A Birthday Worth Celebrating!!!🎂✨

Some people lead through titles. Others lead through the lives they touch.

Today, we celebrate a leader who has shown us that leadership is not simply about giving direction—it is about standing with your people, believing in them, and inspiring them to become better versions of themselves.

To our Director in the Office of Student Affairs and Services, Dr. Mariano Paterno F. Avila, thank you for being a steady presence in the OSAS family. For every word of encouragement, every piece of wisdom, every reminder to keep going, and every moment you chose to support us—thank you. You have become more than a Director to many of us; you have been a father figure, a mentor, and someone we can look up to.

Your greatest legacy may not be found in the positions you have held or the accomplishments written on paper, but in the people you have inspired along the way—the people who learned from you, grew because of your guidance, and will someday carry the same values forward.

And perhaps that is the most beautiful part of your journey: your influence does not end with us. May it continue through the next generation, through your children and grandchildren, and through every person who has been fortunate enough to learn something from your life. May the lessons you have shared become part of stories they will tell, values they will live by, and a legacy that continues long after this day.

As you add another chapter to your story, may life give you more reasons to smile, more moments to be proud of, and more years to inspire others. May you continue to lead not only with authority, but with heart, wisdom, and purpose.

UP Brings College Admission Test to Remote Regions, Expanding Access for Future Scholars

The two-day off-site testing initiative brought the UPCAT closer to aspiring students in the region, significantly reducing the financial and logistical challenges faced by provincial applicants who would otherwise need to travel long distances to take the examination. By bringing the test closer to home, UP continues to remove geographic barriers and expand opportunities for deserving students, future Iska and Isko, to pursue quality education at the country's national university.

The successful implementation of the regional testing center was made possible through the collaborative efforts of the University of Northern Philippines, led by University President Dr. Erwin F. Cadorna, and the University of the Philippines through its UPCAT representatives, Mr. Gerald M. Espino and Mr. Joyce Raymond B. Punzalan. Prior to the examination, a courtesy call was conducted on July 31, 2026, with Dr. Erwin F. Cadorna and Dr. Rolando R. Navarro, Vice President for Academic Affairs, to discuss the final preparations and coordination for the conduct of the examination.

Throughout the two-day administration, personnel from the Office of Student Affairs and Services, particularly the Admission Services Office, University Clinic, and the Auxiliary Services Office, served as test and non-test personnel. Their dedicated support helped ensure that the examination was conducted smoothly while upholding UP's rigorous testing standards and providing a safe, orderly, and conducive testing environment for all examinees.

Through initiatives such as establishing regional testing centers in partnership with institutions like the University of Northern Philippines, the University of the Philippines continues to promote equitable access to quality higher education. This collaborative effort enables talented and deserving students across the country to pursue their dreams without being hindered by distance or financial constraints.

With another successful UPCAT administration completed, a new generation of future Iska and Isko is now one step closer to joining the nation's premier university and becoming future leaders in service of the Filipino people.

The 𝗨NIVERSITY OF THE 𝗣HILIPPINES-𝗖𝗢𝗟𝗟𝗘𝗚𝗘 𝗔𝗗𝗠𝗜𝗦𝗦𝗜𝗢𝗡 𝗧𝗘𝗦𝗧 (𝗨𝗣𝗖𝗔𝗧) will take place on AUGUST 1-2, 2026, at the University of Northern Philippines.

Please don’t forget to bring the following:
 Printed Test Permit (short bond paper)
 Recent valid school or government-issued ID
 At least 2 sharpened good-quality pencils
 Rubber eraser
 Snack and water
 Face mask and sanitizer
 Jacket (optional)

TEST PERMIT REMINDER

UPCAT 2027 applicants who were able to submit their Form 1 online and who were confirmed as students by their senior high school by the deadline last April 2026, will receive their test permits through the application portal by the last week of July 2026.
