The Commission on Higher Education Regional Office III successfully convened the โA-C-H-I-E-V-I-N-G Real-Time Data Excellence and Gender Mainstreaming for Region III Registrarsโ assembly on May 26, 2026 at the Orchids Garden Resort Complex, City of San Fernando, Pampanga gathering registrars and Management Information System (MIS) personnel from private Higher Education Institutions (HEIs), Local Universities and Colleges (LUCs), and State Universities and Colleges (SUCs) across Central Luzon. Representing TeamREGI of Bataan Peninsula State University were University Registrar Mr. Ferdinand M. Santos, Associate Registrar Ms. Jasmin A. Gomez, Abucay Campus Registrar Ms. Aira Joy B. Isidro, Bagac Campus Registrar Mr. Aldrin M. Valencia, Balanga Campus Registrarโs Office staff Ms. Mary Grace B. Caragay, Dinalupihan Campus Registrar Ms. Carolina T. Dela Peรฑa, Orani Campus Registrar Ms. Jocelyn R. Ignacio, and MIS staff Mr. Anthony William C. Batol.
The assembly formally opened through the welcome remarks of Dr. Bernard S. Pantonilla, Chief Education Program Specialist who acknowledged the vital participation of registrars and MIS personnel in strengthening higher education governance and institutional accountability. He likewise introduced the officials and personnel of CHED Regional Office III, emphasizing the agencyโs continuing commitment to digital transformation, data-driven governance, and responsive educational services in the region.
A significant highlight of the activity was the discussion of the CHED ACHIEVE agenda by Ms. Maricris Z. David, Education Supervisor II. The agenda underscored the importance of real-time and reliable institutional data in guiding national and regional higher education policies, program development, and quality assurance mechanisms. For registrars, the initiative reinforces their crucial responsibility in maintaining accurate academic records, enrollment statistics, graduate information, and institutional reports that serve as the backbone of evidence-based decision-making in higher education institutions. The discussion also highlighted how efficient data management systems contribute to transparency, accountability, and improved delivery of services to students and stakeholders.
Meanwhile, Supervising Education Program Specialist Dr. Maria Teresa S. Salta discussed the salient provisions of CHED Memorandum Order No. 45, series of 2016, otherwise known as the โAnnual Higher Education Data/Information Collection.โ The presentation emphasized the critical role of timely and accurate submission of institutional data to CHED, as these reports are utilized in national planning, policy formulation, budget allocation, scholarship programming, accreditation, and monitoring of institutional performance. Registrars were reminded that data accuracy directly affects the integrity of higher education statistics and supports the governmentโs efforts toward responsive and inclusive education systems.
Further strengthening the participantsโ technical competencies, Mr. Clarence R. Estacio and Ms. Sherina Y. Dungca thoroughly discussed the templates for annual data collection, including common observations and recurring issues encountered during submissions. Their discussion guided registrars and MIS personnel on improving consistency, completeness, and compliance in institutional reporting processes.
Another important segment of the assembly featured Ms. Maricar S. Reyes, Records Officer who demonstrated the eCAV Portal. She also discussed the Special Order (SO) application guidelines and processes. The orientation equipped registrars with updated procedures on digital verification and authentication systems, supporting faster, more secure, and more efficient processing of student and graduate records.
In her inspirational message, Dr. Maura Consolacion D. Cristobal, CESO III, Director IV highlighted the indispensable role of registrars in the success of higher education institutions. She emphasized that registrars serve as the โheart of the institutionโ because of their direct involvement in safeguarding academic integrity, ensuring compliance with educational policies, and facilitating efficient student services. She likewise recognized the dedication of registrars in maintaining accurate institutional records that greatly contribute to CHEDโs nationwide educational initiatives and reforms.
The activity also integrated gender-responsive education through the discussion of CHEDRO-III GAD Focal Person Ms. Tricia Gayle C. Bondoc, Education Supervisor II on gender-responsive registrar services in HEIs. The session highlighted the importance of creating inclusive, equitable, and accessible frontline services that recognize diversity and uphold gender sensitivity in institutional policies and daily operations. Participants were encouraged to continuously strengthen Gender and Development (GAD) initiatives within registrar processes and student support systems.
As the elected President of the Association of Registrars of Higher Education Institutions Region III (ARHEI-III), Mr. Ferdinand M. Santos reaffirmed the associationโs commitment and support to the initiatives and programs of CHED Regional Office III. During his presentation, he introduced the newly elected set of officers of ARHEI-III, shared the associationโs future plans and activities, and encouraged active participation and membership among registrars in the region. He emphasized the importance of collaboration and professional solidarity in advancing quality registrar services and institutional development.
The assembly also featured Mr. Christopher A. Mayo of the Licensure and Registration Division (LRD)-Application Section, who discussed the latest Professional Regulation Commission (PRC) guidelines and requirements for licensure examinations. The discussion provided valuable updates to registrars regarding documentary compliance, graduate eligibility, and institutional responsibilities in supporting board examination applicants.
The regional assembly concluded with the Pledge of Commitment among registrars, symbolizing their collective dedication to excellence in data management, quality service delivery, digital innovation, gender mainstreaming, and institutional accountability in higher education. The activity further strengthened the collaborative efforts of CHEDRO-III and registrars across Central Luzon toward advancing responsive, transparent, and student-centered educational services aligned with Sustainable Development Goal 4 (Quality Education), SDG 5 (Gender Equality), and SDG 16 (Peace, Justice, and Strong Institutions).
