The successful Tripartite Memorandum of Agreement (MOA) signing between Barangay San Agustin, Iba, Zambales, President Ramon Magsaysay State University (PRMSU), and Lupang Pangako Integrated School marks a significant milestone in advancing gender equality, child protection, and community empowerment. This meaningful collaboration embodies a shared vision of creating safer, more inclusive spaces where women and children are not only protected but also empowered to reach their fullest potential.

We extend our profound gratitude to Dr. Rene B. Regaspi, Campus Director of PRMSU Botolan Campus, for his strong leadership in championing GAD programs, and to Dr. Marlon James Dedicatoria, Vice President for Research and Development, for his unwavering commitment to promoting responsive and impactful initiatives. Special recognition is likewise given to Dr. Roy Villabos for his steadfast support of all GAD endeavors, and to Mr. Arra Q. Abaniel, former University GAD Director, for gracing the celebration with his presence and delivering words of inspiration that continue to motivate advocates of gender equality.

We also acknowledge the invaluable contribution of Punong Barangay Arbel Sison, whose leadership reflects the dedication of Barangay San Agustin in advancing community-based protection programs, and Evelyn D. Edano, Principal of Lupang Pangako Integrated School, for her steadfast commitment to strengthening the role of education in safeguarding children and empowering learners. Likewise, we express our heartfelt appreciation to IPMR Aldwin Balintay , whose efforts paved the way for establishing this vital partnership, thereby ensuring that the voices of Indigenous Peoples are included in the pursuit of gender-fair and child-friendly communities.

Our appreciation further extends to Mr. Angelo Fermil, CAF GAD Coordinator of PRMSU Botolan Campus, for presenting the event rationale and delivering an insightful discussion on Pagsusuri ng Trafficking in Persons (TIP) base sa Gender. We also commend Mr. Sergz P. Cabaltica for his comprehensive discussion on Republic Act No. 7610 (Special Protection of Children Against Abuse, Exploitation, and Discrimination Act) and Republic Act No. 9231 (Elimination of Child Labor and Protection of Working Children), which provided participants with a deeper understanding of child protection laws and their practical application.
Conducted as part of the Women’s Month Celebration with the theme “Babae sa Lahat ng Sektor, Aangat ang Bukas sa Bagong Pilipinas,” this activity not only highlighted the vital role of women in nation-building but also underscored the collective responsibility of every sector to protect children from exploitation, trafficking, and digital abuse such as OSAEC.

Ultimately, the MOA signing represents far more than an official agreement—it stands as a symbol of unity, shared responsibility, and commitment among the university, local government, Indigenous Peoples’ representatives, and the school community. Together, we are taking meaningful steps toward building a Bagong Pilipinas where women and children are empowered, protected, and free to thrive in a just and inclusive society.

The observance of the World Day Against Human Trafficking held last August 19, 2025, at Barangay Maguisguis, Botolan, Zambales, under the flagship program Gender Fair Education Towards a VAWC-Free Community spearheaded by the PRMSU Botolan Campus GAD Office, stands as a testament to our collective effort in safeguarding the rights and dignity of every individual.

We extend our heartfelt appreciation to Punong Barangay Roseller Tabunday for his warm and supportive welcome remarks, which set a positive tone for the day’s meaningful discussions. We also acknowledge the inspiring messages of Assoc. Prof. Lyn F. Luzano, PRMSU BC GAD Coordinator, Dr. Emelyn Bugayong, University GAD Director, and Mr. Arnold Magsanap, IPMR of Maguisguis, whose words reminded everyone of the continuing fight against human trafficking and the importance of community solidarity.

The success of this gathering would not have been possible without the active participation of the Barangay Maguisguis Council, 4Ps beneficiaries, parents, Barangay Health Workers, Civil Society Organizations, teachers of Loob Bunga II Elementary School, the Student Body Council led by Dr. Johnson Cabangon, Principal I, as well as the Tribal Council. Their involvement signified the shared commitment of various sectors in protecting vulnerable groups, especially women and children.

