We proudly congratulate Asst. Prof. Raden Gerald R. Agustin and Asst. Prof. Joseph P. Abordo for presenting their research at the NTDASIA 2025 Conference held in Pullman Khon Kaen, Thailand on November 27โ€“28, 2025.

Asst. Prof. Agustinโ€™s study, โ€œSpatial Modeling of Dengue Incidence and Environmental Determinants in Cebu City, Philippines,โ€ examines dengue risk at the barangay level using spatial regression methods to capture fine-scale variation often missed by broader analyses. By comparing non-spatial and spatial models, his work identifies key environmental and demographic determinantsโ€”such as population density and vegetation indexโ€”to support targeted surveillance and more informed urban planning.

Asst. Prof. Abordoโ€™s research, โ€œNowcasting Post-Pandemic Rabies Incidence in the Philippines: A Bayesian COM-Poisson Approach,โ€ applies advanced Bayesian modeling to address challenges in sparse and irregular disease surveillance data. His approach enhances real-time monitoring of rabies incidence, supporting more timely and accurate decision-making for zoonotic disease control.

Their contributions embody UP Cebuโ€™s mission to advance knowledge that responds to national and global challenges, and to represent the university in academic communities where Philippine research can shape broader scientific conversations.

Due to the CODE BLUE status declared by the Cebu City Disaster Risk Reduction and Management Office (CCDRRMO) and the Cebu City Government, all face-to-face classes under the UP Cebu College of Science are SUSPENDED on 24 November 2025.

Faculty members are instructed to shift to modular or asynchronous modes of learning and to coordinate with their students through official channels.

We enjoin everyone to:

- Follow official announcements from the Cebu City Government and UP Cebu
- Avoid unnecessary travel, especially in flood- and landslide-prone areas
- Prioritize safety and look after vulnerable family members

The UP Cebu Sciences Federation, along with all academic organizations under the College of Science, acknowledges the concerns circulating online regarding the perceived silence of academic formations in light of the recent calamity. We hear and understand the frustrations of the student body. We recognize that the frustration of many students is valid, especially given the distressing and unequal conditions brought about by the disaster.

We extend our sincerest apologies for what may have felt like delayed communication, including the later-than-expected release of this statement. During this time, we were actively coordinating internally to ensure that our responses were thoughtful, responsible, and rooted in the real circumstances faced by our constituents. Since the onset of the situation, UPCSF has been in continuous communication with the UP Cebu University Student Council (UPC USC) through our college of science representatives and officers to raise urgent concerns and call for timely, decisive action.

UPCSF and its constituent academic organizations have initiated follow-up communications with the UPC USC to request clarifications and updates on the actions being taken, including whether an official appeal will be submitted to the administration. We echo the sentiments of many students that academic leniency, in its minimal form, is not sufficient given the gravity of the circumstances. Numerous students have lost their homes, belongings, laptops, and essential resources such as clean water, stable electricity, and internet access. Under these conditions, it is unreasonable to expect them to immediately resume examinations, deadlines, and other academic requirements.

In response, all academic organizations under the College of Science have begun assessing the conditions of their respective blocks and cohorts to ensure that every concern is properly documented and relayed. Our priority is, and will always be, to ensure that no student is left behind, especially those most affected.

Furthermore, we would like to inform the community that the Student Council, together with all academic federations and organizations, will be convening for a meeting tomorrow at 8:00 PM to consolidate data, unify recommendations, and formulate collective action moving forward.

We stand firmly with the entire student body during this difficult moment. The academic organizations under the College of Science are not silent, nor have we been passive, we are currently working to amplify your voices, advocate for equitable recovery, and ensure that institutional actions reflect the lived realities of our students.

UPCSF commits to compassion, accountability, and collective action. Should you need assistance or wish to report your situation, please reach out to your respective academic organizations. Your struggles matter, and we will continue to fight for meaningful support and just accommodations.

ISKOLAR NG BAYAN UBAN SA NATIONAL STUDENTSโ€™ DAY MOBILIZATION!

