“Empowering Future Educators Through Ethics and Law”
College of Teacher Education Conducts Seminar on Professional Ethics and Legal Responsibilities in Teaching
The College of Teacher Education of the Abra State Institute of Sciences and Technology (ASIST) conducted a seminar-training titled “Professional Ethics and Legal Responsibilities in Teaching” on April 20, 2026, at the Social Hall, Gabaldon Building, Bangued Campus. The activity gathered second-year students enrolled in Professional Education 63: The Teaching Profession from BEED, BECED, BSED (Science, English, Filipino, Math), BTVTED, and BTLED programs.
The seminar aimed to deepen students’ understanding of teachers’ rights, duties, and responsibilities, as well as the legal foundations that guide the teaching profession. It emphasized the importance of professionalism, ethical conduct, and accountability among future educators. The Prof Ed 63 Course faculty organized the activity to help students connect their classroom learning to real-life teaching situations.
The event featured invited resource speakers, Atty. Mc Vernon Balubal and Atty. Jaymart B. Bello, who shared their expertise on educational laws and professional ethics. Atty. Balubal discussed the Magna Carta for Public School Teachers, highlighting teacher welfare, rights, and privileges. Atty. Bello further explained legal responsibilities and provided guidance on handling ethical issues and decision-making in the school setting.
Key topics covered during the seminar included the Education Act of 1982 (BP 232), Teachers as Persons in Authority (CA 578), and RA 7877 or the Anti-Sexual Harassment Act of 1995, along with other relevant laws that support safe, fair, and professional learning environments. These discussions helped students better understand their role as future educators who must uphold discipline, integrity, and respect.
The activity was made possible through the initiative of the Training Coordinator, Ms. Susann M. Bernardez. It was further strengthened by the support of the faculty members teaching the course, Dr. Calixto Valera and Dr. Dioniso Visco. Special appreciation is also extended to the CTE Dean, Dr. Marian Loren B. Valera who also delivered a heartfelt message to the student participants. To the Program Heads: Mr. Ramir Bañez (BEED), Dr. Dexter Ulidan (BECED), Dr. Emalyn Bisares (BTLED), and Ms. Ann Creia Tupasi (BTVTED) for their guidance and support in the successful conduct of the activity.
The seminar served as a very insightful learning experience for the participants, strengthening their awareness of ethical standards and legal accountability in the teaching profession.
The activity concluded with a message encouraging students to apply what they have learned and continue developing themselves as competent, ethical, and law-abiding educators committed to quality education. (April 20, 2026)