Special recognition is due to PSSg Jerica D. Dela Cruz, who shared valuable insights on Trafficking in Persons, and Mr. Angelo C. Fermil, who tackled the pressing concerns of Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse and Exploitation of Minors (CSAEM). The Open Forum facilitated by Assoc. Prof. Lyn F. Luzano, allowed meaningful dialogue and was enriched by the contributions of the Barangay Council for the Protection of Children (BCPC), the VAW Desk Officer, and Kagawad Pia Joy Arabejo, together with Ms. Delia Avila and other barangay council members.

We likewise commend Mr. Isagani Ecle, MSWDO Officer, for his comprehensive message emphasizing the necessity of convergence among government agencies, civil society, the private sector, advocates, and the community in the fight against gender-based violence. His words resonated with the day’s advocacy for united action.

We are deeply grateful for the unwavering support of our Proactive University President, Dr. Roy N. Villalobos, whose leadership strengthens PRMSU’s gender and development initiatives, and for the encouragement of the Vice President for Research and Development, Dr. Marlon James Dedicatoria. Our thanks also go to the Technical Working Group members—Mr. Yukiyan Butlig, Ms. Carla Joan Schuck, Ms. Anna May Punzalan, Mr. Jayson Fernandez (OSA Coordinator), Mr. Edwin Elane, Dr. Marven Lanuza (BSF), Dr. Alex Villa (CTE Chairperson), Ms. Jessica Ruth Diesta (BSA Chairperson), Ms. Shela Gilvizon, and Ms. Maria Thea Rubac—for their dedicated contributions.

We also acknowledge the presence and support of Mr. Ian Jule Malong, School Head of Loob Bunga High School, whose involvement strengthened the partnership between schools and the community.

Appreciation is also extended to the Philippines Against Child Trafficking (PACT) for their unwavering advocacy and for providing IEC materials that enriched the program’s learning resources.

Finally, the program concluded with heartfelt closing remarks from Assoc. Prof. Lyn F. Luzano, PRMSU BC School GAD Coordinator, sealing the commitment of all sectors present to continuously champion women’s rights and stand firm against human trafficking.

Community Joins Hands to Mark World Day Against Human Trafficking at Lupang Pangako Integrated School

Lupang Pangako Integrated School came alive last August 18, 2025, as the community gathered to commemorate the World Day Against Human Trafficking under the flagship program “Gender Fair Education Towards a VAWC-Free Community” spearheaded by the PRMSU Botolan Campus GAD Office.

The activity opened with the welcome remarks of Madam Julie Anne Villanueva, Head Teacher I, followed by an inspirational message from Punong Barangay Arbel Sison. Words of encouragement were also shared by Dr. Alex Villar, CTE Chairperson; Dr. Emelyn Bugayong, University GAD Director; and Aldwin Balintay, IPMR of Lupang Pangako, highlighting the shared responsibility of protecting children, women, and vulnerable groups.

Community support was strongly felt with the participation of the San Agustin Barangay Council, 4Ps beneficiaries, parents, Barangay Health Workers (BHWs), Civil Society Organizations, Pastor Artemio Castillo, teachers, students, the Tribal Council, and the PNP. Informative discussions were led by PSMS Gene Rose F. Aguillon, who tackled Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse and Exploitation of Minors (CSAEM), and Mr. Angelo C. Fermil, who shared valuable insights on Trafficking in Persons. An engaging open forum followed, facilitated by Lyn F. Luzano, GAD Coordinator of PRMSU Botolan Campus, with active participation from the BCPC, VAW Desk Officer, Kagawad Ramon Arraro, and Kagawad Eric Diloy. The event concluded with closing remarks from Ms. Marivic Ommalin, GAD Coordinator of Lupang Pangako Integrated School.

Appreciation is also extended to the Philippines Against Child Trafficking (PACT) for their unwavering advocacy and for providing IEC materials that enriched the program’s learning resources.

The success of the event was made possible through the full support of PRMSU President Dr. Roy N. Villalobos, a proactive advocate of women’s rights, together with Dr. Marlon James Dedicatoria, Vice President for Research and Development.
Behind the scenes, the Technical Working Group—Yukiyan Butlig, Carla Joan Schuck, Maricris Abangan, Jayson Fernandez OSA Coordinator,Edwin Elane, Dr. Jocelyn Angeles (Dean of CAF), Mr. Marven Lanuza (BSF Chairperson), Ms. Jessica Ruth Diesta (BSA Chairperson), Shela Gilvizon, and Maria Thea Rubac, GAD staff—ensured the smooth flow of the program.

