On April 13, 2026, the Department of Forest Science of Biliran Province State University conducted an initial meeting with the Institute of Forestry and Environmental Sciences, University of Chittagong, Bangladesh to explore potential academic and research collaboration. The University of Chittagong delegation was led by Prof. Dr. Mohammed Al-Amin, Dean of the Faculty of Science, together with Prof. Dr. Mohammed Mosharraf Hossain, Director of the Institute of Forestry and Environmental Sciences, and Dr. Sohag Miah, Assistant Professor, along with their faculty members.

From BiPSU, the meeting was represented by Prof. Dr. Randy Villarin, Dean of the School of Agri-Industries and Natural Resources Management, Prof. Melanie Moncada, Program Chair of the Department of Forest Science, and core faculty members. The meeting was also attended by Ms. Chiejheaca Jehanna G. Yu, Director of the BiPSU International Affairs Office. The collaboration was initiated by Dr. Ruffy Rodrigo and Dr. Sohag Miah, reflecting a shared vision to strengthen international academic linkages.

The discussion focused on potential collaborations in joint research, faculty and student exchange, co-authored publications, and institutional partnerships. Both institutions expressed strong interest in advancing sustainable forestry, environmental research, and capacity-building initiatives through continued engagement.

United for Nature: BiPSU Forest Science Joins Coastal Protection and Mangrove Restoration Initiatives

Demonstrating a strong and continuous commitment to environmental stewardship, the BiPSU – Department of Forest Science faculty, staff, and students actively participated in two significant environmental initiatives held in Biliran Province. These activities reflect the department’s dedication to promoting sustainability, community engagement, and environmental awareness through collective action.

On March 13, 2026, the department joined the Coastal Clean-Up Drive organized in partnership with the DENR – Municipal Environment and Natural Resources Office (MENRO) of Biliran at the coastal area of Brgy. San Roque, Biliran. In the early hours of the day, participants gathered along the shoreline, united by a shared purpose of restoring and protecting the coastal environment. Through coordinated efforts, volunteers collected various types of waste, emphasizing the importance of proper waste management and strengthening awareness on the pressing issue of marine pollution.

The following day, March 14, 2026, the department took part in a Mangrove Tree Planting Activity led by the Philippine Society of Agricultural and Biosystems Engineers (PSABE), in collaboration with the Sanggalang Fisherfolks and Farmers Association at Brgy. Sanggalang, Biliran. Participants worked collaboratively in planting mangrove propagules, particularly Rhizophora mucronata (locally known as bakauan babae) and Rhizophora apiculata (bakauan lalake), contributing to the ongoing rehabilitation and sustainability of coastal ecosystems.

The activity was conducted in a site previously referred to as a “dead forest,” which had been severely degraded due to erosion caused by a past typhoon. However, the presence of naturally regenerating saplings in the area reflects the gradual recovery of the ecosystem. This initiative further emphasized the vital role of mangroves in shoreline protection, biodiversity conservation, and climate change mitigation, while reinforcing the importance of sustained restoration efforts in vulnerable coastal zones.

Through these initiatives, the Department of Forest Science continues to cultivate a culture of environmental responsibility and proactive community involvement. These collective efforts serve as a testament to the power of unity in creating meaningful, lasting impacts for the environment and future generations.

Wildlife Release Activity: Owl Reintroduction

On the afternoon of March 23, 2026, a wildlife release activity was conducted at Biliran Province State University – Biliran Campus through the collaborative efforts of the DENR–Provincial Environment and Natural Resources Office and the BiPSU Department of Forest Science. This initiative reflected a shared commitment to conservation, bringing together government and academic institutions in support of biodiversity protection and environmental responsibility.

At the heart of the activity was the release of a rehabilitated Philippine grass owl (Tyto longimembris amauronota), a species known to thrive in open grassy plains and hilly terrains similar to the chosen release site. After undergoing proper care and recovery, the owl was carefully handled and released, pausing only for a brief moment before spreading its wings and returning to the wild where it rightfully belongs.

More than a simple release, the event served as a powerful reminder of the importance of safeguarding wildlife and preserving the delicate balance of our ecosystems. It emphasized how collective action and continued awareness can create meaningful impact in ensuring that species like the Philippine grass owl continue to exist in their natural habitats.

For the faculty and second-year forestry students in attendance, the experience offered a deeper understanding of practical conservation efforts and their real-world significance. It strengthened our sense of responsibility as future stewards of the environment, inspiring us to actively contribute to the sustainable management and protection of our natural resources.

ADVISORY: In line with the national policy on energy conservation, the Office of the University President has issued internal guidelines implementing a four-day onsite work arrangement from Monday to Thursday, while still observing the required 40-hour workweek for personnel.

Under these guidelines, regular classes will be held from Monday to Thursday. Fridays will generally have no regular classes, except for NSTP and other approved academic activities. Administrative personnel will follow a compressed workweek schedule. Access to the campus from Friday to Sunday will require permits to help manage and conserve energy use.

