not simply be interpreted as a story about a people who needed tragedy to awaken. It was also a story about a political system in which power had become concentrated enough for dissent to be suppressed and political violence to occur. The tragedy, therefore, was not simply that people finally woke up.

The tragedy was that the political system had to become violent before the public could no longer be expected to look away.
This is perhaps the most important lesson of Ninoy Aquino's death. Democracy should not depend on the sacrifice of exceptional individuals to expose institutional failure. A functioning political system should possess mechanisms capable of identifying abuses, correcting failures, protecting dissenters, and preventing crises before they become catastrophes. Citizens certainly have responsibilities. They must remain critical, participate in political life, demand transparency, and hold leaders accountable. But civic responsibility cannot become an excuse for institutional irresponsibility.

We should not ask only why the people failed to act sooner. We must also ask why those with the authority to act failed to act at all. The Philippines continues to confront corruption, political dynasties, poverty, educational inequality, inadequate healthcare, environmental degradation, weak institutions, and infrastructure deficiencies. These are not problems that suddenly appear when tragedy strikes. They are problems that develop over years, often accompanied by warnings that institutions had the opportunity to address.

Ninoy's death reminds us that tragedy can awaken a society. But it should also remind us that awakening should not be the primary mechanism of political reform. The goal should not be to create a society that responds heroically after disaster. It should be to create institutions that make preventable disasters less likely to happen.

The greatest way to honor Ninoy is therefore not merely to remember the day he died. It is to build political institutions strong enough that another Ninoy does not have to die before the country recognizes that something is already failing.

Ngunit nagiging kabalintunaan ang lahat kapag ginagamit natin ang AI upang magsulat tungkol sa pagmamahal sa Filipino habang tayo mismo ay patuloy na naniniwalang mas โ€œmatalino,โ€ โ€œpropesyonal,โ€ at โ€œakademikoโ€ ang isang ideyang nakasulat sa Ingles. Nanatiling mas malawak ang representasyon ng Ingles sa generative AI, samantalang maraming wika ang kulang sa digital resources (Kshetri, 2024; Guevara et al., 2024).

At dito pumapasok ang ating paboritong pambansang kasinungalingan: mahal natin ang Filipino kapag Agosto...lang.

Mas malalim pa rito ang problema. Kapag ipinauubaya natin sa AI ang pagsusulat, hindi lamang mga salita ang ipinapagawa natin sa makina. Ipinauubaya rin natin ang ๐ฉ๐š๐ ๐ข๐ ๐ข๐ง๐  ๐ญ๐š๐จ ๐ง๐  ๐š๐ญ๐ข๐ง๐  ๐ฐ๐ข๐ค๐š.

Ang wika ay hindi simpleng koleksiyon ng mga salitang maaaring ayusin ng isang ๐˜ข๐˜ญ๐˜จ๐˜ฐ๐˜ณ๐˜ช๐˜ต๐˜ฉ๐˜ฎ. Bawat salita ay may kasaysayan; bawat idyoma ay may pinagmulan; bawat paraan ng pagsasalita ay hinubog ng karanasan ng mga taong gumamit nito. Ang โ€œ๐˜ฌ๐˜ข๐˜ช๐˜ฏ ๐˜ฌ๐˜ข ๐˜ฏ๐˜ข?โ€ ay hindi lamang tanong tungkol sa pagkain. May pag-aalala, pakikipagkapwa, at isang partikular na anyo ng kulturang Pilipino sa likod nito. Ang โ€œ๐›๐š๐ก๐š๐ฅ๐š ๐ง๐š,โ€ โ€œ๐ฉ๐š๐ค๐ข๐ค๐ข๐ฌ๐š๐ฆ๐š,โ€ โ€œ๐ก๐ข๐ฒ๐š,โ€ at โ€œ๐ฎ๐ญ๐š๐ง๐  ๐ง๐š ๐ฅ๐จ๐จ๐›โ€ ay hindi basta mailalagay sa isang database. Mga konsepto silang nabuo mula sa mahabang karanasan ng pagiging tao; sa ating konteksto, ng pagiging Pilipino.

Halimbawa, alam mo bang ang kinilaw ay matagal nang bahagi ng ating pagkain kahit pa bago dumating ang mga mananakop? Ayon sa mga historyador gaya ni William Henry Scott sa Barangay: Sixteenth-Century Philippine Culture and Society (1994), sa mga sinaunang pamayanang Austronesian sa kapuluan, matagal nang umiiral ang paraan ng paghahanda ng sariwang isda o lamang-dagat na nilalagyan ng s**a, katas ng kalamansi, o iba pang asim upang โ€œlutuinโ€ nang hindi gumagamit ng apoy.

Sa mga tala ng mga unang manlalakbay at sa mga oral na tradisyon ng mga baybayin at Visayas, makikita na ang kinilaw ay hindi lamang pagkain kundi bahagi ng pamumuhay sa tabing-dagat; isang praktikal na tugon sa yaman ng katubigan at sa kaalaman ng mga sinaunang Pilipino sa pagpreserba at lasa. Sa paglipas ng panahon, nagkaroon ito ng ibaโ€™t ibang anyo at pangalan sa ibaโ€™t ibang rehiyon, ngunit nanatili ang diwa nito bilang pagkaing nakaugat sa lupaing ito at sa mga taong matagal nang naninirahan dito.

