In line with the university’s continued efforts to ensure academic continuity through flexible learning, first-year students of Pangasinan State University – Bayambang Campus (PSU-BC) participated in an orientation on the utilization of Microsoft (MS) Teams held at the Learning Resource Center (LRC) Library on April 22.

The activity aimed to prepare students for the effective implementation of alternative learning and work arrangements as mandated by the university.

Campus MIS Coordinator, Asst. Prof. Sarah Jane Ferrer, facilitated the session, providing a comprehensive, step-by-step guide on creating accounts, navigating the platform, and joining virtual classes.

The orientation also featured a live demonstration and class simulation, allowing students to gain hands-on experience and familiarize themselves with the application in an engaging and interactive manner.

Microsoft Teams will serve as the primary platform for synchronous online classes in compliance with Memorandum Order No. 77, Series of 2026, reinforcing the university’s commitment to adaptive and technology-driven instruction.

Meanwhile, a separate orientation for second-year students is scheduled on May 5 at the LRC Audio-Visual Room (AVR).

Through the initiative of the University Management Information System (MIS) and Dr. Weenalei T. Pangasinan State University–Bayambang Campus (PSU-BC) formally received the stainless gate, a donation from Batch 1997 alumni during a turnover ceremony held on April 20, reaffirming the alumni’s enduring commitment to support the university’s development and academic mission.

The activity was led by Batch ’97 President, Dr. James Ferrer, represented by its fellow alumni, Dr. Agnes R. Lopez, Dr. Irene G. Laza, Dr. Liza Quimson, Ms. Amelia D. Bravo, and Ms. Frauline C. Dela Cruz.The project was also initiated and spearheaded by Dr. Liza Quimson during her term as Campus Executive Director of the Bayambang Campus.

In behalf of Dr. Madlyn D. Tingco, Campus Executive Director, the stainless gate was formally received on by Dr. Cheryl Mendoza, Dean of the College Teacher Education , Dr. Ma. Bernice Glizzle Catabay, Dean of the Institute of Nursing, and Assoc. Prof. Leonardo Basilio Jr., signifying the collective appreciation of the campus for the alumni’s generous contribution.

Also present during the turnover was the PSU Alumni Association, led by its President, Dr. Julie D. Junio, who was ably represented by the Association’s Treasurer, Associate Professor Perla Delos Santos, further highlighting the strong collaboration between the university and its alumni network.

The university expresses its gratitude to Batch ’97 for their initiative, emphasizing that such contributions greatly enhance the learning environment and support the university’s pursuit of excellence.

Taking part in building the nation's future, Pangasinan State University - Bayambang Campus, in partnership with FPJ Panday Bayanihan and FPJ Youth conducted " : Sa Gobyerno ang Aksyon Dapat," a School Caravan on Government Competence at the Benigno Aldana Gymnasium, April 21.

The civic forum gathered student leaders who actively engaged in discussions on civic awareness, accountability, and the role of public service in nation-building, reinforcing the university's commitment in cultivating informed, responsible, and participative citizens. The event also highlighted the importance of youth involvement in democratic processes that builds society.

In his keynote speech, Honorable Rep. Brian Poe-Llamanzares of the FPJ Partylist emphasized the importance of progressive reforms that strengthen government responsiveness to the needs of the people. He also underscored the value of citizen participation, stating:

“Napakahalaga ng citizen participation upang maiparating ang mga isyu at adbokasiyang nais ninyong makita, nang sa gayon ay maitulak namin ang mga ito sa Kongreso at sa pamahalaan.”

Throughout the program, participants gained deeper insights into the principles of good governance and were encouraged to take a more active role in their communities.

The event was spearheaded by the Campus Student Services and Alumni Affairs Office through Dean Asst. Prof. Leonardo V. Basilio Jr., in collaboration with the Supreme Student Council (SSC) through SSC Adviser Dr. Jessa Eugenio Torio and SSC President Ms. Chynna Mae Samson, serving as local counterparts to FPJ Panday Bayanihan and FPJ Youth. The PSU Bayambang Campus Learning Resource Center (LRC), together with the Campus Librarians and faculty member representatives from different departments, actively participated in the Book Exhibit 2026 held on April 14–15, 2026 at the PSU Lingayen Campus DVITC Library.

The activity was spearheaded by the University LRC Head, 𝗠𝘀. 𝗠𝗮𝗿𝘆 𝗔𝗻𝗻 𝗖. 𝗠𝗮𝗻𝗴𝗮𝗽𝗼𝘁, with the full support of the University President, 𝗗𝗿. 𝗘𝗹𝗯𝗲𝗿𝘁 𝗠. Pangasinan State University (PSU) Bayambang Campus, in partnership with the 71st Infantry Battalion, 7th Infantry Division, Philippine Army successfully conducted a Campus Peace Symposium aimed at strengthening peace education, youth awareness, and leadership development among students, at the Benigno Aldana Gymnasium, April 16.

