It was an offshoot of the Memorandum Agreement (MOA) between MSC and Minda & Murillo (M & M's) Computer Center establishing a collaborative undertaking to offer Computer Education Program in two-year courses, Computer Programming and Computer Secretarial. The agreement is in consonance with the Resolution No. 13, s. 1993, by the MSC Board of Trustees (BOT), chaired by Dr. Nilo L. The resolution au
thorized MSC President, through its Officer-in-Charge Andres G. Malabed, Jr., to enter into a memorandum of agreement with M & M's Computer Center to offer Computer Education Program. The agreement was executed on June 10, 1993 and thereafter its operation started immediately. After five years capitalizing on the computer facilities and faculty expertise from this agreement, a special committee headed by Mrs. Villero, was formed to assess and study the status of the MOA. Upon the recommendation of the said committee, MSC decided to consummate the agreement on its expiry date on May 31, 1998, with the approval of the BOT. However, prior to the decision on the termination of the contract, the M & M has its first year enrollees of about 200 students who will be affected by such move. In order not to affect the status of these students, MSC considered to give M & M another contract but this time just to let the first year students to finish and not to accept enrollees anymore in the first year level. The great demand in the offering of Computer Education was realized by the College Registrar, Engr. Ignacio and a faculty form the School of Engineering, Engr. Willer A. Dayahan and created the proposal on the offering of the Bachelor of Science in Information Management (BSIM) and the Bachelor of Science in Information Technology' (BSIT, both with the compliance on the requirement of CHED Memo No. 60, s. 1996 and CHED Memo 05 s. 1998. Furthermore, on that proposal they also include upgrading of the two-year computer courses (Computer Secretarial and Computer Programming) by offering a more versatile course that practically covers both the above-mentioned courses. This was the Associate in Computer Technology (ACT), which gives the students the opportunity to enter into the regular BS degree programs of the BSIM and the BSIT. The said proposal was finally approved by the BOT in its regular meeting on December 15,1998, through Resolution No. 35, s. 1998, a resolution approving the upgrading of the two-year computer course being offered by the MSC and the offering of the Bachelor of Science in Information Management and Information Technology. With the intention not to place a gap in the offering of the Computer Education, the B5IM and the BSIT was effectively offered in the 151 semester of SY 1998-1999, to coincidence the M & M's not accepting of first year enrollees the BSIM and the BSIT. The courses was offered under the, and subsequently founded, Institute of Information and Computing Sciences (IICS), with a five year term duration as a special project. Courses were initially offered in Boac Campus and the offering of other satellite campuses will be based on the evaluation and assessment of the capability of the school to do so. And a year later, the courses were readily offered at Pag-asa, Santa Cruz Campus. In the year 2000, the first batch of students completed the ACT course and the IICS was converted to the present School of Information and Computing Sciences, ready to accept enrollees on the third year level. Constantly complying with the policies of the ITE Education set by the CHED, in 2002 a revised cwricu1um on the BSIM and the BSIT was offered. This revision was made in compliance with the issuance of CHED Memo Order (CMO) No. 25, s. 2001, the revised Policies and Standards for Information Technology Education. In the year 2003, a five year term duration as a special project ended and the school was finally absorbed as a regular program of the Marinduque State College. In the year 2008, the school comes with a more responsive IT curricula, the revised BSIT and BSIS, (replacement for BSIM in conformance to the CHED Policies and Standards (PS) (CMO No. 53 s. 2006 such as to rename Bachelor of Science in Information Management as Bachelor of Science in Information System).