At kailanman, hindi lubos na malalaman o mararamdaman ng AI ang lasa ng kinilaw; ang tamang timpla ng asim, alat, at anghang na may kasamang amoy ng dagat at alaala ng baybayin dahil ito ay hindi lamang datos o recipe. Ito ay bunga ng mahabang kulturang Pilipino: ng mga kamay na naghiwa, ng mga pamilyang sabay-sabay kumakain, ng mga pangingisdang umuuwi sa dapithapon, at ng mga salitang hindi kayang isalin nang buo sa kahit anong algorithm.

Sa ganitong pananaw, ang wika bilang pundasyon ng kultura ay bunga ng ilang siglo ng pagiging tao ng mga taong nagsasalita nito. Ito ay nabubuhay dahil ginagamit, binabago, nagkakamali, pinagtatawanan, minamahal, at minamana. Kapag hinayaan nating ang makina ang palaging pumili ng ating mga salita, may panganib na maging malinis nga ang pangungusap ngunit wala nang bakas ng taong nagsulat nito.

Dito nagiging nakakatawa ang ating pagdiriwang. May estudyanteng nagsusuot ng barong para sa Buwan ng Wika ngunit ipinapagawa sa AI ang kaniyang sanaysay tungkol sa โ€œpagkakakilanlang Pilipino.โ€ May poster na nagsasabing โ€œIpinagmamalaki ko ang sariling wika,โ€ ngunit ang mismong teksto ay isinulat ng isang makinang hindi kailanman nakaranas sumakay ng jeep, makipagtawaran sa palengke, makipag-โ€œpoโ€ at โ€œopo,โ€ o sabihan ng nanay na โ€œkumain ka na ba?โ€

Hindi kaaway ng Filipino ang AI. Ang mas malaking kaaway ay ang paniniwalang kailangang maging Ingles ang isang ideya upang maging matalino, at kailangang maging AI-generated ang isang teksto upang maging mahusay.

Maaaring gayahin ng AI ang Filipino. Maaari nitong ayusin ang balarila, dagdagan ang talasalitaan, at bumuo ng tila makabuluhang talata. Ngunit hindi nito maaaring angkinin ang mismong karanasang nagbigay-buhay sa wika.

Kaya ngayong Buwan ng Wika, marahil ay dapat nating itanong hindi lamang, โ€œMahal mo ba ang Filipino?โ€ kundi:

Building upon the STELA Freshmen Orientation held earlier that morning, the Department of Political and Social Sciences (DPSS), together with Political Science Academic Society (POSAS) Executive Committee, warmly welcomed its newest members through the ๐˜ฟ๐™‹๐™Ž๐™Ž ๐™๐™ง๐™š๐™จ๐™๐™ž๐™š ๐™Š๐™ง๐™ž๐™š๐™ฃ๐™ฉ๐™–๐™ฉ๐™ž๐™ค๐™ฃ ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ”.

Held on ๐˜ผ๐™ช๐™œ๐™ช๐™จ๐™ฉ ๐Ÿ๐Ÿ•, ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ”, at the ๐™๐™ง. ๐™…๐™ค๐™จ๐™š๐™ฅ๐™ ๐™‘๐™–๐™ฃ ๐™™๐™š๐™ฃ ๐˜ฟ๐™–๐™š๐™ก๐™š๐™ฃ, ๐˜พ๐™„๐˜พ๐™ˆ, ๐˜พ๐˜พ๐˜ผ ๐™๐™๐™š๐™–๐™ฉ๐™š๐™ง, the orientation served as an avenue for our freshies to become familiar with the departmental organization, its programs and curriculum, and the people who will be part of their academic journey.

From getting to know the DPSS Faculty members and understanding course expectations to discovering the PolSay Journey through POSAS, our freshies were introduced to the various opportunities, projects, and experiences that await them. The event also gave them the chance to meet the POSAS Executive Committee and different committees, while engaging in fun activities and insightful conversations with their professors, manongs and manangs.

More than an orientation, the event also marked the beginning of a new journey, transitioning from senior high school to college life, filled with learning, connection, service, and growth.

As POSAS Adviser Atty. Mark Gil Ramolete shared in his closing remarks, โ€œ๐™Ž๐™– ๐™Ž๐™‡๐™, ๐™ข๐™–๐™ฎ ๐™—๐™–๐™๐™–๐™ฎ ๐™ ๐™–. ๐™Ž๐™– ๐™‹๐™Š๐™Ž๐˜ผ๐™Ž, ๐™ข๐™–๐™ฎ ๐™ฅ๐™–๐™ข๐™ž๐™ก๐™ฎ๐™– ๐™ ๐™–.โ€ A reminder that beyond the classrooms and academic spaces, every PolSay student has a home in SLU and a family in POSAS to call their own.

The freshmen were introduced to the different offices and departments under STELA, giving them a better understanding of the community they are now part of. They were likewise acquainted with the various co-curricular and extra-curricular student organizations of STELA, highlighting the many avenues available for them to explore their interests and develop their skills.

Ms. Cayat entailed that POSASโ€™s story began in 1971 and it has been passed through from generations; she emphasized that POSAS is an outlet for growth, service, knowledge, and collaboration.
