NEMSU Bislig Campus Strengthens Procurement Readiness Through Continuing RA 12009 Capability Training
NEMSU Bislig Campus successfully concluded the first day and commenced the second day of the Three-Day Training on Republic Act No. 12009, otherwise known as the New Government Procurement Act (NGPA), and its Implementing Rules and Regulations (IRR), further reinforcing institutional preparedness for the evolving landscape of public procurement governance.
The capability-building activity gathered Unit Heads, designated End-Users, procurement personnel, and campus stakeholders in a collaborative learning engagement focused on strengthening operational compliance, procurement efficiency, and strategic governance aligned with national procurement reforms.
During the first day of the training, participants were oriented on the key provisions of RA 12009 and its IRR, with emphasis on Strategic Procurement Planning (SPP), institutional accountability, procurement modernization, and the expanded role of End-Users in ensuring compliant and responsive procurement processes. Discussions highlighted the importance of proper planning, market analysis, risk assessment, life-cycle costing, and value-for-money principles in government transactions.
The second day focused on Modes of Procurement under the NGPA framework, providing participants with deeper discussions on procurement procedures, legal parameters, alternative procurement modalities, and operational applications within government institutions. The sessions further emphasized transparency, efficiency, competitiveness, and the importance of procedural integrity in every stage of procurement implementation.
The activity also served as a strategic venue for participants to revisit their responsibilities as End-Users and institutional partners in procurement operations, recognizing the critical role of coordination among requesting offices, BAC members, procurement units, finance offices, and implementing personnel in delivering timely and compliant public service outcomes.
Through this continuing capability development initiative, NEMSU Bislig Campus remains proactive in aligning its institutional systems and procurement practices with the mandates of RA 12009 while fostering a culture of accountability, professionalism, and responsive public sector governance.
