More than a collection of figures, MCAT2026 by the Numbers reflects MMSU's commitment to Republic Act No. 10931 by ensuring that access to higher education is not only free but also equitable and inclusive.

By presenting data on equity target groups, including persons with disabilities (PWDs), Indigenous Peoples (IPs), first-generation college applicants, students from low-income households, and other underserved sectors, we gain a clearer picture of who we are reaching and where support is still needed.

These insights guide the University in strengthening admissions policies, improving student support services, providing reasonable accommodations, and developing targeted interventions that help more students succeed.

As Nelson Mandela once said, "Education is the most powerful weapon which you can use to change the world." By focusing on equity, we help ensure that this opportunity is placed in everyone's hands, not just a privileged few.

𝐅𝐨𝐫𝐭𝐲-𝐟𝐢𝐞𝐝 𝐛𝐲 𝐒𝐞𝐫𝐯𝐢𝐜𝐞.

Today, July 16, marks the 40th year of government service of our University Registrar, Prof. Henedine A. Aguinaldo. Since beginning her career on July 16, 1986, she has dedicated four decades to serving with integrity, excellence, and purpose.

From her years in the academe and the Office of Student Affairs and Services, where she championed student welfare and development, to her leadership in the Office of the University Registrar, Ma'am Henedine has consistently exemplified what it means to serve with compassion and commitment.

Through changing times, evolving systems, and the inevitable challenges that came with serving generations of students, she has remained steadfast in finding solutions and delivering quality public service. Her leadership was especially evident when she took on the role of University Registrar during the pandemic, ensuring that admissions, registration, graduation, and other essential academic services continued despite unprecedented challenges.

Four decades later, her legacy is defined not only by the years she has served, but by the countless students she has guided, the colleagues she has inspired, and the institution she has helped strengthen.

MMSU earned an 89.97% “Satisfactory” rating and placed in the 93rd percentile nationwide in the 2024 ARTA Report Card Survey (RCS) 2.0.

This recognition reflects our frontline teams, including the Office of the University Registrar, headed by University Registrar Prof. Henedine A. Aguinaldo, and their commitment to efficient, transparent, and client-centered service. MMSU scored perfectly for access, communications, and payment processes, and received positive feedback from surveyed clients.

As a “University for the People,” we will continue improving services under the SUCCEED Agenda. Congratulations, MMSU community!

𝗡𝗘𝗪𝗦 | MMSU lands in 93rd percentile nationwide in 2024 ARTA audit

Efficient and client-centered public service placed Mariano Marcos State University (MMSU) in the 93rd percentile among government offices evaluated nationwide in the 2024 Report Card Survey (RCS) 2.0 of the Anti-Red Tape Authority (ARTA), as confirmed by the university's official scorecard received on July 1.

MMSU earned an 89.97% "Satisfactory" rating in the nationwide assessment conducted pursuant to Section 20 of Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. The survey evaluates government agencies' delivery of frontline services and gathers client feedback to help improve the quality of public service.

MMSU President Virgilio Julius P. Manzano, Jr. attributed the recognition to the collective work of the university's officials and employees in improving services and maintaining good governance.

"This recognition demonstrates the hard work of our officials and staff to provide quality public service. We will keep working on our systems and processes to ensure that every transaction at MMSU is smooth, transparent, and meets the needs of our community. As a University for the People, we will continue to make our services more accessible and responsive to the people we serve," President Manzano said.

He added that under the SUCCEED Agenda, “Exemplary Governance” remains one of the university's priorities as it continues to improve its services and better serve its stakeholders.

According to the official RCS 2.0 Full Scorecard, MMSU's overall rating was anchored on its strong performance in the survey component, where it earned 63.97 points out of the 70-point allocation. This component combined the results of the Survey Questionnaire, Inspection Checklist, and Client Satisfaction Measurement.

The university posted perfect scores in the unweighted inspection criteria for access and facilities, communications, and payment and processes, while earning a 91% score in service delivery.

Feedback from the 30 clients surveyed also reflected a positive service experience. All respondents expressed satisfaction with the office layout, observed an active queuing system, and completed their transactions without being approached by fixers. In addition, 95% confirmed that the fees they paid were consistent with those indicated in the Citizen's Charter.

MMSU also earned an additional 3.0 bonus points under the External Recognition category after submitting two valid international awards recognizing the university's excellence in service delivery.

The RCS 2.0 is ARTA's enhanced assessment tool for measuring compliance with Republic Act No. 11032 and evaluating the quality of government service delivery. Developed in partnership with the Civil Service Commission and the Philippine Statistics Authority, the survey combines on-site inspections, document validation, and client feedback to help government agencies identify areas for improvement while promoting faster, simpler, and more citizen-centered public services.

REMINDER | STUDENT ID APPLICATION

All incoming freshmen and transferees must complete their Student ID application via the MMSU Student Portal (https://mys.mmsu.edu.ph/v2/application-id) as soon as possible.

Follow the guide and upload a compliant photo, signature, and emergency contact. Incomplete applications will not be processed, and no ID will be issued.

Please note that the schedule for the issuance of Student IDs will be announced separately.
