EXTENSION OF CLASSES AND OTHER ACADEMIC-RELATED ACTIVITIES FOR THE 1ST SEMESTER, SY 2025โ€“2026 UNTIL DECEMBER 21, 2025

Due to the series of class suspensions brought about by inclement weather and the observance of national and local holidays, which have disrupted the timely completion of course requirements, and in response to several requests received by this Office for an extension of classes, this Office hereby authorizes the extension of classes and other academic-related activities, including thesis and dissertation defenses, until December 21, 2025.

During this extended period, classes and academic activities may be conducted onsite (face-to-face), online (synchronous or asynchronous), or through any other appropriate learning modality, as mutually agreed upon by the faculty members and the concerned students. The primary purpose of this extension is to address gaps in course delivery resulting from the aforementioned disruptions.

To all BUCET Applicants:

Please be informed that the BUCET administration originally scheduled on November 30 to December 3, 2025 is postponed to January 12 to 15, 2026.

Based on updates from the Bicol University Information and Communications Technology Office (ICTO), our cloud storage provider has been partially restored; however, several features of the online BUCET portal remain disabled, affecting the download, viewing, and generation of BUCET test permits.

To provide sufficient time to fully restore system functionality and to allow applicants to complete the submission of BUCET requirementsโ€”many of which have been delayed by recent typhoons and the suspension of work in government officesโ€”we find it necessary and appropriate to defer the test administration.

We are also extending the onsite submission of BUCET application requirements until December 19, 2025 (Friday).

We apologize for the inconvenience this may cause and assure you that the BUAO and ICTO are working diligently to ensure the system becomes fully operational at the soonest possible time. Further updates will be released through our official channels.

One hallmark of Bicol Universityโ€™s Philosophy Department is its dedication to taking part in meaningful and pressing dialogues within the field through research and writingโ€“ greatly upholding the universityโ€™s pillar of Scholarship and the disciplineโ€™s continuous pursuit of wisdom. For years and years, they have become part of forums, seminars, conferences โ€“ both local and international โ€“ imparting their ideas, arguments and frameworks regarding various concepts such as education, politics, knowledge acquisition, ethics, AI, and more. Recently, a new milestone has been achieved as alums debut their work in a renowned philosophical journal.

On August 12, 2025, an article by graduates Jovito M. Manrique V and Joseph Vincent A. Casta entitled Conscientious Co-Determination: A Heideggerian and Wojtylan Ethics of Technology was published under the 11th volume of the Talisik: An Undergraduate Journal of Philosophy โ€“ a highly revered Filipino philosophical publication and research arm of the Philosophy program of the University of Santo Tomas- Manilaโ€“ with the current issueโ€™s theme centered around the impact and perceptions revolving Artificial Intelligence on various disciplines including philosophy, the humanities and education.

Using the frameworks of Martin Heidegger and Karol Wojtyla (St. John Paul II), the paper explores and provides a perspective as to how humans can engage with technology in a responsible and ethical wayโ€“ an approach wherein humanity avoids devaluation in the process of such interaction. The paper synthesized Heideggerโ€™s enframing contention on technology which argues the potential harms of its influence in understanding reality; and Wojtylaโ€™s Laborem Exercens (particularly his concept of personalism) which highlights the importance of self-experience, human dignity, and creativityโ€“ thus, the creation of the framework conscientious co-determination.

In an interview with one of the authors, Mr. Manrique, he expressed his thoughts and feelings regarding this notable feat:

โ€œI am humbled and grateful to God for surrounding me with people who guided and inspired me, especially my mentors in the Philosophy Department and most particularly our thesis adviser, Prof. Ramon Palma. They motivated me to contribute to this field at a time when our pursuit of knowledge is being reshaped by technologies such as AI. While I do not consider my paper perfect, I hope it can serve as a guide in navigating the proper use of machines, which were meant to be tools that support human beings. My greater hope is that it inspires others to continue seeking truthโ€”not through mere shortcuts or automationโ€”but through authentic human inquiry, dialogue, and reflection.โ€

Their journey towards publication, which began through their submission on August 19 of year 2024, may have been arduous, but the fruit of their labour brought forth a meaningful conversation on relevant issues on Artificial Intelligence, human identity, and ethics. A great step in the constant search for truth and wisdom.

Implementation of Skeleton Workforce and Work-from-Home Arrangement due to the Effects of Typhoon Uwan, Effective November 13 and 14, 2025

Due to the effects of Typhoon Uwan, most of our units and clusters remain without electricity, and clearing operations are still ongoing. In view of this situation, Work-from-Home (WFH) arrangements shall continue to be implemented, with a skeletal on-site workforce maintained on November 13 and 14, 2025, for non-teaching and faculty members on accrued leave. Work arrangements shall be as follows:

