To All our UEP Employees:

Important Announcement.

The University of Eastern Philippines will provide on a daily basis one vehicle going to Gaisano and one vehicle going to Catarman Market. This initiative will be done effective tomorrow to assist our employees in buying their respective basic necessities during the enhanced community quarantine period.

This is the University's initiative in coping with the Enhanced Community Quarantine imposed by the LGU Catarman wherein all public transports will be suspended starting at 12:01AM on March 27, 2020.

Furthermore, we will always abide by the protocols on proper hygiene and social distancing including among others the DOH rules on the prohibition on the use of aircon during travel.

Nutshell of the UEP Quick Response Against COVID-19

The UEP Administration has taken proactive initiatives to combat the threat of pandemic Covid-19. As an academic institution, the welfare of its members is indeed a primordial and foremost concern.Hence, the UEP administration has taken great stride in establishing quick response as precautionary measures to contain the possible spread of Covid-19.

These are the UEP Administration's proactive initiatives and quick response against Covid-19, to wit:

March 11, 2020
- convened the Administrative Council to discuss emergency action plan for Covid-19.
- issued special order mandating the creation and activation of the UEP Covid-19 Crisis Management Team and Task Force in the pursuit of instituting appropriate precautionary measures against the contamination of the virus, consistent with the Proclamation order no. 922 and other pertinent issuances of the CHED and the DOH.
- issued memorandum declaring suspension of co-curricular/extra-curricular events and activities.

March 12, 2020
- distributed alcohol to colleges for students use.
- distributed vitamin c supplements to students.
- issued memorandum on the temporary suspension on the use of the biometrics attendance.
- conducted cleaning and sanitation activities.

March 13, 2020
- issued memorandum designating the entry and exit points in the University campus as preventive measures and to protect the entire academic community against the threat of Covid-19.
- issued memorandum to all concerned to submit list of faculty/staff/students with travel history to places with confirmed Covid-19 cases and advice them to contact their respective BHERTs.

March 16, 2020
- issued directive for a home based work scheme for faculty members and restriction of movements in the campus.
- issued directive for the early processing and release of salaries of all workers.

March 17, 2020
- recommended to the PDRRMC of Norhern Samar headed by Hon. Edwin Ongchuan to extend suspension of classes for the ptotection and welfare of our students.
- adherence to the Executive order no. 01-03-20 issued by the Provincial Governor placing the entire Province under General Community Quarantine and accordingly extended the class suspension to April 14, 2020.
- followed the pronouncements and directives issued by President Rodrigo Duterte to abide by the orders of LGU concerned being the rightful authority to suspend classes amid this health crisis.

March 18, 2020
- monitored the early processing and release of salaries.
- approved the request of the UEP Medical and Dental unit for the purchase of 100 gallons of 70% alcohol.

March 19, 2020
- issued a memorandum for the adoption of a modified work scheme for the administrative, finance, academic support offices, special/income generating projects as a precautionary measures against Covid-19, the scheme covers a workplan, skeletal workforce, and a modified work schedule to be adopted ensuring delivery of basic services and implementing strict precautionary measures against the spread of COVID-19.

The UEP Administration joins the entire country in fighting and preventing COVID-19. We will act as one and succeed as one. Let us be vigilant because we are confronted with a pandemic though cannot be seen but can be seriously felt, destructive of lives and our future.

The University FB Bulletin:

UEP Distributed Free Alcohols and Vitamin C to Students for their Protection against Covid-19

The University of Eastern Philippines, through the Office of the President initiated the distribution of Free Alcohols and Vitamin C to our beloved UEPians amid the COVID-19 theat in the Province. These measures are part of the proactive approach of the University in protecting the health and welfare of our students, faculty and employees. The Office of the President believes that in this way, we can at least prevent the possible spread of a deadly contagion. The free alcohol and Vitamins were distributed to every student through the help of the UEP Medical Team headed by Dr. Elizabeth Dubongco last March 12, 2020. Furthermore, these actions are anchored with the directives of the national government and the CHED to secure the welfare of our students by ensuring that proper sanitization is being afforded to them.

Keep safe, and let us work hand in hand in the pursuit to combat Covid 19. God bless the UEP Academic Community, the Province of Northern Samar and the entire Philippines.

UPDATE IN RE: UEP PRES Recommendation for the Extension of Suspension of Classes until April 14, 2020; GRANTED by the Office of the Governor headed by Hon. Edwin M. Ongchuan

It's Official.
CLASS SUSPENSION is extended until April 14.

In view of the recent developments, the entire Province of Northern Samar has been declared as under General Community Quarantine by the Office of the Governor pursuant to Executive Order No. 01-03-20 dated March 17, 2020. The Executive Order states that the Community Quarantine will start at 12Midnight of March 19 and will end at 12Midnight of April 15, 2020. Furthermore, said E.O. also provides a provision for the suspension of classes in ALL levels both in the public and private schools until April 14, 2020. (E.O. 01-03-20, Section 6)

Hence, in view of the foregoing, the University of Eastern Philippines, through the Office of the President hereby informs all concerned that it will unqualifiedly abide by and/or conform to the Directives of the Provincial Government of Northern Samar regarding extension of suspension having been given the authority and the discretion to suspend classes in view of the COVID-19 threat.

