Implementation of Skeleton Workforce and Work-from-Home Arrangement due to the Effects of Typhoon Uwan, Effective November 13 and 14, 2025
Due to the effects of Typhoon Uwan, most of our units and clusters remain without electricity, and clearing operations are still ongoing. In view of this situation, Work-from-Home (WFH) arrangements shall continue to be implemented, with a skeletal on-site workforce maintained on November 13 and 14, 2025, for non-teaching and faculty members on accrued leave. Work arrangements shall be as follows:
1. Skeleton Workforce and Work-From-Home (WFH) Arrangements
(a) A skeleton workforce shall be maintained on campus on the said dates, where a minimum number of government officials or employees is required to man the office to render service.
(b) ๐ช๐ผ๐ฟ๐ธ-๐ณ๐ฟ๐ผ๐บ-๐๐ผ๐บ๐ฒ (๐ช๐๐) ๐ฎ๐ฟ๐ฟ๐ฎ๐ป๐ด๐ฒ๐บ๐ฒ๐ป๐๐ ๐๐ต๐ฎ๐น๐น ๐ฏ๐ฒ ๐ถ๐บ๐ฝ๐น๐ฒ๐บ๐ฒ๐ป๐๐ฒ๐ฑ ๐ณ๐ผ๐ฟ ๐ฝ๐ฒ๐ฟ๐๐ผ๐ป๐ป๐ฒ๐น ๐๐ต๐ผ ๐ฎ๐ฟ๐ฒ ๐ป๐ผ๐ ๐ฟ๐ฒ๐พ๐๐ถ๐ฟ๐ฒ๐ฑ ๐๐ผ ๐ฟ๐ฒ๐ฝ๐ผ๐ฟ๐ ๐ผ๐ป๐๐ถ๐๐ฒ.
(c) The Vice-Presidents/Deans, Directors, and Heads/Chiefs of Offices are directed to assign personnel from their respective units who shall report for onsite work under the skeleton workforce and those who shall be on WFH.
(d) These arrangements shall be alternated between November 13 and 14, 2025 (i.e., personnel reporting onsite on November 13 shall be on WFH on November 14, and vice versa).
2. Personnel Required to Report Onsite
The following personnel are excluded from the WFH arrangement and shall report onsite as usual:
(a) General Services Office (GSO) personnel, including janitors and the designated cluster/unit GSO staff
(b) Security Services Office (SSO) personnel
(c) Motorpool Services personnel
(d) University Health Services (UHS) personnel
(e) Physical Development Management Office (PDMO) personnel
(f) Identified Administrative and Finance Personnel
The GSO and PDMO personnel shall continue to undertake the clearing of debris, cleaning, repair, and restoration of university facilities and properties. Security guards shall ensure the continuous safeguarding of all buildings, equipment, and other University assets. The UHS personnel shall remain on duty to attend to the health and medical concerns of personnel and students who may require immediate assistance.
The Administrative and Finance personnel are hereby directed to ensure the timely processing of salaries, wages, benefits, and other claims in accordance with existing guidelines and schedules. Accordingly, the Administrative and Finance Division shall designate personnel who will work on-site and under Work-From-Home (WFH)
arrangements to guarantee that all financial obligations are processed on time.
3. Conduct of Rapid Damage Assessment and Needs Analysis (RDANA) Survey
Pursuant to Commission on Higher Education (CHED) Memorandum No. 964, s. 2025, Conduct of Rapid Damage Assessment and Needs Analysis (RDANA) Survey for State Universities and Colleges (SUCS) affected by Typhoon Tino and Super Typhoon Uwan, all Concerned Heads of Offices are hereby directed to submit a report on the status of facilities, damages sustained, and the progress of clearing and restoration activities to the University DRRM Committee and Safety Office not later than November 14, 2025. Reports may be prepared using the following template https://tinyurl.com/UwanReportTemplate and submit said report through [email protected].
The report shall cover, but not be limited to, the following information:
a . Number of affected learners and personnel
b . Extent of damage to institutional facilities
c. Estimated cost of damages or financial impact
The University DRRM Committee and Safety Office shall consolidate all submitted reports and forward the consolidated report to the Office of the President.
4. Monitoring and Compliance Concerned Heads of Offices shall ensure that work operations and the delivery of essential services remain unhampered. They shall assign specific tasks to personnel under the Work-From-Home (WFH) arrangement, which shall be duly reflected in their respective accomplishment reports. Personnel are expected to ensure that their outputs and
deliverables are properly completed and submitted within the prescribed timelines.
