Stonehill Publication, the official student publication of Tawi-Tawi Regional Agricultural College, is once again opening its door to all aspiring campus journalists who are officially enrolled ranging from first year to third year students. The qualifying exam will be on 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 𝟏𝟐, 𝟐𝟎𝟐𝟒, 8:30 in the morning to 4:30 in the afternoon at the TRAC Gymnasium, Nalil, Bongao, Tawi-Tawi.

Specifically, Stonehill Publication is in need of the following potentials:

- 2 Photographers
- 2 Layout Editors
- 3 Circulation Managers
- 1 Sports Editor
- 1 News Editor
- 1 Feature Editor
- 1 Cartoonist
- 5 News Writers

General Qualifications:
• Must be willing and committed to work.
• Can work under pressure.
• Committed to presenting balanced and unbiased coverage of events and issues.
• Must be able to meet or beat deadlines.
• Willing to learn.
• With good English writing skills.

The TRAC-EU wishes to express its appreciations to the full and untiring support of the following officials of the Tawi-Tawi Regional Agricultural College: Dr. Mutti A. Asaali - College President, Dr. Edwin de Los Reyes - our external link, Judimar Sawadjaan - College Accountant, Prof. Arlene Napoles Sevilla - Union Secretary, Nursida Muarip Hussein - Union Treasurer, Bennasir Abdulmajid - Union Auditor, Ms. Dayang Nurjana Manulon. Their untiring efforts made the realization of our CNA be released and enjoyed by its members two days before 2023 ends for the first time in the College's history.

Sincerest appreciation goes especially to Dr. Edwin M Puhagan (TRAC-EU President) for his persistence and perseverance in working hard for the fast approval of DOLE and other concern agencies despite the "fitnah" from some of its members who are always disgruntled and love to criticize.

This is only the beginning, we move and pray that it will be more next year and more blessings coming to our UNION in the future.

ANNOUNCEMENT

Commission on Higher Education Various Educational Assistance for all Your incoming First Year College Students, AY 2023-2024

The Commission on Higher Education (CHED) provides various educational assistance programs under the Student Financial Assistance Programs (StuFAPs) and Unified student Financial Assistance for Tertiary Education (UniFAST) for students enrolled in undergraduate degree programs.

These programs have varying qualifications in which each interested applicant must meet in order to qualify and be approved as a grantee or scholar.

One of the programs under the StuFAPs is the CHED Merit Scholarship Program (CMSP) which is intended for freshmen College students whose General Weighted Average (GWA) is at least 96% or its equivalent for Full Merit Program and 93% to 95% or its equivalent for Half Merit Program, and whose annual gross income of parent/s or guardian does not exceed P400,000.00. Moreover, applicants should be enrolled in government-recognized priority programs in Public or Private Higher Education Institutions. Please be informed the application for the CMSP program for Academic Year 2023-2024 has already ended last May 31, 2023.

Other available scholarship under StuFAPs are as follows:
1. Medical Scholarship and Return Service (MSRS) for students interested in pursuing programs in Medicine;
2. Scholarship Program for Children and dependent of Sugarcane Industry workers and small sugarcane farmers or the SIDA Scholarship Program; and
3. Agricultural Competitiveness Enhancement Fund-Grants-in-Aid for Higher Education program (ACEF-GIAHEP) for students who will enroll or are currently enrolled in agricultural education programs.

For more details regarding these programs, kindly contact the StuFAPs Office through the contact information provided in this letter.

On the other hand, there are three programs under the UniFAST that you may avail, namely: Free Higher Education (FHE), Tertiary Education Subsidy (TES) and the Tulong Dunong Program (TDP).

(1) Free Higher Education – the FHE is intended to all Filipino students enrolled in State Universities and Colleges (SUCs) and CHED-recognized Local Universities and Colleges (LUCs). Students enrolled in SUCs and CHED-recognized LUCs shall enjoy free tuition and other school fees until they graduate. However, the following students are not eligible to avail the said program:
a. Student who have already attained a bachelor’s degree or comparable undergraduate degree from any Higher Education Institution, whether public or private;
b. Students who fail to comply with the admission and retention policies of the SUC and LUC, and;
c. Students who fail to complete their bachelor’s degree or comparable undergraduate degree a year after the period prescribed in their program.

(2) Tertiary Education Subsidy – TES is a grants-in-aid program that aims to support or any portion thereof, the cost of tertiary education of Filipino students who are enrolled in their first post-secondary undergraduate or comparable degree in Private Higher Education Institutions (PHEIs), SUCs, or CHED-recognized LUCs. Prioritization shall be given to students in the following order:
a. On-going Expanded Student’s Grants-in-Aid program for Poverty Alleviation (ESGPPA) grantees enrolled in SUCs;
b. Continuing TES student-grantees;
c. Students studying and residing in PHEIs located in cities or municipalities with no existing SUCs or CHED-recognized LUCs;
d. Students who are part of households included in the Listahanan 2.0 ranked according to their per capita household income, and;
e. Students who are not part of the Listahanan 2.0, but qualify when ranked according to per capita household income, based on submitted documentation of proof of income determined by the UniFAST Board.

For queries regarding the TES application process, kindly look for the designated TES Focal Person of any of our partner Higher Education Institutions implementing the TES program.

However, we regret to inform you that there are no new TES grantees for AY 2021-2022 and AY 2022-2023 due to budgetary constraints.

(3) Tulong-Dunong Program – the Tulong-Dunong Program is an educational assistance program that provides
P7, 500.00 per semester to qualified students. Qualified applicants must be enrolled in Higher Education Institutions and programs with Government Recognition or those that are included in the Registry of Institutions and Programs. In addition, the applicant’s parent/s or guardian must have an annual gross income that does not exceed P400, 000.00 and the student must maintain a regular load per semester.

For queries regarding the TDP application process, kindly look for the Scholarship Coordinator of Tawi-Tawi Regional Agricultural College (TRAC) and any of CHED's partner Higher Education Institutions implementing the Tulong-Dunong Program.

Dear Senator Risa,

You are seeing the releases as questionable because you only focused on the bulk amount of 7B but if you will only be patient enough and give an ample time to see where the 7B of funds are released to, I believe you will be surprised to know of the millions of poor/indigent college students being helped and assisted to finish a baccalaureate degree and have an equal opportunity with others to land a job.

If there is something you want to investigate, please look at bulky and pricey procurement of government on facilities and equipment but NOT the subsidy granted to indigent students. You will be curtailing the almost 3M students who are children of poor amd impoverished families deprived of the opportunity to basic services that government should have provided them.

UniFAST Subsidy is the Light at the end of the tunnel for these TES and TDP grantees, please DON'T remove the only HOPE they have to cross the bridge, uplift their lives and have a brighter future.

The Tawi-Tawi Regional Agricultural College joins all State Universities and Colleges in greeting the CHED Chairperson, Dr. J. Prospero De Vera many happy returns of the day with bountiful blessings and good health in the many years to come.

Thank you for working hard to give more opportunities to indigent but deserving students as well as those students who are from indigenous tribes to finish tertiary education.
