ALUMNI SPOTLIGHT | Dr. Richard Jugar - Professor and Educational Practices, Instruction, and Curriculum (EPIC) Development Office Director

WATCH: Educator. Advocate. Leader.

Dr. Richard Jugar’s journey began with a curiosity for the human brain and a dream of becoming a neurosurgeon. At the University of San Carlos, this passion was redirected toward the classroom through a rigorous double major in Physics and Chemistry. Instead of the clinic, he found his purpose in the Institute of Science and Mathematics Education.

Immersed in an international environment with mentors from the Netherlands, he built a scientific foundation that was both global and grounded. He realized early on that while he wouldn’t be holding a scalpel, he would still be shaping minds.

Now a Full Professor and Director of the EPIC Development Office, Dr. Jugar’s influence extends far beyond the campus. He serves as a Special Advisor to the AUN Executive Director, working to harmonize education policies across the ASEAN region. Only recently, he had been appointed to the CHED Committee for Research, Policy, and Substantive Matters in relation to the Philippines’ ASEAN chairmanship for 2026 and selected for the AUN-QEx Europe Engagement.

His career has come full circle, moving from a student fascinated by science to a leader influencing national and regional mobility. He continues to prove that Carolinian educators are capable of leading change on the global stage.

For Dr. Jugar, education is the great equalizer that gives everyone a chance to shine. He lives by the belief that a teacher’s vocation is the most influential force in a student's life.

The University of San Carlos, through the Department of Political Science and in partnership with the Foreign Policy Community of Indonesia (FPCI), officially signed a Memorandum of Understanding (MOU) last May 6, 2026.

This landmark partnership is more than just a formal agreement; it is a gateway for Carolinians to engage in high-level diplomatic networking, regional discourse, and data-driven research. By bridging the gap between Cebu and the Southeast Asian diplomatic stage, we are ensuring our students don't just study global affairs—they shape them.

The ceremonial signing was witnessed by key officials, including Atty. Jose Glenn C. Capanas (Dean, School of Law and Governance), Dr. Alaine Liggayu (Chair, Department of Political Science), and Khanid Rachmadia Nova Putri (FPCI Partnership and Project Administration Officer). The proceedings were facilitated by faculty member Ms. Grace Magalzo-Bualat.

We extend our gratitude to the Department of Political Science, headed by Dr. Alaine Liggayu, for spearheading this initiative, and to FPCI Founder and Chairman Dr. Dino Patti Djalal for this transformative partnership.

To our students, faculty, and the entire USC Tertiary Physical Education (TPE) family—thank you for the incredible energy you brought to the pavement today.

Earlier this morning, May 8, 2026, the USC Talamban Campus came alive from 4:00 AM to 8:00 AM as approximately 2,700 Carolinians took on the challenge. This event served as the grand culminating activity for all TPE 2 students, putting their endurance to the test across 3KM and 5KM uphill routes.

As a core requirement for Physical Activity Towards Health and Fitness (PATHFIT) 2, this run was about more than just grades—it was about promoting lifelong fitness, building grit, and strengthening the camaraderie that defines our community. May this year’s theme, "Enhancing Fitness Through Every Step," continue to inspire you as you return to your daily routines.

Congratulations to all our Carolinian finishers! You proved that every uphill climb is worth the effort.

USC Welcomes the First Woman Career Diplomat to serve as Foreign Minister in ASEAN and Asia

The University of San Carlos (USC), through its Department of Political Science and in partnership with the Foreign Policy Community of Indonesia (FPCI), hosted the 29th Southeast Asia (SEA) Lecture Hall series today, May 6, 2026, at the Albert van Gansewinkel Hall, USC Downtown Campus.

The session featured H.E. Delia Domingo Albert, a trailblazer recognized as the first woman career diplomat to serve as Foreign Minister in both ASEAN and the wider Asian region. Her lecture, "Understanding ASEAN: How It Evolved, How It Works, and Why It Matters," offered a comprehensive history of the bloc and a deep dive into its mechanisms.