Anchored on the vital role of the youth in nation-building, the symposium highlighted Republic Act No. 8044 or the Youth in Nation-Building Act. 1LT Louie Rex R. Cesnorio emphasized that the country’s future rests in the hands of the younger generation, urging students to become proactive contributors to national development through informed and responsible participation.

A key component of the activity was raising awareness on national security concerns, particularly the recruitment strategies employed by communist groups.

Discussions outlined the structure and interrelated roles of the CPP-NPA-NDF, as well as the methodology of the so-called “People’s Protracted War,” which involves the stages of arousing, organizing, and mobilizing sectors.

Cpl Ryan U Santos (Inf) PA, from Charlie Company, 71IB, 7ID, PA, further elaborated on the stages of youth recruitment, equipping students with the knowledge to recognize and resist deceptive tactics.

Reinforcing its peace advocacy thrust, the symposium promoted the prevention of violent extremism and encouraged students to practice positive youth activism—channeling their voices and actions toward constructive, community-centered change. The symposium also strengthened students’ sense of nationalism and patriotism through a discussion on the West Philippine Sea. Key concepts such as the Maritime Zone Act, Exclusive Economic Zone (EEZ), and the principles of freedom of navigation and overflight were presented, reinforcing the message: “Our Sea. Our Right. Our Future.”

Beyond awareness, the activity served as a platform for leadership development, inspiring students to take initiative in community and national affairs. It also featured a career orientation session led by Sgt Jessie Sumibcay (FS) PA, from the Personnel Management Center, Army Recruitment Office, who discussed opportunities in the Philippine military, including pathways to the Philippine Military Academy (PMA) and the Officer Candidate School (OCS).

The event was organized by the Campus National Service Training Program Office, led by Mr. Rostom Jay Bitamog, through the support of University President Dr. Elbert M. Galas and Campus Executive Director Dr. Madlyn D. Tingco.

Through this initiative, PSU Bayambang reaffirms its commitment to developing informed, resilient, and socially responsible individuals—empowering the youth to become leaders, peacebuilders, and active partners in nation-building.

The Pangasinan State University – Bayambang Campus reinforced its commitment to sustainable campus development and inter-agency collaboration through a stakeholders’ consultation meeting focused on the Land Use Development and Infrastructure Plan (LUDIP) at the Campus Educational Technology Room, April 16.

Held in coordination with representatives from the Local Government Unit (LGU) of Bayambang, the activity gathered key officials and sectoral partners to ensure alignment between the campus' development framework and the municipality’s Comprehensive Land Use Plan (CLUP).

The consultation was anchored on Republic Act No. 11396, which mandates all State Universities and Colleges (SUCs) to formulate and implement a comprehensive land use and infrastructure plan aligned with local and national development priorities.

The primary objective of the meeting was to consult with the LGU to ensure that PSU’s LUDIP is consistent with existing local land use policies, zoning regulations, and development standards. Discussions emphasized the importance of harmonizing institutional plans with the LGU’s CLUP to promote efficient land utilization and long-term sustainability.

The LGU representatives also presented critical zoning principles, including:

• Zone Compatibility – ensuring that land use aligns with designated zoning classifications
• Non-conforming Uses – addressing existing structures or functions that do not align with current zoning
• Planned Unit Development (PUD) – promoting integrated and flexible land development approaches
Stakeholder Participation

In a statement, LGU BYB Zoning Officer Mr. Sylvester Caldero underscored the importance of such collaborative initiatives:

“Mahalaga talaga ang ganitong meeting kasi dito natin naiintegrate ang needs ng iba’t ibang sectors, and mas naa-assess natin nang maayos ang current situation—especially for PSU Bayambang. Maganda rin na may initiative kayo na mag-set ng ganitong discussions para mas may background na at mas maging productive ang mga susunod na stakeholders’ meetings.”

The meeting was attended by representatives from PSU Bayambang, including the Campus Executive Director Dr. Madlyn D. Tingco, OIC-Campus Administrative Officer Prof. Dennis V. Montoya, Planning Coordinator Mr. Jason B. Sarmiento, Gender and Development Office Coordinator Dr. Ma. Theresa E. Newly Elected PSU-BC Alumni Officers Initiate First Project

Newly elected alumni officers of Pangasinan State University–Bayambang Campus (PSU-BC), led by Alumni President Dr. Julie D. Junio, successfully carried out the retiling of Main Building Room 10 as their initial project, reinforcing their commitment to sustaining support for the University.

Alumni of Pangasinan State University–Bayambang Campus (PSU-BC) Batch 1981 convened for a homecoming celebration in commemoration of their 45th anniversary, held at the Learning Resource Center, Audio-Visual Room, on March 27.