The Office of the President wishes to convey its warmest felicitations to the College of Nursing and Allied Health Sciences for being a recipient of Financial Incentive in the amount of 50, 000 pesos under the BOR Approved PRAISE Policy. The grant is in due recognition of the College's commendable performance in obtaining 100% passing rate in the 2019 Nurse Licensure Examinations pursuant to Special Order No. 57, S. 2020 issued by the University President, Dr. Cherry I. Ultra.

UEP President Ultra Recommends Extension of Class Suspension to the Provincial Government, headed by Gov. Edwin Marino Ongchuan due to COVID-19 Threat

The UEP President, Dr. Cherry I. Ultra attended earlier a meeting with the Provincial Government and the Provincial Disaster Risk Reduction and Management Council (PDRRMC) headed by Hon. Edwin Marino Ongchuan in the efforts of establishing firm precautionary measures against the pandemic COVID- 19. In the said meeting, Dr. Ultra viewed that COVID-19 threat is so serious that there is a need to secure the welfare of our beloved students, hence, she recommended the extension of class suspension to the Provincial Government which has the authority and has the discretion to decide on the matter consistent with the recent pronouncements of Pres. Duterte and the directives issued by the CHED to combat the COVID-19 threat.

ADDENDUM TO THE RECENT PRECAUTIONARY MEASURES ISSUED BY THE UEP ADMINISTRATION AGAINST COVID 19

The UEP ADMINISTRATION hereby declares the temporary closure of the UEP Facilities such as, but not limited to the Farmers' Training Center, Gymnatorium, White Beach, Kapihan and Hostel, among others, for its continued sanitization starting March 15, 2020 until further notice, consistent with the directives issued by the CHED and the DOH.

To stress, UEP Employees and Staff are highly encouraged to use their own ballpens in entering their Daily Attendance. To reiterate, in consonance with the orders issued by the duly constituted authorities, social distancing (at least 1m) is strongly advised.

SELF QUARANTINE OF UEP FACULTY, STAFF and STUDENTS with TRAVEL HISTORY TO PLACES WITH CONFIRMED CASES OF COVID-19

All Faculty Members, Staff, and Students of UEP with travel history within the last 10 days to countries and other local places like the National Capital Region and other cities and/or provinces in the country with confirmed case/s of COVID 19 are hereby instructed NOT to report to work/ class and subject themselves to self-quarantine for a period of not less than 14 days and submit to their respective Barangay Health Emergency Response Teams for recording and monitoring.

Furthermore, all concerned shall not be allowed to report to work/classes unless the self-quarantine period has elapsed and they are issued a clearance as being physically fit by the proper health authorities.

This memorandum is issued in accordance with the duly issued advisories of the Province of Northern Samar, DOH and the CHED in relation to the precautionary measures against COVID-19.

OFFICIAL ANNOUNCEMENT:

In compliance with the Memorandum issued by the Provincial Disaster Risk Reduction and Management Council dated March 13, 2020 which was affirmed by Hon. Edwin C. Ongchuan, Governor of Northern Samar declaring Province-wide Suspension of Classes in ALL LEVELS from March 16-20, 2020, the University of Eastern Philippines, through the Office of the President hereby adheres to such declaration pursuant to the recent pronouncements of President Rodrigo Duterte and the directives from the CHED to abide by the advisories coming from the Local Government Authority.

The students are strongly advised to stay in their respective homes and everyone should continue practicing personal preventive measures such as social distancing, proper hand hygiene, and cough etiquette to avoid this pandemic. Furthermore, everyone is advised to avoid visiting public places and big gatherings at this critical times pursuant to the duly issued directive of the Commission on Higher Education.

OFFICIAL STATEMENT

On the basis of the recent pronouncements of President Rodrigo Duterte regarding the guidelines for the suspension of classes outside the National Capital Region, which is best left to the sound discretion of our respective Local Government Units, the University Administration decided to LIFT the previously issued Order for Suspension of classes on March 16-17, 2020 due to the absence of such declaration from our local authorities, particularly the Provincial Government of Northern Samar.

The Office of the President appeals to the entire academic community to render utmost understanding in these sudden changes regarding suspension of classes. The Office believes that it cannot be faulted for faithfully adhering and following a lawful guideline from no less than the President of the Republic of the Philippines, Pres. Rodrigo R. Duterte himself. While we sympathize the plight of our students and the necessity to take precautionary measures against the pandemic COVID 19, the Office was constrained to abide by the duly issued pronouncement of the PRRD.

Anent thereto, disinfection and sanitation of classrooms and work areas will be done this coming March 14-15 (Saturday & Sunday) by the GSU and job order workers. The administration goes by advisories from authorized agencies relative to the preventive measures pertaining to COVID 19.