The University will also implement campus-wide energy conservation measures. This includes regulating the use of air-conditioning units, which will generally operate from 9:00 AM to 4:00 PM, and ensuring that non-essential equipment is turned off after office and class hours.
These measures are part of our collective effort to reduce energy consumption while ensuring the continued operations of the University.

Biliran Biodiversity Exploration Reveals Potential New Species Discoveries

Biliran, Philippines, January 29, 2026

The Department of Forest Science of Biliran Province State University (BiPSU) – Biliran Campus hosted a landmark special lecture on Thursday, January 29, 2026, bringing national-level scientific expertise directly to the province.

Held at the Research and Academic Building, the lecture titled “Diversity and Conservation Status of Philippine Flora” featured Dr. Pastor L. Malabrigo Jr., Professor 10 from the College of Forestry and Natural Resources (CFNR), University of the Philippines Los Baños (UPLB), and one of the country’s foremost experts in native tree species and biodiversity conservation.

Around 80 BS Forestry students, together with faculty members, filled the venue for an afternoon that combined science, field discovery, conservation urgency, and national policy insights.

A National Voice in Philippine Biodiversity

Dr. Malabrigo is widely recognized for his pioneering work in plant taxonomy, marine botany, forest restoration, and biodiversity conservation. Since 2012, he has served as Curator for Trees at the UPLB Museum of Natural History and has authored more than 200 scientific papers and 12 books on Philippine native trees.

His award-winning book Shades of Majesty: 88 Philippine Native Trees received both the 2013 National Book Award and the 2014 Gintong Aklat Award. In 2025, his co-authored publication Power in Harmony: Harnessing Energy, Protecting Nature won Best Publication at the Philippine Quill Awards.

As the only Filipino member of the IUCN Global Tree Specialist Group, Dr. Malabrigo leads Red List assessments of endemic and native Philippine trees. His recent recognitions include the UPLB Outstanding Researcher Award (Natural Sciences) and his appointment as UP Scientist III (2024–2026). Known in scientific circles as the “Indiana Jones of Philippine Native Trees,” he is celebrated for locating and documenting some of the country’s rarest and most threatened tree species.

Philippine Flora: Rich Yet Vulnerable

During the lecture, Dr. Malabrigo presented compelling data on the diversity of Philippine flora — from endemic and native species richness to threatened plant categories under national and international classifications.

He discussed:

The alarming historical decline of Philippine forest cover

The increasing number of threatened plant species

Gaps between IUCN Red List classifications and national listings

The urgent need to prioritize endemic threatened species

Science-based restoration strategies using native trees

He emphasized that conservation must move beyond ceremonial planting activities and focus on flagship threatened endemic species, especially those classified as Critically Endangered.

Biliran Biodiversity Exploration: A Promising Discovery

A major highlight of the lecture was the ongoing Biliran Biodiversity Exploration (January 26–February 2, 2026), led by Dr. Malabrigo and a team of experts.

Initial findings from their expedition to Mount Suiro in Caibiran suggest the possible discovery of at least 10 new species, with expectations of more as the team continues its exploration in Mount Camalobagoan in Culaba, Biliran.

These early findings underscore Biliran’s ecological significance and position the province as a promising biodiversity hotspot requiring sustained scientific attention and conservation investment.

The exploration was coordinated in partnership with BiPSU, with support from Forester Florante Sabejon, Assistant Professor of the Department of Forest Science, who formally introduced Dr. Malabrigo during the event.

Strengthening Academic and Conservation Partnerships

The program was warmly welcomed by Dr. Randy Villarin, Dean of the School of Agribusiness and Forest Resource Management (SABFORM), who expressed appreciation for Dr. Malabrigo’s insights and highlighted the importance of integrating research, exploration, and education in advancing regional biodiversity initiatives.

The event concluded with closing remarks from Dr. Ruffy Rodrigo, Associate Professor of the Department of Forest Science, who underscored the significance of the lecture in inspiring future foresters and reinforcing the university’s commitment to conservation leadership.

The afternoon ended with photo documentation and informal discussions among faculty members and visiting experts — further strengthening collaborative ties between BiPSU and UPLB.

Advancing Conservation in the Province

The special lecture reflects BiPSU–Biliran Campus’ continued commitment to promoting biodiversity research, strengthening scientific partnerships, and empowering students to become leaders in forest conservation and restoration.

As new discoveries emerge from Biliran’s mountains, the message remains clear: The Philippines is rich in plant diversity, and its protection demands science, urgency, and collective action.

We are deeply grateful to our international guest speaker, Dr. (cand.) Kelly Peña, an early-career researcher from Ecuador, currently pursuing her PhD at Friedrich-Alexander-Universität Erlangen-Nürnberg (FAU), Germany), for sharing her expertise on the topic titled:
