OVERVIEW AND MANDATE
The 1987 Philippine Constitution, Section 17 Article II provides that, “the State shall give priority to education, science and technology, arts, culture and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development”. In this respect, educational institution like CIC is envisioned as liberator against massive
poverty, environment destruction, high rate of illiteracy, vices and many other forms of social ills being experienced by the society. The Community Extension is also one of the third pillars of Higher Educational Institution (HEI) as mandated by the Commission on Higher Education (CHED) through Republic Act 7272. Therefore, it is an inherent function of the College to establish their own community outreach and extension office. Its purpose is to make a strategic plan and implement it for sustainable community development of local communities by using the College knowledge assets such as expertise, research outputs and available resources for both academic and non-academic purposes. The College of the Immaculate Conception (CIC) is a Catholic educational institution committed to the integral formation of men and women deeply rooted in faith and Gospel values, and with compassionate awareness of the needs of his fellowmen, his society and environment. Its core values are Christ-centeredness, Excellence and Service. It is within its vision, mission, and core values where CARES Center is deeply rooted.