Also joining the celebration were their esteemed former professors, including Dr. Lita Saygo, Dr. Annie Manalang , Dr. Ofelia Fernandez, Dr. Adela Paragas, Prof. Januario Cuchapin, and Dr. Bernardo Jimenez, whose presence made the gathering more meaningful as alumni reconnected not only with classmates but also with mentors who had been part of their academic journey.

Highlights of the program included a campus tour, photo sessions, and a video presentation showcasing the journeys and achievements of the Batch 1981 graduates. During the campus tour, the group was accompanied by CTE Dean, Dr. Cheryl P. Mendoza, who guided the alumni and shared updates on the University’s developments.

Representatives from the Pangasinan State University Laboratory High School (PSU-LHS), serving as the representative unit of the PSU–Bayambang Campus College of Teacher Education (CTE), actively participated in the panel discussion titled “Preparing JHS Teachers for Foundational Recovery,” held on April 1 at the Seda Hotel BGC.

The activity was organized by the Teacher Education Council in partnership with EDCOM II and the Office of Senator Sherwin T. Gatchalian, bringing together education leaders, teacher education institutions, and junior high school representatives to address pressing concerns on declining learner proficiency and strengthen teacher preparation in the country.

Representing PSU-LHS were Dr. Marjorie P. Lacap, Chairperson of the Laboratory High School, along with faculty members Ms. Ryll G. Vallo and Ms. Mary Jezel G. Macaraeg.

Serving as keynote speaker was Dr. Penny Bishop of Boston University, who shared global insights on developmentally responsive middle schools and effective strategies for preparing teachers of early adolescents.

Through its in-depth and compelling stories, Metamorphosis, the official English student publication of Pangasinan State University – Laboratory High School (PSU-LHS), has clinched First Place as Region I’s Best School Paper (English Category-Secondary Level).

Announced in Regional Memorandum No. 410, s. 2026, the victory follows a rigorous evaluation period from March 25 to 28. To secure the championship, the publication proved its editorial edge across six technical categories: News, Editorial, Feature, Science and Technology, Sports, and Layout.

This milestone is the direct result of the tireless dedication of the student staffers, spearheaded by Editor in Chief Jellaica Reign D. Velasco, alongside the expert mentorship of their advisory team. The publication is guided by adviser Mr. Adrian D. Veloso and co-advisers Ms. Faith A. Ceralde, Mr. Paul Alexander M. Magalong, and Ms. Ryll G. Vallo.

The staff credits their success to the continuous guidance and encouragement provided by the PSU-LHS administration and the Schools Division Office of Pangasinan I. As the regional champion, Metamorphosis will be featured in the 2026 National Schools Press Conference (NSPC). The paper will be included in the official national school paper exhibit alongside fellow regional qualifiers: The Vibrations from Teodoro Hernaez National High School, The Louisian Newsette from Saint Louis College, The Blazing Beacon from East Central Integrated School, and Cacupangan Views from Cabanaetan National High School.

𝙋𝙧𝙚𝙨 𝙀𝙈𝙂 𝙡𝙚𝙖𝙙𝙨 𝘽𝘾 𝙞𝙣𝙨𝙥𝙚𝙘𝙩𝙞𝙤𝙣

Anchored on Ensuring Mechanisms for Growth (EMG), Pangasinan State University (PSU) President Dr. Elbert M. Galas conducted a comprehensive on-site facilities and infrastructure inspection at the PSU–Bayambang Campus, March 31, reinforcing the University’s commitment to quality education and continuous institutional improvement.

President Galas was joined by key university officials, including University Global Citizenship Education Director Dr. Cristeta Dulos, Vice President for Quality Assurance Dr. Celeste Mercado, Dr. Jenylyn Oboza, Alaminos Campus Executive Director Dr. Liza Quimson, and Faculty Regent Dr. Ace John Mark P. Liwanag. The visit aimed to assess campus facilities, provide technical guidance, and ensure a learning environment that supports both academic excellence and holistic development.

The inspection was coordinated in collaboration with Bayambang Campus officials led by Campus Executive Director Dr. Madlyn D. Tingco, alongside College of Teacher Education Dean Dr. Cheryl C. Mendoza, OSSAA Dean Prof. Leonardo Basilio Jr., and other campus officials. The activity followed a structured tour of campus facilities and a closing discussion to consolidate insights and recommendations.

During the visit, university leaders emphasized the vital role of well-maintained and future-ready infrastructure in delivering quality education. The initiative forms part of PSU’s broader efforts to align campus operations with institutional standards and to foster a conducive teaching and learning environment.

In the closing session, President Galas and the accompanying officials shared initial feedback and recommendations to further enhance campus facilities and services.

The Bayambang Campus community expressed its appreciation for the guidance, reaffirming its shared commitment with the University administration to sustain excellence and produce competent, values-driven, and industry-ready graduates.
