Driven by a shared vision for accessible renewable energy, fourth-year Electrical Engineering research students from the Cebu Institute of Technology โ€“ University (CIT-U), together with the Clean Energy Advocates Association of the Philippines, Inc. (CEAAPI) and 10K GDC Commercial Inc., conducted a Focus Group Discussion on October 7 with local government units and the Cebu III Electric Cooperative, Inc. (CEBECO III). The session tackled the challenges and possible solutions for improving net-metering applications and solar bulk procurement strategies.

Representatives from LGUs within CEBECO IIIโ€™s franchise area specifically from the Office of the Building Official (OBO), City/Municipal Engineering Offices, and Municipal Planning and Development Coordinators (MPDC) came together with the cooperative to look at how net-metering policy plays out on the ground, from permitting steps and documentary requirements to coordination between LGU offices and the utility. Participants also explored opportunities for solar on public buildings, and an early, open framework for province-wide bulk solar procurement was presented, aimed at lowering the cost of solar components and making renewable energy more accessible.

Open exchanges and clarifying questions among participants continued throughout the session. With data-driven, collaborative research initiatives like this, Cebu continues to move toward a safer, faster, and more sustainable energy future.
