The Department of National Defense (DND) reaffirms its steadfast commitment to the principles, purpose, and objectives of the ASEAN Defence Ministers’ Meeting (ADMM)-Plus and its Experts’ Working Groups (EWGs), which provide important platforms for practical cooperation, camaraderie, confidence-building, and mutual understanding among participating countries in addressing contemporary security challenges.
Consistent with these objectives, the Joint Cooperative Activity (JCA) under the ADMM-Plus EWG on Maritime Security (MS) was conceived to provide ASEAN Member States and Plus countries a platform to enhance practical cooperation, exchange knowledge and experience, and strengthen interoperability in addressing maritime security and environmental challenges, including those arising from climate change.
The location of the JCA was selected through the established ADMM-Plus planning process, based on operational, logistical, and other practical considerations discussed during the Initial Planning Conference (IPC) in March 2025 and subsequent planning conferences, which was attended by all participating countries, including China.
The designated exercise location, which is near Bajo de Masinloc (BdM), has long served as a venue for the Philippines’ bilateral and multilateral maritime exercises, including the ASEAN Multilateral Naval Exercise (AMNEX) held in 2023. This is in consideration of the area’s proximity to the Philippines’ largest naval port facility, which ensures that the necessary infrastructure and logistical support to accommodate the widest possible participation are met, including adequate berthing facilities, sustainment services, and operational support for participating naval assets.
It must also be emphasized that BdM is an integral and longstanding part of the Philippine national territory, and its maritime zones and entitlements, as established by the Philippines, are strictly in accordance with the United Nations Convention on the Law of the Sea (UNCLOS), and the final and binding 2016 Arbitral Award. The recent submission by the Philippines of the updated nautical chart to the UN provides the necessary legal clarity and due publicity to the international community on the geographical limits of the maritime zones in BdM. The Philippines will continue the lawful exercise of its sovereignty over BdM.

ALL SET FOR ADMM-PLUS | PH, Japan to Co-Host Joint Cooperative Activity, Future Leaders’ Program on Maritime Security in Zambales
SUBIC, Zambales — The Philippines, through the Philippine Navy (PN), and Japan, through the Japan Maritime Self-Defense Force (JMSDF), are set to co-host the Joint Cooperative Activity (JCA) and Future Leaders’ Program (FLP) of the ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus) Experts’ Working Group on Maritime Security (EWG on MS) from September 20 to 26, 2026, in Subic, Zambales.
As Co-Chairs of the EWG on MS for the 2024–2027 cycle, the Philippines and Japan will lead the two engagements, which will bring together participating navies from ASEAN Member States (AMS) and Plus Partner countries to advance practical cooperation and strengthen maritime security collaboration.
The activities mark the resumption of at-sea engagements under the EWG on MS following the COVID-19 pandemic, providing participating forces with opportunities to enhance interoperability, exchange operational perspectives, and foster mutual understanding. This year’s engagements are guided by the theme, “Enhancing Maritime Security and Environmental Resilience in Response to Climate Change.”
The JCA will be conducted in two phases: the Harbor/Shore Phase and the At-Sea Phase. It will feature cooperative activities designed to strengthen practical maritime security cooperation and confidence-building among participating navies.
Complementing the JCA, the FLP will provide junior naval officers from participating countries with a platform to exchange perspectives and deepen their understanding of emerging maritime security concerns. Discussions will include the United Nations Convention on the Law of the Sea (UNCLOS), Critical Underwater Infrastructure (CUI), and the implications of climate change on the maritime domain.
Together, the JCA and FLP underscore the role of ASEAN-led defense cooperation in promoting dialogue, interoperability, confidence-building, and collective responses to evolving maritime security and environmental challenges in the region.
The Philippine Navy remains committed to strengthening interoperability with regional and international partners, sustaining meaningful maritime dialogue, enhancing maritime security cooperation, and fostering partnerships that contribute to a secure, stable, and resilient maritime environment.

With the theme “From Subsurface to Surface, Shaping the Future of Naval Power,” the one-day conference on September 15 brought together naval and defense representatives from various countries to discuss emerging innovations in submarine and surface vessel technologies, policy directions, and international developments in addressing evolving maritime security challenges.
During the engagement, the delegation held a bilateral meeting with representatives from the Defense Acquisition Program Administration (DAPA), led by Mr. Jae-Joon Chung, Head of the Current Capabilities Program Agency, alongside Rear Admiral Sangdeok Choi, Director General for Naval Ship Program Development.
Following the conference, the delegation undertook technical and industry engagements from September 16 to 17, 2026, which included site visits to the ROK Submarine Force Command, Hanwha Ocean in Geoje, HJ Shipbuilding & Construction (HJSC) in Busan, and HD Hyundai Heavy Industries (HHI) Shipyard in Ulsan. These engagements provided valuable insights into submarine operations, advanced shipbuilding processes, and naval ship technologies. Additionally, Rear Admiral Marayag PN, visited the Philippine Navy Owner’s Representatives currently stationed at HHI.
The PN’s active participation in ISTC 2026 and subsequent technical engagements reaffirm its commitment to strengthening international defense cooperation and advancing naval capabilities toward a modern, credible, and responsive naval force. Gaining insights from these advanced technologies and shipbuilding practices plays a vital role in pursuing an expeditionary navy in direct support of the Comprehensive Archipelagic Defense Concept (CADC).
