𝐔𝐕 𝐇𝐮𝐦𝐚𝐧 𝐑𝐢𝐠𝐡𝐭𝐬 𝐂𝐞𝐧𝐭𝐞𝐫 𝐑𝐞𝐜𝐞𝐢𝐯𝐞𝐬 ₱𝟓𝟎,𝟎𝟎𝟎 𝐆𝐫𝐚𝐧𝐭 𝐟𝐨𝐫 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐲 𝐏𝐫𝐨𝐣𝐞𝐜𝐭

The University of the Visayas (UV) Center for Human Rights Education (CHRE), an attached center of the College of Arts and Sciences, has received a ₱50,000 Quick Impact Proposal (QIP) Grant for its community extension project, “Tawong Dignidad: Pagpalig-on sa Gender, Katungod sa Tawo, ug Malungtarong Kalambuan sa Brgy. Day-as, Cebu City.”

The grant was awarded through the Commission on Human Rights (CHR) Region VII-CeBo Human Rights Hub, with support from The Asia Foundation and Philippine Earth Justice Center, as part of the QIP Grants awarded to CHRE partner institutions. Each selected institution received ₱50,000 to implement innovative, human rights-based projects responsive to the needs of their respective communities.

The grant follows the successful CHRE Writeshop and Capacity Building Program held on April 22–24, 2026, which strengthened the capacity of partner institutions to develop community-based human rights initiatives.

The Tawong Dignidad project uses Gender and Development (GAD) as an entry point to identify community concerns and employs an interdisciplinary approach involving Political Science, Psychology, Biology, and Communication. It addresses issues including gender inequality, mental health, environmental concerns, and advocacy gaps through participatory and sustainable interventions.

The project contributes to the United Nations Sustainable Development Goals (SDGs), particularly SDG 3 – Good Health and Well-Being, SDG 4 – Quality Education, SDG 5 – Gender Equality, SDG 10 – Reduced Inequalities, SDG 11 – Sustainable Cities and Communities, and SDG 16 – Peace, Justice and Strong Institutions.

𝐅𝐫𝐞𝐧𝐜𝐡 𝐄𝐱𝐜𝐡𝐚𝐧𝐠𝐞 𝐒𝐭𝐮𝐝𝐞𝐧𝐭𝐬 𝐁𝐞𝐠𝐢𝐧 𝐒𝐞𝐦𝐞𝐬𝐭𝐞𝐫 𝐚𝐭 𝐂𝐀𝐒

The UV-College of Arts and Sciences warmly welcomed its incoming semester exchange students from the European School of Political and Social Sciences (ESPOL), Université Catholique de Lille, France, under the UV–ESPOL Semester Exchange Program.

The welcome program was conducted in collaboration with the International Affairs Department (IAD), led by Director Mr. Rogie Nichole Aquino, together with the College of Arts and Sciences headed by CAS Dean Atty. Ramie Bulaybulay, Jr., DALC, and Political Science Program Coordinator Mr. Junsel James Valmoria. The students were introduced to their academic program, campus life, and the support services available throughout their stay.

As part of the orientation, the UV-College of Arts and Sciencesfacilitated a guided campus tour and introduced the exchange students to their Political Science student buddies, who will assist them during their semester in Cebu and promote meaningful intercultural exchange.

Through the UV–ESPOL Semester Exchange Program, the UV-College of Arts and Sciences continues to strengthen international academic partnerships while providing students with enriching global learning experiences that promote academic excellence, cultural understanding, and global citizenship.

The meeting was attended by University President Conrado E. Iñigo, Jr., who gave the welcome remarks, Vice President for Academic Affairs Dr. Anna Lou C. Cabuenas, and Atty. Ramie L. Bulaybulay, Jr., Dean of the Graduate School of Arts and Sciences (GSAS), who presented the proposed graduate program, together with the University's academic faculty and staff.

Representing CHED were Dr. Francisco Magno, chair of the CHED Technical Panel for Political Science and professor of Political Science and Development Studies at De La Salle University, Ms. Charity Barrera from the CHED Office of Programs and Standards Development (OPSD), and Ms. Melissa Castillote from CHED Regional Office VII.

Atty. Bulaybulay presented the program's rationale, curriculum, faculty, research agenda, learning resources, and institutional readiness to offer the Master of Arts in Political Science major in International Relations. He underscored the University's rich legacy in Political Science education, tracing its roots to the Associate of Arts program established in 1921, which later evolved into the Bachelor of Arts in Political Science in 1948.

He further highlighted the program's distinguished tradition of producing graduates who have made significant contributions to public service and the legal profession. Among its alumni are an Associate Justice, Cabinet Secretary, judges, congressmen, mayors, vice mayors, councilors, lawyers, police generals, publishers, legal officers, editors, and other leaders who have served with distinction in government, the judiciary, law enforcement, media, and the private sector.

Atty. Bulaybulay likewise emphasized that the University's Bachelor of Arts in Political Science is currently PACUCOA Level IV First Reaccredited (Level IV, 1st RA), making it the first Liberal Arts program in Central Visayas to attain Level IV accreditation from the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA).

Following the evaluation, Dr. Magno affirmed the University’s readiness to offer the Master of Arts in Political Science major in International Relations, subject to the confirmation and approval of the CHED En Banc.

Previously, the CHED En Banc approved the first two GSAS graduate programs, namely: Master of Arts in Psychology and Master of Science in Biology.
