In consideration of the aftermath and continuing effects of Typhoon Uwan across the region, and to allow students, faculty, and staff sufficient time to recover and attend to urgent personal and family needs, this Office hereby declares the continuous implementation of asynchronous classes for all levels and in all campuses of the University until November 16, 2025. The faculty members shall submit an accomplishment report for the actual work done during the period.

This measure aims to ensure the safety and well-being of the entire academic community while maintaining learning continuity amid the current situation. Faculty members are advised to provide flexible learning activities and reasonable deadlines to accommodate students who may still be experiencing connectivity issues or other typhoon-related difficulties.

All academic units are enjoined to extend understanding and support to affected members of the University community as we collectively work toward restoring normal operations once conditions permit.

PUBLIC ADVISORY | WFH Arrangement on October 30, 2025

In consideration of the University's commitment to employee wellness, October 30, 2025, is hereby declared a Work-From-Home (WFH) Day for all personnel across all campuses and offices.

Heads of offices are directed to assign only light and essential tasks during this WFH arrangement to enable personnel to manage necessary work obligations while also having sufficient time to attend to personal wellness. This measure likewise supports personnel, particularly those traveling to their respective provinces, in duly observing All Saints' Day and All Souls' Day.

Further, all units are reminded to sustain their preparations and ensure full readiness for the upcoming ISO 9001:2015 Re-Certification Audit, in accordance with the directives stated in Office Memorandum No. 403, series of 2025.

PUBLIC ADVISORY | Shifting of Classes to Asynchronous Mode and Suspension of Work effective 12:00 noon today, October 8, 2025, in BU East, West, and Daraga

In view of the message received through the official social media page of Bicol University, which contained explicit bomb threats directed at the BU West and Daraga campuses, this Office hereby orders the following: (1) the shifting of classes to asynchronous mode and (2) the suspension of work, effective at 12:00 noon today, in all offices and colleges in BU East, West, and Daraga, until further notice.

This measure is being implemented to allow for a thorough safety assessment of the concerned areas and to ensure the security and well-being of all university personnel and students. BU does not take this matter lightly.

To improve the security of our BU email accounts, we are introducing new security measures for all students, faculty, staff, and alumni. As of TODAY, you are required to:

1๏ธโƒฃ Update your password to meet the new strong security standards:
Minimum of 12 characters
Must include lowercase and uppercase letters, numbers, and symbols/special characters (e.g., @, #, $, %, etc.)

2๏ธโƒฃAdd Recovery Options
Provide a backup phone number or alternate email address to help recover your account if you forget your password.

3๏ธโƒฃEnable 2-Factor Authentication (2FA)
This adds an extra layer of security by requiring a second form of verification, like a code from your phone, in addition to your password.

Why is this important?

Your security is our top priority. Enabling 2FA and using a strong password will significantly reduce the risk of unauthorized access to your university email, keeping your personal and academic information safe.

These new security steps will be required starting October 9, 2025. To avoid being locked out of your email account, we strongly encourage you to complete these updates AS SOON AS POSSIBLE.

BU ADVISORY | Extension of Online Asynchronous Classes for Students from Masbate Affected by TS Opong

With the issuance of BU Office Memorandum No. 351, s. 2025, declaring the resumption of face-to-face classes on September 29, 2025, and in consonance with PDRRMC-APSEMO Advisory 2025-36, this Office recognizes the plight of the 1,068 students from Masbate, which was severely affected by TS Opong.

In consideration of their situation, the conduct of online asynchronous classes shall be extended until September 30, 2025, exclusively for students from Masbate.

Concerned faculty members are likewise enjoined to provide flexibility in submission deadlines to accommodate the affected students during this recovery period. The college registrars are likewise directed to provide the department chairs with a list of enrolled students who are residents of Masbate, for the department chairs to distribute to the faculty members under their respective departments.

The Office of Student Affairs and Services is hereby directed to activate and implement student support initiatives for those affected by TS Opong. These initiatives shall include, but not be limited to, the provision of psychosocial support, counseling services, and referral assistance, as well as the facilitation of linkages with relevant government and non-government agencies for possible aid and intervention.

Furthermore, the Office is encouraged to coordinate with the respective colleges and student organizations to ensure that affected students are provided with the necessary care, guidance, and support to help them cope with the challenges brought about by the calamity.

In view of the impending National Transport Strike on Thursday, September 18, 2025, and in adherence to PDRRMC - APSEMO Advisory 2025-30, as well as to ensure that classes remain undisrupted, this Office hereby directs the conduct of online synchronous or asynchronous classes (to be agreed by the faculty member and students) on the said date in all levels and colleges of Bicol University, except BU Gubat.

Faculty members shall submit an accomplishment report for the classes scheduled and conducted on the day.

Office operations, however, shall continue as scheduled. The Head of the Motor Pool Services Section is directed to provide vehicle services for university personnel. Strategic pick-up points have been designated where personnel shall be fetched and transported to their respective colleges/offices.

The designated pick-up points and schedules are as follows:
a. BU Guinobatan - 7:00 A.M.
b. BU Tabaco - 6:30 A.M.
c. Ayala, Legazpi - 7:30 A.M.
d. Shell, Daraga - 7:30 A.M.

Peace is often spoken of as a dream for the world โ€” a global ideal, distant and vast. But peace is not only written in international treaties or spoken in foreign assemblies. It begins in our communities, in our schools, in our nation. It begins here, at home.

On September 29โ€“30, 2025, at the Concourse Convention Center, Legazpi City, the National Peace Summit 2025 will bring together leaders, advocates, and changemakers to confront one of the greatest challenges of our time: how to transform peace from aspiration into action.
