What a proud and meaningful moment for the University of the Visayas–College of Maritime Education (UV-COME)!

On August 19–20, 2026, our faculty and staff researchers came together with scholars from different parts of the world at the 3rd International Research Conference 2026, held at the University of the Visayas–Main Campus, Cebu City.

Guided by the theme, β€œHarnessing Research Frontiers: Innovation, Emerging Technologies, and Transformative Inquiry,” the conference was more than an academic gathering. It was an opportunity to share ideas, learn from one another, build connections, and show how research can help address real challenges in the maritime industry and our communities.

And we are incredibly proud of what our UV-COME researchers brought to the table. β€οΈβš“

πŸ† A WELL-DESERVED BEST PAPER AWARD

A special congratulations to Dr. Rosie A. Mendoza, 2/M Eustequio Cabatuan, 2/M Ferdinand Chiong, 2/M Rene Godinez, and Capt. Anthony Bullo for earning the prestigious Best Paper Award for their study:

β€œAssessment of the Operational Effectiveness of Ballast Water Treatment Systems and Their Potential to Minimize Marine Pollution”

Lead Investigator: Dr. Rosie A. Mendoza
Presenter: 2/M Eustequio Cabatuan
Co-Authors: 2/M Ferdinand Chiong, 2/M Rene Godinez, Capt. Anthony Bullo

This study tackles an important issue close to the heart of the maritime industryβ€”the need for effective ballast water treatment to help protect our oceans and minimize marine pollution.

Winning Best Paper is not only an award. It is a recognition of the team's hard work, dedication, and commitment to producing research that matters.

🌿 RESEARCH THAT CONNECTS THE ENVIRONMENT, COMMUNITY, AND LIVELIHOOD

We also proudly congratulate 2/M Sergio Jr. Deniega and his research team for presenting:

β€œEcotourism Potential of Mangrove Plantations and Its Contribution to Economic Sustainability in Barangay Biasong, Talisay City, Cebu”

Lead Investigator & Presenter: 2/M Sergio Jr. Deniega
Co-Authors: 2/M Christian John Lisondra, Capt. Christian Nino Daniel Cag-ong, Capt. Theodore Salmero, Capt. Clint Herrera, Dr. Rosie A. Mendoza

Their research reminds us that protecting our natural resources can go hand in hand with creating opportunities for communities. Through mangrove conservation and responsible ecotourism, environmental protection can also contribute to community development and economic sustainability.

βš“ BRIDGING WHAT WE LEARN WITH WHAT WE DO

Another noteworthy presentation came from Dr. Rosie A. Mendoza and her team through the study:

β€œBridging Theory and Practice: Assessing Seafarers’ Practical Application of MARPOL Annex I Regulation”

Lead Investigator: Dr. Rosie A. Mendoza
Presenter: 3/E Prospero Carbonilla
Co-Authors: Dr. Robert M. Maluya, Capt. Dino Ferrer, C/E Rex Lahoylahoy, 3/E Emmanuel Dumloan

The study looks at how maritime knowledge and regulations are translated into actual practice, particularly in the application of MARPOL Annex I among seafarers.

Because at the end of the day, research is not simply about what we knowβ€”it is about how we use what we know to make the maritime industry safer, cleaner, and more responsible.

πŸ’™ MORE THAN AN AWARD, THIS IS A CELEBRATION OF PEOPLE.

Behind every research paper is a team that spent countless hours thinking, writing, revising, discussing, presenting, and believing in the value of their work.

Behind every presentation are researchers who chose to contribute something meaningful.

And behind every achievement is a community that continues to support the pursuit of knowledge.

To our UV-COME researchers, thank you for carrying the name of our institution with pride and for showing that maritime education is not only about preparing competent seafarersβ€”it is also about creating knowledge, finding solutions, protecting our oceans, and shaping a better future for the maritime industry.

πŸ†πŸŒŠ Congratulations to our Best Paper awardees, presenters, and research teams!

Your achievement is a source of pride for the entire University of the Visayas–College of Maritime Education community.

May this milestone inspire more research, more collaboration, more innovation, and more opportunities to make a difference.

Today, we celebrate the award.

Tomorrow, we continue the journey.

βš“ WE RESEARCH. WE INNOVATE. WE MAKE A DIFFERENCE.

BEYOND THE USUAL ORIENTATION

August 19, 2026was more than introductions and reminders. Every section brought its own energy, with our freshmen taking the spotlight through song and dance, turning the gymnasium into a stage of talent and confidence.

And the fun did not stop there. Our instructors stepped beyond the usual role and joined the celebration, showcasing talents of their own and making the day even more memorable.

From new faces to unexpected performances, this orientation was a reminder that the College of Maritime Education is more than a place to learnβ€”it is a community that knows how to learn, connect, and celebrate together.

Here’s a glimpse of what made our orientation one to remember.

The College of Maritime Education (COME) held its Departmental Orientation on August 19, 2026 bringing together students, faculty members, and student leaders for a morning of briefings, introductions, and important reminders for the academic year.

The program covered the College’s overview, faculty and section presentations, student discipline, academic policies, grading system, grooming and uniform standards, as well as student services and organization support.

An open forum followed, giving students an opportunity to raise questions and seek clarification on matters concerning their academic life and responsibilities within the College.

The orientation concluded with a clear emphasis on discipline, accountability, and adherence to the standards expected of every maritime student.

As the academic year moves forward, the guidelines discussed today set the groundwork for what comes next.

Today, the Maritime Council of Leaders celebrates not only the birthday of our esteemed Director, but also the person whose leadership continues to leave a meaningful mark on the people around her.

Leadership is often measured by the decisions one makes and the responsibilities one carries. But the kind of leadership that is truly remembered is measured by the people who become better, stronger, and more confident because someone chose to guide them.

Throughout your journey with the Council, you have shown that leadership is more than a positionβ€”it is presence, purpose, and service. Through your guidance, dedication, and commitment, you have helped shape not only the direction of the organization, but also the people entrusted to it.

Years from now, the titles may change, the faces may take different paths, and the chapters may eventually close. Yet the lessons you shared, the values you instilled, and the people you helped grow will remain part of the legacy you leave behind.

May this new chapter of your life bring you the same kindness you have extended to others, the same strength you have shown in difficult moments, and the fulfillment that comes from knowing that your efforts have mattered.

Because some leaders are remembered for what they accomplished.
The truly remarkable ones are remembered for who they helped become.

May you continue to inspire, lead, and make a difference wherever your journey takes you.

From your Maritime Council of Leaders family, we wish you a birthday filled with gratitude, joy, and the love you truly deserve.

Happy Birthday, C/M Mizraine Garcia!
May your voyage ahead be as meaningful as the lives you have helped steer. βš“πŸ€