1. Skeleton Workforce and Work-From-Home (WFH) Arrangements
(a) A skeleton workforce shall be maintained on campus on the said dates, where a minimum number of government officials or employees is required to man the office to render service.
(b) ๐—ช๐—ผ๐—ฟ๐—ธ-๐—ณ๐—ฟ๐—ผ๐—บ-๐—›๐—ผ๐—บ๐—ฒ (๐—ช๐—™๐—›) ๐—ฎ๐—ฟ๐—ฟ๐—ฎ๐—ป๐—ด๐—ฒ๐—บ๐—ฒ๐—ป๐˜๐˜€ ๐˜€๐—ต๐—ฎ๐—น๐—น ๐—ฏ๐—ฒ ๐—ถ๐—บ๐—ฝ๐—น๐—ฒ๐—บ๐—ฒ๐—ป๐˜๐—ฒ๐—ฑ ๐—ณ๐—ผ๐—ฟ ๐—ฝ๐—ฒ๐—ฟ๐˜€๐—ผ๐—ป๐—ป๐—ฒ๐—น ๐˜„๐—ต๐—ผ ๐—ฎ๐—ฟ๐—ฒ ๐—ป๐—ผ๐˜ ๐—ฟ๐—ฒ๐—พ๐˜‚๐—ถ๐—ฟ๐—ฒ๐—ฑ ๐˜๐—ผ ๐—ฟ๐—ฒ๐—ฝ๐—ผ๐—ฟ๐˜ ๐—ผ๐—ป๐˜€๐—ถ๐˜๐—ฒ.
(c) The Vice-Presidents/Deans, Directors, and Heads/Chiefs of Offices are directed to assign personnel from their respective units who shall report for onsite work under the skeleton workforce and those who shall be on WFH.
(d) These arrangements shall be alternated between November 13 and 14, 2025 (i.e., personnel reporting onsite on November 13 shall be on WFH on November 14, and vice versa).

2. Personnel Required to Report Onsite
The following personnel are excluded from the WFH arrangement and shall report onsite as usual:

(a) General Services Office (GSO) personnel, including janitors and the designated cluster/unit GSO staff
(b) Security Services Office (SSO) personnel
(c) Motorpool Services personnel
(d) University Health Services (UHS) personnel
(e) Physical Development Management Office (PDMO) personnel
(f) Identified Administrative and Finance Personnel

The GSO and PDMO personnel shall continue to undertake the clearing of debris, cleaning, repair, and restoration of university facilities and properties. Security guards shall ensure the continuous safeguarding of all buildings, equipment, and other University assets. The UHS personnel shall remain on duty to attend to the health and medical concerns of personnel and students who may require immediate assistance.

The Administrative and Finance personnel are hereby directed to ensure the timely processing of salaries, wages, benefits, and other claims in accordance with existing guidelines and schedules. Accordingly, the Administrative and Finance Division shall designate personnel who will work on-site and under Work-From-Home (WFH)
arrangements to guarantee that all financial obligations are processed on time.

3. Conduct of Rapid Damage Assessment and Needs Analysis (RDANA) Survey

Pursuant to Commission on Higher Education (CHED) Memorandum No. 964, s. 2025, Conduct of Rapid Damage Assessment and Needs Analysis (RDANA) Survey for State Universities and Colleges (SUCS) affected by Typhoon Tino and Super Typhoon Uwan, all Concerned Heads of Offices are hereby directed to submit a report on the status of facilities, damages sustained, and the progress of clearing and restoration activities to the University DRRM Committee and Safety Office not later than November 14, 2025. Reports may be prepared using the following template https://tinyurl.com/UwanReportTemplate and submit said report through [email protected].

The report shall cover, but not be limited to, the following information:
a . Number of affected learners and personnel
b . Extent of damage to institutional facilities
c. Estimated cost of damages or financial impact

The University DRRM Committee and Safety Office shall consolidate all submitted reports and forward the consolidated report to the Office of the President.

4. Monitoring and Compliance Concerned Heads of Offices shall ensure that work operations and the delivery of essential services remain unhampered. They shall assign specific tasks to personnel under the Work-From-Home (WFH) arrangement, which shall be duly reflected in their respective accomplishment reports. Personnel are expected to ensure that their outputs and
deliverables are properly completed and submitted within the prescribed timelines.

In view of the continuing effects of Typhoon Uwan and to ensure the safety and well-being of University personnel, this Office hereby declares the implementation of a work-from-home arrangement effective at 1:00 p.m. today, November 11, 2025, until November 12, 2025.

All concerned non-teaching personnel, including those on accrued leave status, shall perform their tasks and coordinate official functions remotely to allow sufficient time for recovery and the restoration of essential services, and to address personal and family concers resulting from the typhoon. Concerned heads of Offices shall assign work to be performed by the personnel for the period covered, which shall be reported in their respective accomplishment report.

However, Utility Workers, Security Guards, Physical Development and Management Office (PDMO) personnel, and University Health Services (UHS) personnel are directed to continue reporting on-site. Utility Workers and personnel from PDMO shall work in the clearing of debris, cleaning, repair, and restoration of University facilities and properties; Security Guards shall ensure the continuous safeguarding of all buildings, equipment, and other University assets; and UHS personnel shall remain on duty to attend to health and medical concerns of personnel and students, should there be, who may require immediate assistance.

All concerned are enjoined to remain vigilant, observe safety precautions, and maintain regular communication with their respective offices and supervisors during this period. For information and compliance of all concerned