The activity proved that when schools, barangays, and institutions work together, awareness is raised, and stronger steps are taken toward building a VAWC-free and human-trafficking-free community.

The successful conduct of the World Day Against Human Trafficking commemoration would not have been possible without the invaluable contributions of our dedicated leaders, speakers, partners, and advocates.

We extend our deepest appreciation to Dr. Rene B. Regaspi, Campus Director of PRMSU Botolan Campus, for delivering the Opening Remarks that set a tone of unity and commitment in advancing the fight against human trafficking.

We are grateful to Barangay Secretary Reynan T. Lagrama for his Inspirational Message, which underscored the vital role of barangay leadership in protecting the community from exploitation and abuse. We likewise extend our appreciation to the Barangay Council of New San Juan Cabangan Zambales , led by Punong Barangay Leo Dalin for their steadfast support and commitment to community safety and protection.

We also recognize Dr. Emelyn Bugayong, University GAD Director, for her Inspirational Message that emphasized the significance of gender-responsive programs and the need for continued advocacy in safeguarding the rights of women and children.

A special commendation is given to our Proactive University President, Dr. Roy N. Villalobos, for his unwavering support and strong advocacy in promoting Gender and Development (GAD) programs and campaigns, ensuring that the university remains a steadfast partner in the fight for a safer and more inclusive society.

We acknowledge Ms. Yukiyana Castillo for presenting the Rationale
of the program, clearly conveying its objectives and the vital role of the community in addressing Trafficking in Persons (TIP).
Our heartfelt thanks to Assoc. Prof. Lyn F. Luzano, PRMSU Botolan Campus GAD Coordinator and RGADC Pool of Resource Persons, for her comprehensive presentation on the Trafficking in Person Situationer, providing participants with an informed perspective on the realities and challenges of TIP, and for facilitating the Workshop on How to Address TIP in the Barangay, where practical solutions and strategies were explored.

We also extend our sincere appreciation to PSMS Gene Rose F. Aguillon, Police Community Relations Officer of Cabangan, for sharing her expertise on Protection Against Child Trafficking and Online Sexual Abuse and Exploitation of Children as well as The Role of the Barangay and Other Agencies in Addressing TIP. Her discussions highlighted the importance of vigilance, inter-agency cooperation, and proactive community involvement.

Appreciation is also extended to the Philippines Against Child Trafficking (PACT) for their unwavering advocacy and for providing IEC materials that enriched the program’s learning resources.

We express our gratitude to Madam Anne Kaye Martinez for her Closing Remarks, which eloquently summarized the day’s key messages and inspired everyone to carry forward the advocacy against human trafficking with renewed dedication and collective action.

We likewise extend our heartfelt thanks to the Tribal Community of Sitio Maporac, led by Mr. Salvador Dimain, for their unwavering support and meaningful participation, which greatly enriched the inclusivity and cultural significance of the program.

The successful Tripartite Memorandum of Agreement (MOA) signing between Barangay Maguisguis, Botolan, Zambales, President Ramon Magsaysay State University – Botolan Campus, and Maguisguis Integrated School stands as a milestone in strengthening partnerships for gender equality, child protection, and community development. This significant event, held in line with the celebration of Women’s Month with the theme “Babae sa Lahat ng Sektor, Aangat ang Bukas sa Bagong Pilipinas,” emphasized the importance of uniting various sectors to safeguard the welfare of women and children.

We extend our heartfelt appreciation to Dr. Rene B. Regaspi, Campus Director of PRMSU Botolan Campus, for his steadfast leadership and commitment to advancing the Gender and Development (GAD) agenda. Our gratitude also goes to Mr. Arra Q. Cabaltica for his informative discussion on Republic Act No. 7610 and Republic Act No. 9231, and the Botolan Police Station, represented by PSSG Jerica D. Dela Cruz under Chief of Community Affairs Division , for providing valuable insights on the Anti-VAWC Law .

This MOA signing reaffirms our shared responsibility to protect the rights and dignity of women and children. Through the strong collaboration of the university, local government, and educational institutions—supported by law enforcement and community leaders—we are taking decisive steps toward a Bagong Pilipinas where empowerment, protection, and equality are not only aspirations but realities for all.
