Beyond the White Coat: Perspectives in Medicine, Purpose and the Heart of Healing

What does it take to become a doctor, and what keeps the heart of healing alive long after the white coat goes on?

Join us as we welcome Dr. Ma. Florema Zamora Sy-Garcia, adult cardiologist and vascular medicine specialist, and a proud homecomer: she is an alumna of UP College Cebu High School, where she graduated class salutatorian and served twice as class president.

Dr. Sy-Garcia graduated cm laude in Medical Technology from Velez College before earning her medical degree at the Cebu Institute of Medicine. She trained in Internal Medicine at Cebu Doctors' University Hospital, where she was Chief Resident, and went on to fellowships in Adult Cardiology and Vascular Medicine at St. Luke's Medical Center. She placed second in the Philippine College of Cardiology subspecialty exam, and her research on diagnosing coronary artery disease won first prize at the SLMC-HI–AstraZeneca Research Investigator's Award.

NO FACE-TO-FACE CLASSES (OCTOBER 15)

Following the Cebu City LGU announcement, face-to-face classes at UP Cebu are suspended tomorrow, October 15, due to very unhealthy air quality.

Classes shall shift to modular and alternative learning modes. Heads of administrative offices and units are likewise granted discretion to adopt flexible work arrangements.

Please refer to Memo No. CLM 2025-033: General Framework on Class Modality and Work Arrangement for more information.

Stay safe and monitor official UP Cebu channels for updates.

ASYNCHRONOUS CLASSES (OCTOBER 14)

Following the Cebu City LGU announcement, UP Cebu will adopt asynchronous classes tomorrow, October 14, due to very unhealthy air quality.

Face-to-face classes or online synchronous sessions shall be suspended.

Classes shall shift to modular and alternative learning modes. Heads of administrative offices and units may also adopt flexible work arrangements pursuant to Memo. No. CLM 2025-033.

[ICYMI] UP CEBU DOMINATES: RUMBO TO THE REGIONALS! 🏆

The UP Cebu Statistics Program proudly congratulates our brilliant Iskolar ng Bayan for sweeping the Top 3 spots at the 30th Philippine Statistics Quiz (PSQ) Cebu Provincial Elimination Rounds, held on 06 October 2026 at Golden Prince Hotel & Suites, Cebu City!

🥇 1st Place — Franceen Andrei S. Carusca, BS Mathematics

🥈 2nd Place — Christopher S. Calo, BS Computer Science

🥉 3rd Place — Hanz Daniel L. Dacudag, BS Accountancy

With their outstanding performance, our three topnotchers will represent the Province of Cebu in the Regional Finals, together with the other Provincial Top 10 qualifiers, on 14 October 2026, with UP Cebu as the tentative venue.

This remarkable 1–2–3 sweep was achieved through the dedicated guidance of Instr. Allysa B. Manatad, Head Coach, and Instr. Drym H. Bernasor, Assistant Coach, and with the unwavering support and encouragement of the UP Cebu Statistics Program faculty and students. Never again. Never forget.

Fifty-four years ago, a signature on a decree plunged this nation into darkness. What followed was not governance — it was terror wielded as policy. Thousands were seized in the night. Thousands were tortured in rooms built for cruelty. Thousands vanished without graves, without goodbyes, without justice to this day. And thousands more paid with their lives simply for believing that the Filipino people deserved better than silence.

We do not speak of these years as distant history. We speak of them because the blood spilled on our streets, in our classrooms, in our communities, was the blood of people who looked very much like us — students who once sat where our students now sit, teachers who once stood where our faculty now stand, ordinary citizens who committed no crime greater than refusing to bow.

The University of the Philippines was not spared. Our halls bore witness to arrests. Our alumni were counted among the disappeared. Our name was, for a regime built on lies, a threat — because we insisted, then as now, that truth cannot be legislated into submission.

This is why we cannot be silent. This is why we will not be gentle in our remembrance. To soften this history is to dishonor those who bled for it. To forget is to hand the next generation a lie dressed up as peace.

So today, the College of Science stands with the whole of this University and declares, without hesitation: we remember. We remember the tortured. We remember the disappeared. We remember the executed. We remember the families who searched for decades and never found their answers. We remember because someone must, and because it is our duty — as scientists, as educators, as citizens — to defend the truth against every attempt to erase it.

To the martyrs and heroes of Martial Law: your courage did not disappear with you. It lives in every student who dares to resist oppression. It lives in every Filipino who refuses to let history be rewritten. It lives in this University, which you helped keep free.

We remember. We will never forget!

In memory of the victims. In defense of the truth. In honor of those who never stopped fighting.

📢 PERSPECTIVES IN MEDICINE: LECTURE SERIES YEAR 3 📢

The UP Cebu Department of Biology and Environmental Science, together with the College of Science, kicks off Year 3 of Perspectives in Medicine — our special topics course that gives BS Biology students a front-row seat to the real journeys of healthcare professionals!

Our first guest speaker for this run:

🩺 FRUSERMA MARY A. UY, M.D., MPA, MHM
Provincial Health Officer, Province of Bohol

Topic: "Medicine... from Clinical Practice to Public Health"

🔹 Currently the Provincial Health Officer of Bohol, after rising through the ranks from Medical Officer III to Chief of Hospital in three different district hospitals, to OIC and now department head

🔹 Built critical health infrastructure for Bohol — including the Bohol Provincial Diagnostic and Ambulatory Care Center (2022), the Amoma/PHO Mental Wellness Facility (2021), and the Bohol Provincial Isolation Center, which she managed through the pandemic (2020–2023)

🔹 Led Bohol's Provincial Health Office to multiple recognitions, including the John Graunt Award for health information systems, the Green Banner Award (3x) for nutrition, and recognition as one of the Top 15 LGUs with Institutionalized DRRM-H

🔹 Founder of PagPaKaBuhi, a community-based, volunteer-run mental health advocacy group — reflecting her deep commitment to mental health promotion

From the wards to the province-wide policy table, Dr. Uy embodies the many directions a career in medicine can take.