In recent months, Cebu has faced one crisis after another; from the 6.9 magnitude earthquake that rocked the province in October to the heavy floods caused by Typhoon Tino and successive low-pressure systems. In just one week, over 150 fatalities were recorded, 57 reported missing, 451 said to be injured, and with at least 10 barangays in the city experiencing waist-deep flooding.

With these conditions, classes were suspended for only a brief moment as though bouncing back could be achieved in the snap of a finger. Students were required to submit outputs and meet deadlines immediately after as if nothing had happened. As though a submerged house that could no longer shelter, possessions hauled away by the flood, and a mental state shaken by the tragedy could recover easily.

This situation exposes the harsh reality of Cebuโ€™s students being trapped in an output-based education system that prioritizes compliance over compassion. While classrooms crumble and internet connectivity falters, the demand for productivity persists. Academic requirements continue even when conditions make learning unsafe or even impossible.

However, it is only one part of a larger systemic failure: the absence of a comprehensive, inclusive, and pro-people disaster response framework. Instead of ensuring preparedness and protection, the government has repeatedly responded with negligence and half-measures.

The citizens themselves have begun to repeatedly question the flood control projects in Cebu City, the billion-peso programs that were meant to prevent disasters but have instead failed to stop the flooding in communities. Residents have taken to social media and local consultations to ask where the funds went, why drainage systems remain unfinished, and why flooding continues to worsen despite years of promised improvements.

They ask in concern. They ask in anger. They ask at all because when corruption thrives and accountability collapses, calamity becomes fatal. The floods took lives, the quakes left classrooms unsafe, and there is a continued burden on students to perform amid chaos.

On National Studentsโ€™ Day, let us turn our shared frustration into collective action. Let us demand safety, accountability, and a genuine disaster response plan that places not profit or politics at its center, but people.

The UP Simantikos Statistical Society proudly celebrates one of our very own for winning 1st Place and the Entry with the Most Engagement at the Philippine MIL Summit โ€“ Ugn[ai]y Content Creation Challenge! ๐Ÿ…

Aldrinโ€™s winning piece explored how AI โ€œlistensโ€ to us. It is a reminder to stay critical and mindful about the information we receive and how machines learn from it. Using a clean and striking Vox-style visual edit, his entry stood out nationwide for its clarity, creativity, and storytelling impact.

He brought home โ‚ฑ30,000 for First Place and an additional โ‚ฑ5,000 for the Most Engagement award. ๐Ÿ’ธ๐Ÿ”ฅ Truly a remarkable achievement!

UNIVERSITY NEWS | UP Cebu sciences students bag awards in regional statistics competitions

UP Cebu students once again showcased academic excellence after securing top awards in two major regional competitions highlighting statistics and data analysis across Central Visayas.

First-year BS Mathematics student Nathan Anton Fat earned first runner-up in the 29th Philippine Statistics Quiz Central Visayas Regional Finals held at Golden Prince Hotel, Cebu City.

Fat represented UP Cebu alongside Crismar M. Ramilla (BS Statistics) and Ralph Christian A. Borbon (BS Computer Science), who both advanced to the regional level under the guidance of Mr. Drym Bernasor and Ms. Allysa Manatad, faculty members of the universityโ€™s Statistics Program.

Their strong performance underscored UP Cebuโ€™s growing reputation for excellence in quantitative sciences and statistical literacy.

Meanwhile, students from the Statistics Program also brought pride to the university during the 2025 Regional CBMS Convention and Data Festival at Bai Hotel, Mandaue City.

Kairos David Obregon and Alex Adrienne Torres clinched first place in the VizWiz Contest, while Joanamae Cadampog placed second in the Report It Write Contestโ€”further cementing UP Cebuโ€™s prominence in data-driven research and communication.

Through these achievements, UP Cebu students and mentors continue to reinforce the universityโ€™s standing as a center of excellence in statistics, mathematics, and computer scienceโ€”embodying the universityโ€™s commitment to academic rigor and public service.
