Commission on Higher Education Various Educational Assistance for all Your incoming First Year College Students, AY 2023-2024
The Commission on Higher Education (CHED) provides various educational assistance programs under the Student Financial Assistance Programs (StuFAPs) and Unified student Financial Assistance for Tertiary Education (UniFAST) for students enrolled in undergraduate degree programs.
These programs have varying qualifications in which each interested applicant must meet in order to qualify and be approved as a grantee or scholar.
One of the programs under the StuFAPs is the CHED Merit Scholarship Program (CMSP) which is intended for freshmen College students whose General Weighted Average (GWA) is at least 96% or its equivalent for Full Merit Program and 93% to 95% or its equivalent for Half Merit Program, and whose annual gross income of parent/s or guardian does not exceed P400,000.00. Moreover, applicants should be enrolled in government-recognized priority programs in Public or Private Higher Education Institutions. Please be informed the application for the CMSP program for Academic Year 2023-2024 has already ended last May 31, 2023.
Other available scholarship under StuFAPs are as follows:
1. Medical Scholarship and Return Service (MSRS) for students interested in pursuing programs in Medicine;
2. Scholarship Program for Children and dependent of Sugarcane Industry workers and small sugarcane farmers or the SIDA Scholarship Program; and
3. Agricultural Competitiveness Enhancement Fund-Grants-in-Aid for Higher Education program (ACEF-GIAHEP) for students who will enroll or are currently enrolled in agricultural education programs.

On the other hand, there are three programs under the UniFAST that you may avail, namely: Free Higher Education (FHE), Tertiary Education Subsidy (TES) and the Tulong Dunong Program (TDP).
(1) Free Higher Education โ the FHE is intended to all Filipino students enrolled in State Universities and Colleges (SUCs) and CHED-recognized Local Universities and Colleges (LUCs). Students enrolled in SUCs and CHED-recognized LUCs shall enjoy free tuition and other school fees until they graduate. However, the following students are not eligible to avail the said program:
a. Student who have already attained a bachelorโs degree or comparable undergraduate degree from any Higher Education Institution, whether public or private;
b. Students who fail to comply with the admission and retention policies of the SUC and LUC, and;
c. Students who fail to complete their bachelorโs degree or comparable undergraduate degree a year after the period prescribed in their program.
(2) Tertiary Education Subsidy โ TES is a grants-in-aid program that aims to support or any portion thereof, the cost of tertiary education of Filipino students who are enrolled in their first post-secondary undergraduate or comparable degree in Private Higher Education Institutions (PHEIs), SUCs, or CHED-recognized LUCs. Prioritization shall be given to students in the following order:
a. On-going Expanded Studentโs Grants-in-Aid program for Poverty Alleviation (ESGPPA) grantees enrolled in SUCs;
b. Continuing TES student-grantees;
c. Students studying and residing in PHEIs located in cities or municipalities with no existing SUCs or CHED-recognized LUCs;
d. Students who are part of households included in the Listahanan 2.0 ranked according to their per capita household income, and;
e. Students who are not part of the Listahanan 2.0, but qualify when ranked according to per capita household income, based on submitted documentation of proof of income determined by the UniFAST Board.

However, we regret to inform you that there are no new TES grantees for AY 2021-2022 and AY 2022-2023 due to budgetary constraints.
(3) Tulong-Dunong Program โ the Tulong-Dunong Program is an educational assistance program that provides
P7, 500.00 per semester to qualified students. Qualified applicants must be enrolled in Higher Education Institutions and programs with Government Recognition or those that are included in the Registry of Institutions and Programs. In addition, the applicantโs parent/s or guardian must have an annual gross income that does not exceed P400, 000.00 and the student must maintain a regular load per semester.
