A defining moment in Philippine history that restored democracy through peaceful and collective action. As a community of scholars and learners, we recognize the enduring significance of EDSA in shaping our democratic institutions, civil liberties, and civic responsibilities. The revolution stands as a powerful testament to unity, active citizenship, and the courage of ordinary Filipinos who chose hope over fear.

In line with our commitment to critical inquiry and social engagement, the Social Sciences Division encourages the Urian Community to WEAR WHITE this Wednesday, February 25 to reaffirm our role in fostering historical awareness, political consciousness, and responsible participation among students.

May this anniversary inspire us to uphold truth, defend democratic values, and continue working toward a just, inclusive, and compassionate society.

Father Saturnino Urios University (FSUU), through its researchers from the Arts and Sciences Program, participated in the Utilization Conference (UC) on the Citizen Satisfaction Index System (CSIS) Results spearheaded by the Department of the Interior and Local Government (DILG) Caraga on January 16, 2026, at the DILG Regional Office in Butuan City.

The conference convened local government officials, civil society organizations (CSOs), and academic partners to present and validate CSIS findings and promote their utilization as inputs for evidence-based policymaking, service enhancement, and local development planning. The CSIS is a national governance assessment tool that measures citizensโ€™ satisfaction with key local government services, transparency, and accountability.

The activity opened with remarks from DILG Caraga Assistant Regional Director Donald A. Seronay, on behalf of the Regional Director, who emphasized the importance of institutionalizing citizen feedback to strengthen responsive and accountable public service delivery.

As DILGโ€™s academic partner, the FSUU research team presented the CSIS survey results and led the ceremonial turnover of the CSIS report to the Local Government Unit of Butuan City. The presentation was spearheaded by Dr. Belinda P. Ato-Candelario, LRI Project Manager, with Dr. Mark Bon G. Basadre and Dr. Joseph El Roy B. Cassion II, LRI Field Supervisors, and Ms. Aubrey Friday T. Jadumas, LRI Data Processor. The findings provided evidence-based insights on citizensโ€™ satisfaction, awareness, and trust in local government services, highlighting key strengths and areas for improvement.

The conference also featured the presentation of the Focus Group Discussion (FGD) report with CSOs, followed by an open forum that enabled stakeholders to validate the results and identify priority actions grounded in citizen perspectives.

FSUUโ€™s participation underscores its commitment to research-driven public service, community engagement, and sustained collaboration with government institutions in advancing citizen-centered and data-informed local governance.

There was always a quiet calm whenever Sir Andrew spoke. His voiceโ€”soft, low, and steadyโ€”carried a care that never needed to be announced. He often ended his sentences with a gentle smile and that low, vibrating laugh that made you feel, somehow, that everything would be alright. Maybe it was his spiritual grounding, or simply the kind of heart he had, but he spoke with the tenderness of someone who wished peace for everyone he met.

Yet calm souls often carry storms of their own. Waves of chaos they learn to hide so the rest of us can rest a little easier.

Sir Andrew was extremely generous. We looked forward to his afternoon snacks, his little rituals of sharing his favorite candies and chocolates. We remember the way his face scrunched up whenever someone declined, and the triumphant smile he flashed when you eventually accepted one anyway.

We looked forward to his samgyupsal invitations, the ones he insisted on even when his schedule was packed, even when he wasnโ€™t feeling well.

We also looked forward to his life stories. Stories from a man who had truly lived, who carried years of wisdom with a surprising lightness.

Sir Andrew, we looked forward to your returnโ€”to seeing you back in the cubicle you filled with that familiar stretch of quiet peace. But this is not the homecoming we wished for.

We pray that you are now in a place free from pain, a place that comforts and reassures, and a place that mirrors the calm you shared with us.

We are grateful that we were given even a short time to know you, learn from you, laugh with you, and feel the quiet kindness you carried so naturally. Your presence, brief as it was, left a gentle mark on all of us. The office will never be the same without you. We will always feel the quiet ache of waiting for you, even knowing you wonโ€™t walk through the SSD door again.

Our prayers will know no end for you.

Until we meet again, Sir Andrew.
