Following the decision of the USC Supreme Student Council (SSC) during its 9th Special Session on July 19, 2026 to pursue registration with the Office of Student Formations and Activities (OSFA) for Academic Year 2026โ2027, representatives of the SSC met with OSFA on July 20, 2026 to discuss the registration process and determine the requirements necessary to proceed.
During the meeting, it was clarified that no special consideration was granted to the SSC. The registration deadline remains unchanged, and no extension or adjustment has been provided. OSFA likewise explained that this decision took into account the special considerations previously extended to the SSC in past terms, which unfortunately did not result in the successful completion of the registration process.
The meeting also clarified several registration requirements that, under the current circumstances, make it procedurally and logistically impossible for the SSC to complete its registration at this time. These include:
1. Submission of the official roster of officers for the incoming term. Since the term of the current SSC has already lapsed, the present roster can no longer be used for registration, as doing so would be inconsistent with the University's governing policies and constitutional provisions. Consequently, the registration requires the names of the incoming duly elected officers. However, as the SSC has not yet conducted its elections, there is currently no new set of officers to submit, making it impossible to complete this requirement.
2. Wet signatures of all incumbent officers. The registration documents require the physical signatures of all current SSC officers. However, with many officers currently outside Cebu during the summer break, securing all required signatures within the prescribed period is not feasible.
3. Physical submission of documents. All registration documents must be printed and physically submitted to the OSFA office before 5:00 PM on July 20, 2026, further compounding the logistical challenges faced by the Council.
It is important to clarify that the SSC is not being prohibited from registering. Rather, given the existing requirements and timeline, the Council is currently unable to satisfy the procedural and logistical requirements necessary to complete the registration process.
During the discussion, the councilors present proposed requesting a meeting with Atty. Largo to discuss the current situation, explore possible avenues for registration, and determine the appropriate course of action moving forward. The Head of OSFA expressed support for this proposal and likewise encouraged the SSC to engage with Atty. Largo, particularly to discuss the conduct of elections and the possible steps needed to facilitate the Council's registration and chart its direction for the coming term.
The USC SSC is now working to schedule a meeting with Atty. Largo at the soonest possible opportunity. We remain committed to addressing this matter responsibly and transparently and will continue to keep the Carolinian community informed as further developments arise.