This event arrives at a pivotal moment as Cebu hosts the 48th ASEAN Summit in Lapu-Lapu City from May 6 to 8, 2026.

We are grateful to have Dr. Alaine Liggayu, chair of the USC Department of Political Science, Atty. Jose Glenn C. Capanas, dean of the USC School of Law and Governance, and Dr. Dino Patti Djalal, founder and chair of FPCI, for gracing us with their presence.

Students and faculty members from the University of San Carlos, and those from other universities in other parts of the Philippines and in other countries, have also joined in. It's a truly jam-packed lecture session.

The University of San Carlos (USC) and its Department of Psychology proudly celebrate the success of their undergraduate student delegates at the 39th Psychological Association of the Philippines – Junior Affiliates (PAPJA) Convention. Held from April 27 to 28, 2026, at the SMX Convention Center and MOA Arena, the convention centered on the theme 'Futurescaping Psychology: Our Role in Attaining the Sustainable Development Goals.'

Representing the university were members of the USC Psychology Society, a delegation composed of 63 students and 6 faculty chaperones. Together, they embodied the institution’s commitment to academic excellence, leadership, and service. Throughout the convention, the delegates actively engaged in various academic and creative events, demonstrating both intellectual rigor and artistic expression.

The highlights of USC’s participation included remarkable achievements in national competitions. The university secured 2nd place in the TranscenDANCE Competition, emerging as a top finalist among nine competing schools from across the nation.
In the Quiz Bee Competition, USC earned 3rd place in a field of 95 participating schools nationwide, under the guidance of their coach, Mr. Kevin Ken Remedio.

The university was also well-represented in the Short Film and Songwriting competitions, further highlighting the diverse talents and perspectives of its undergraduate psychology students.

In a strategic move to broaden its international footprint and enhance academic synergy, the University of San Carlos (USC) formalized a Memorandum of Understanding (MOU) with Tra Vinh University (TVU) of Vietnam during a ceremonial signing held on April 25, 2026, at the VPAA Conference Room, USC Talamban Campus.

During the signing ceremony, USC was represented by our University president, Fr. Francisco Antonio T. Estepa, SVD, PhD, and TVU was represented by its rector, Assoc. Prof. Nguyen Minh Hoa, PhD.

This five-year academic alliance with TVU will help our University expand its reach to our Southeast Asian neighbors.

Through this international cooperation, we can open opportunities for cross-border faculty and student exchanges, collaborative research projects, and specialized internship placements in Vietnam and the Philippines.

By entering into this partnership, USC and Tra Vinh University demonstrate a shared commitment to strengthening ties and fostering mutual support.

This initiative aims to recalibrate the quality of education across regional and international higher education institutions and provide global opportunities, especially for students.

Prince Dale Feliza (BSICT), Sebastian Louise Valle (BSIS), Adrian Cimafranca (BSIS), and Jhosh Mikhail Cuizon (BSIS)—students from the USC Department of Computer, Information Sciences and Mathematics (USC-DCISM) spearhead the Barangay E-Blotter and Incident Reporting System (BEIRS), a capstone project set to streamline public service and reassure transparency and accountability.

To ensure the success of our students' project, the University of San Carlos signed a Memorandum of Agreement with Barangay Alang-Alang of Mandaue City, Cebu, on April 25, 2026. Both parties commit to distinct roles, from development to deployment to technical support and training.

Special recognition goes out to Dr. Angie M. Ceniza-Canillo, chair of the USC-DCISM, for being their capstone adviser.

We extend our deepest gratitude to our partner LGU, Barangay Councilor Jeric Mikhail Cuizon, for his cooperation and for providing this invaluable opportunity to our students.

We are confident that this digital transition will greatly enhance the administrative efficiency of Barangay Alang-alang.
