On May 25, students of CIAS were welcomed with free Ilham Kits filled with small inspirations, accompanied by a warm cup of qahwa to help them stay energized amid their academic workload and final examinations.

The activity provided a simple space for students to pause, recharge, and find encouragement during a demanding period of the semester. Through the Ilham Kits and Qahwa Corner, participants were reminded of the importance of balance, reflection, and perseverance in their academic journey.

The ISGO Qiyฤdah Leadership Seminar-Workshop Series officially opened its Session 1 with the theme โ€œThe Power of Voice: Shaping Leaders Through Public Speaking,โ€ gathering CIAS students for a meaningful session centered on developing leadership through effective communication. The program set the tone for a learning experience that emphasized confidence, clarity, and the importance of voice in shaping responsible student leaders.

In the lecture series, Mustashar H. Astarani, ISGO Governor and Ex-Officio SSC (MSU TCTO), delivered his talk The Art of Public Speaking, where he highlighted that effective speaking goes beyond delivering words and is rooted in presence, confidence, and the ability to influence and inspire others through intentional communication. Meanwhile, Omar Ali A. Abdulhan, SSC Vice President (MSU TCTO), presented The Art of Articulation: Mastering Clarity and Precision in Speech, emphasizing the importance of structured thinking and precise expression, and how clarity in speech strengthens understanding and enhances the impact of leadership communication.

The session was also joined by students from other colleges, reflecting a broader spirit of unity and shared learning beyond CIAS, as participants collectively engaged in the discussions and activities of the seminar-workshop.

We would like to extend our sincere gratitude to the College of Computer Sciences for generously allowing the use of the Digital Engagement Laboratory (DEL) for this activity. Shukran wa jazakumullahu khairan.

Mustashar H. Astarani, a proud member of the Sama tribe and a 3rd year Bachelor of Arts in Islamic Studies major in Sharฤซสฟah student, he is the current Governor of the Islamic Studentsโ€™ Government Organization (ISGO) under the College of Islamic Arts and Sciences (CIAS) of Mindanao State University โ€“ Tawi-Tawi College of Technology and Oceanography (MSU TCTO). He participated in the Collaborative Summer Mission on Sustainability (COSMOS) 2026 Onsite Program hosted by Universitas Brawijaya in Malang, Indonesia from April 22โ€“25, 2026.

Coming from the southernmost province of the Philippines, Tawi-Tawi, Mustashar was among the 10 participants selected worldwide for the onsite program following a competitive international screening process. Prior to the onsite event, more than 300 participants from different countries joined the COSMOS 2026 Pre-Event.

COSMOS 2026 is an international exchange and leadership program that promotes sustainability, cultural understanding, youth leadership, and global collaboration among participants from diverse academic and cultural backgrounds. The program included lectures and discussions on the Sustainable Development Goals (SDGs), intercultural dialogue and cultural exchange, leadership and youth development training, community engagement activities, collaborative discussions and debates, as well as environmental and conservation-oriented initiatives and educational visits to historical and conservation sites.

It was also notable that among the 10 onsite participants, only two were undergraduate students, while the majority were already pursuing masterโ€™s and Ph.D. degrees.

Through his active participation, leadership, and meaningful engagement throughout the program, Mustashar was recognized as one of the ๐— ๐—ผ๐˜€๐˜ ๐—ข๐˜‚๐˜๐˜€๐˜๐—ฎ๐—ป๐—ฑ๐—ถ๐—ป๐—ด ๐—ฃ๐—ฎ๐—ฟ๐˜๐—ถ๐—ฐ๐—ถ๐—ฝ๐—ฎ๐—ป๐˜๐˜€ during the COSMOS 2026 Onsite Program.

Pursuant to Executive Order No. 110, s. 2026, declaring a state of national energy emergency, and Municipal Mayor Executive Order No. 22, s. 2026, declaring a state of local emergency in the Municipality of Bongao, Mindanao State University Tawi-Tawi College of Technology and Oceanography (MSU TCTO) adopts this Adaptive Learning Continuity Policy to address the immediate and significant impacts of the ongoing energy crisis.

In response, the University recognizes the need for a temporary, structured, and institution-wide adjustment of instructional modalities that reduces dependence on daily physical attendance while ensuring continuity of instruction, preservation of academic standards, and protection of student welfare.

This policy is aligned with relevant Commission on Higher Education (CHED) issuances on flexible learning and Open, Distance, and e-Learning (ODeL). Implementation shall remain temporary, evidence-based, and subject to continuous monitoring and quality assurance.

This policy applies to all undergraduate and graduate students, faculty members, academic units, and relevant administrative offices of MSU TCTO.

The University adopts a flexible, student-centered, and outcomes-based approach to learning during the energy emergency. Instructional delivery shall ensure that learning outcomes are achieved, access is equitable, and academic standards are maintained.

Implementation of Blended Learning

1. Face-to-face classes shall be conducted on Mondays and Tuesdays.

2. Flexible learning activities shall be conducted on Wednesdays and Thursdays through synchronous and asynchronous modalities.

3. Courses that meet once per week shall conduct face-to-face sessions on Saturdays or Sundays.

4. Graduate programs and review classes (Licensure Examination for Professional Teachers and Registered Fisheries Professional Examination) shall follow adjusted or flexible schedules as determined by their respective program heads.

6. The Integrated Laboratory School and Community High Schools shall continue face-to-face operations, with work-from-home arrangements implemented on Fridays, where appropriate.

7. No seminars, trainings, or institutional activities shall be scheduled on Mondays and Tuesdays.

8. Laboratory and skill-based courses shall ensure that required competencies are achieved through onsite or approved alternative arrangements.

Alhamdulillaah, the Islamic Studentsโ€™ Government Organization, together with all organizations of the College of Islamic and Arts and Sciences โ€” Arrisala Publication, ISLAMIC, ARABIC, and Sawt Ash-Shabab โ€” successfully conducted the 10th Council Meeting.

Held on April 3, 2026 (Friday) via Google Meet from 8:00 AM to 4:00 PM, this whole-day engagement was marked by a productive and meaningful exchange of ideas, divided into both morning and afternoon sessions. The council demonstrated strong commitment, active participation, and a shared sense of responsibility in addressing key matters that shape the direction of CIAS student leadership.

The morning session focused on the continuation and presentation of project proposals from different organizations, where constructive feedback and council recommendations were carefully discussed. This was followed by the afternoon session which deepened the conversation through policy recommendations, an open discussion on pressing student issues and concerns, and strategic planning for upcoming initiatives and activities.

The meeting covered the following key agenda:

โ€ข Policy recommendations for CIAS and MSU TCTO students
โ€ข Open discussion on student issues and concerns

This successful gathering reflects the councilโ€™s dedication to unity, collaboration, and proactive leadership. It stands as a testament to the collective effort of all organizations in fostering a responsive, transparent, and student-centered governance.
